Monument voters will decide in the November 2026 general election whether to raise the town’s construction use tax from 2.0% to 3.5%. The proposed rate would match Monument’s existing retail sales-tax rate, but the measure does not raise that sales tax. If approved, the ballot estimates the increase would generate $2,272,500 annually beginning January 1, 2027; the money would be restricted to listed capital projects.
What Monument is proposing
The proposal would increase the municipal use-tax rate on construction and building materials and construction equipment from 2.0% to 3.5%. Monument’s existing retail sales-tax rate is 3.5%, so the measure would bring the two rates into alignment. The Gazette reported that the ordinance changes the use-tax rate, not the retail sales tax.

The Town Council referred the measure to the November 2026 general election on August 17, 2026. As of October 4, the vote had not taken place, so the increase is proposed rather than approved.

The ballot language ties the increased use tax to a request for a building permit or right-of-way permit. It says the increased tax applies to covered construction materials and equipment when a 3.5% Monument municipal sales tax was not collected where they were purchased. The measure is subject to exemptions in Ordinance No. 19-2026 and Chapter 3.10 of the municipal code.

That is narrower than a tax on every construction purchase: the ballot describes a permit-related tax when the specified local sales tax was not paid at purchase, subject to exemptions. Monument’s general use-tax explanation says use tax can apply to certain purchases for which sales tax was not collected. Its construction-use-tax guidance is specific to permitted work and construction materials; the Town says it does not have a general use tax.
How Monument currently handles construction use tax
Monument’s current guidance says construction use tax is due at permitting. Contractors may declare material costs through Community Core and pay 2.0% on the declared material calculation, or pay a deposit based on an estimate of materials associated with the permit valuation. The Town describes the permit payment as a deposit that may be reconciled and audited against taxable materials actually used.

The Town says records supporting a reconciliation may include job-cost reports, permit copies, profit-and-loss statements, supplier costs, and subcontractor affidavits. Its guidance says materials for non-permitted work are subject to sales tax at purchase. For a specific project, the Town says its municipal code controls.

The ballot estimates that the increase would raise $2,272,500 annually beginning January 1, 2027, plus whatever additional amounts the rate generates in later years. This is the estimate stated in the Town’s ballot language, not a guarantee of collections; the campaign page does not provide a methodology for the figure.

Why the council referred the measure
The Gazette reported that the proposal is intended to close the gap between the construction use-tax rate and the retail sales-tax rate. Mayor Pro-tem Steve King explained that construction materials are often purchased outside Monument and brought into town. In remarks reported by Doug Fitzgerald in the Colorado Springs Gazette, King said: “When projects get built, most of that lumber, packs and appliances and everything else gets purchased from outside of the town and brought into the town.”
What happens next
Monument voters will decide the measure in the November 2026 general election. If approved, the ballot states that the tax increase begins January 1, 2027. Until the election result is known, the current construction use-tax rate remains 2.0% under the available Town guidance.
