Philadelphia’s Department of Licenses and Inspections (L&I) lists six contractors in its current revocations table. The city gives different reasons for the actions, including prohibited employment, code and permit issues, unsafe work, and falsified documents—not simply contract violations. “Blacklisted” is shorthand in the title; the municipal page uses “revoked” and “suspended.”
What the city’s list covers
The list is a Philadelphia contractor-license discipline record, not a national blacklist or a complete measure of contractor discipline in the city. L&I says it “enforces code compliance for contractors and other trade licensees.” Its summary page groups current revocations and suspensions separately from completed suspensions, and status can change. Check the Philadelphia L&I suspended contractors page for the current record.

Which six contractors does Philadelphia list as revoked?
| Contractor | City’s stated grounds |
|---|---|
| AR Demolition | L&I says it determined AR Demolition was an alter ego of Dornelas Construction and Dornelas Excavation, and identifies prohibited employment as the revocation ground. The agency says the revocation was effectuated on August 19, 2026. |
| Dornelas Excavation Inc | The city lists a revocation and says the contractor also failed to comply with the Philadelphia Code at seven other locations. |
| BJA Construction | The city cites deviation from approved plans or scope of work, including unpermitted underpinning that caused loss of lateral support of foundation walls and a risk of collapse. |
| Made Construction (Jason Cutaiar) | L&I says falsified Certificates of Occupancy were created and presented to purchasers of new construction with incomplete permits. |
| Ilya Chebotar (VRTX Investments) | The page describes an initial suspension for repeated violations that risked public safety, followed by revocation. It says Chebotar attempted to evade the suspension by continuing construction while deceptively claiming other companies were doing the work. |
| Visionary Developers LLC | The city cites construction without required permits and failure to provide requested documents and records. |
How to interpret the reasons
These entries do not describe one uniform kind of misconduct. Some concern permits or compliance with approved plans; one describes a public-safety risk, and another concerns allegedly falsified occupancy documents. The city’s summaries should not be recast as findings that every contractor breached a construction contract. The page does not provide enough information to compare severity or establish each case’s full procedural history.

How to verify a contractor’s current status
- Open Philadelphia L&I’s Suspended contractors page.
- Look for the contractor in the current revocations and suspensions tables, rather than assuming a search result or older copy reflects today’s status.
- For a decision involving a particular project, request the relevant underlying records from the city and ask the contractor directly about the record and any appeal or subsequent status change. The summary table alone does not provide those details.
