A contemporaneous report by Asia News Network, credited to Go Go Mongolia, says the proposed venue would have capacity for up to 25,000 people and be located at the MFF Technical Center in Yarmag, Ulaanbaatar. FIFA’s announcement confirms the agreement but does not state the capacity or site, and the MoU is not evidence that construction has begun.
What the agreement covers
FIFA says President Gianni Infantino met Mongolian President Khurelsukh Ukhnaa in Ulaanbaatar on 2 October 2026 and signed an MoU with senior government officials and the MFF to develop a new national stadium. FIFA described it as a tri-party agreement. The announcement confirms a development agreement; it does not establish that the parties have started construction or finalized a build contract.
Infantino characterized the prospective venue as “a jewel” and “the pride of Mongolia.” He also said, “A national stadium today is much more than a place where you play football.” These are his statements about the project, not published design specifications or an independent assessment. FIFA’s announcement is the primary source for the meeting, MoU and remarks.
What is reported about the proposed stadium
Asia News Network’s report, credited to Go Go Mongolia, gives two details not included in the returned FIFA announcement:

- Capacity: up to 25,000 seats. “Up to” describes a reported maximum, not a confirmed final seating count.
- Proposed location: the MFF Technical Center in Yarmag, Ulaanbaatar. This is a reported site, not confirmation of a construction site being prepared or work under way.
The report also characterizes the project as meeting international FIFA standards, but no technical specifications were available to establish what standards, design requirements or venue features that means. These details should be treated as information attributed to the report, rather than as independently confirmed specifications. Asia News Network’s report credits Go Go Mongolia.
Who signed the MoU
The Asia News Network report names the signatories as J. Aldarjavkhlan, Mongolia’s Minister of Culture, Sports, Tourism and Youth; Elkhan Mammadov, FIFA Director of Member Associations; and Ts. Anandbazar, MFF president. FIFA’s indexed member-association account identifies the MFF president as Anandbazar Tsogt-Ochir, but the reviewed material does not verify that this is the signatory’s full legal name. FIFA’s Mongolia association page identifies the MFF as Mongolia’s football association within the AFC.

What has not been disclosed
The announcements reviewed do not provide the project’s budget, financing terms, construction start date, delivery schedule, final design or operating arrangements. They also do not establish whether the MoU is legally binding, who would own or operate the venue, or which technical standards have been selected. Without those details, the agreement signals an intention to develop a stadium but does not allow a reliable assessment of construction scope, cost or timing.

FIFA also reported opening a FIFA Arena mini-pitch at a school attended by more than 3,000 pupils. FIFA says this pitch is part of an initiative projecting at least 1,000 pitches globally by 2031; that figure is a target, not a completed total. The pitch supplements FIFA Football for Schools, which FIFA says launched across Mongolia in 2022. FIFA presents these as grassroots football initiatives, separate from the stadium MoU—not as stadium components or funding commitments.
