MOM and the Multi-Agency Workplace Safety and Health Taskforce (MAST) have called on employers to hold voluntary Safety Time-Outs at different points since 2024. These are opportunities for companies and workers to review safety procedures and reinforce awareness—not statutory shutdowns or a substitute for inspections. MOM’s published accounts confirm exercises involving construction companies and, later, companies across all industries or nationwide. They do not confirm the specific construction, transportation and storage grouping stated in the original title.
What is a workplace Safety Time-Out?
A Safety Time-Out is a voluntary company exercise to pause and focus attention on workplace risks. Depending on the particular appeal, employers may review whether safety procedures are in place and workers may refresh their knowledge and vigilance. The hazards emphasized have varied: construction safety procedures in 2024, vehicular safety and work at height in June 2025, and vehicular safety in January 2026.
The term does not mean MOM has ordered every workplace to stop work. Nor does it describe an inspection campaign: enforcement activity is separate, even when it takes place around the same time.
Who was asked to take part?
The official accounts describe different scopes over time, rather than a single appeal consistently directed at construction, transportation and storage firms. In November 2024, MAST initiated a voluntary exercise for construction companies. In June 2025, MOM called on companies across all industries to participate. The January 2026 call focused on vehicular safety, and the nationwide exercise from 26 June to 9 July 2026 followed fatal incidents across workplaces. MOM’s cited public material does not establish that one specific appeal targeted exactly the three sectors named in the original title.

For the 2024 construction-sector context, MOM reported that construction recorded 166 fatal and major injuries in 2024. Its fatal-and-major-injury rate was 31.0 per 100,000 workers, down from 31.9 in 2023, while the fatal-injury rate rose from 3.4 to 3.7 per 100,000 workers. MOM’s 2024 workplace safety and health report gives the underlying figures.

What should a company review during a time-out?
The exact agenda should follow the hazards and emphasis in the relevant appeal, as well as the company’s own work and risk controls. The official descriptions point to a practical review of whether procedures exist and whether workers understand and follow them.

For vehicle and traffic risks
- Review workplace traffic-management arrangements, including how vehicles and people move through work areas.
- Check that drivers and equipment operators are competent for their tasks.
- Refresh workers’ understanding of the procedures that apply to their roles and routes.
MOM identified proper workplace traffic management and driver or operator competency as relevant controls in its January 2026 answer.
For work at height
- Check that controls address fall hazards, including open sides and edges.
- Look for missing or inadequate guardrails and other gaps in the arrangements for the work being done.
- Make sure workers understand the required precautions before work proceeds.
In its June 2025 account, MOM cited unguarded open sides, inadequate guardrails and absent traffic-management plans among common lapses found in inspections. Those findings illustrate risks to review; they do not mean every company or time-out had those defects.

Is a Safety Time-Out mandatory, and does MOM inspect during it?
The exercises described by MOM were voluntary. The January 2026 answer explicitly says MOM did not conduct inspections or enforcement actions as part of that time-out. This does not mean a workplace is exempt from ordinary safety obligations or from separate inspections and enforcement. For example, the roughly 500 January 2026 inspections and the related stop-work orders and fines were separate activity, not enforcement conducted as part of the voluntary exercise.

For the June 2025 exercise, MOM said it did not track participation, so there is no official participation total in that account. The cited material does not provide a quantified effect attributable to that exercise. For the later June–July 2026 exercise, MOM said in its September report that it was among measures that helped arrest the rise in fatal injuries; it did not quantify the exercise’s separate contribution.

The broader 1H 2026 figures provide context, not proof of an individual time-out’s effect. MOM reported an annualised major-injury rate excluding platform workers of 14.6 per 100,000 workers, which it described as an all-time low, and an annualised overall fatal-injury rate of 1.1 per 100,000 workers, alongside 21 workplace fatalities. Vehicular incidents accounted for nine of those fatalities. Construction’s annualised fatal-and-major-injury rate was 24.1 per 100,000 workers, down from 27.6 in 1H 2025 and the lowest since 2020. Smaller-scale construction works, including additions and alterations and renovation, accounted for 70% of construction’s fatal and major injuries in 1H 2026. These figures use different measures and periods and should not be treated as interchangeable rates.
As MOM Minister of State Dinesh Vasu Dash put it in the 8 September 2026 release, “Employers and workers must continue to stay vigilant and make workplace safety and health a priority every day.”
