Mass Timber Building Codes and Fire-Rating Requirements: FAQs for Owners and Builders

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single fire-resistance rating for every mass-timber building. The required rating depends on the code edition adopted at the project site, local amendments, occupancy, height and area, construction type, the specific structural element or assembly, and whether the timber is exposed or protected. The 2021 International Building Code (IBC) created mass-timber Types IV-A, IV-B and IV-C and renamed the former Type IV as Type IV-HT.

Owners and builders should treat the locally adopted IBC and fire code as controlling. Guides and calculators are useful for organizing a design, but a design professional must establish the project classification, rating schedule, evidence path and construction-phase safeguards with the authority having jurisdiction (AHJ).

Why “the mass-timber fire rating” is the wrong question

Fire resistance is assigned to a particular member or assembly under a particular code path. A floor, roof, bearing wall, column, beam, shaft enclosure or other assembly may have a different required rating, and the requirement can change when occupancy, building height, area, construction type or protection strategy changes.

For that reason, a statement such as “mass timber must be two-hour rated” is incomplete unless it identifies the element, the project classification, the adopted code edition and the evidence supporting the assembly. The first design question is not a number of hours. It is: Which element must achieve what rating under the law adopted for this site?

Model code is not automatically local law

The IBC is a model code. It becomes enforceable only when a state, municipality or other governing authority adopts it, often with amendments. A jurisdiction may be using a different edition from the one summarized in a national guide, or it may have amendments that change allowable heights, areas, construction types, protection details or approval procedures.

The 2024 Code Conforming Wood Design and the IBC summarizes the 2024 IBC but expressly directs users to consult the IBC and local amendments. Confirm the adopted building and fire-code editions with the building department before fixing a structural concept or promising an approval date.

Record the governing information

  • Jurisdiction and the agency serving as AHJ.
  • Adopted IBC edition and amendments.
  • Adopted fire-code edition and amendments.
  • Occupancy classification and any mixed-occupancy provisions.
  • Building height, number of stories and floor area.
  • Construction type and the exact rated elements.
  • Whether timber is exposed, partially protected or fully protected.

A free heights-and-areas calculator announced by the American Wood Council, International Code Council and WoodWorks includes 2021 and earlier IBC editions and California 2019 provisions. It can help screen a concept, but it cannot determine which edition or amendments govern a particular site: calculator announcement.

Understand the 2021 IBC mass-timber construction types

Construction-type labels are not interchangeable. The 2021 IBC introduced Types IV-A, IV-B and IV-C for mass-timber construction and renamed the former Type IV as Type IV-HT, according to the AWC/ICC code-conforming summary and announcement (2021 Code Conforming Wood Design announcement). Mass timber can include cross-laminated timber (CLT), nail-laminated timber, glulam and structural composite lumber, commonly fabricated as large multilayered solid-wood panels (AWC mass-timber overview).

IBC label What the label means in a design review
Type IV-A One of the mass-timber types introduced in the 2021 IBC; its height, area and protection provisions must be checked in the adopted code.
Type IV-B A 2021 mass-timber type. The 2024 IBC summary describes revised provisions for exposed ceiling area and connection protection.
Type IV-C A 2021 mass-timber type with its own code conditions; do not substitute requirements from another Type IV category.
Type IV-HT The name used for the former Type IV category after the 2021 IBC changes.

The 2024 guide describes updates affecting Types IV-A, IV-B and IV-C, including revised Type IV-B exposed-ceiling provisions and connection-protection requirements. Those updates matter only where the jurisdiction has adopted the corresponding code language or an amendment with equivalent effect.

What a fire-resistance rating applies to

A rating schedule should identify each relevant component instead of assigning one value to the whole building. Depending on the project, the schedule may address:

The required duration and assembly depend on the construction type, occupancy, height, area and code table or section being applied. Exposed timber may be allowed in some classifications and limited in others; protected assemblies may be required to achieve the design objective. The drawings, specifications and calculations must use the same classification and rating assumptions.

Ask for the basis, not just the hourly number

For each rated element, request the code section, the required duration, the assembly description and the documentation that demonstrates compliance. If a design changes from exposed to protected timber, or changes a finish, membrane, fastener or joint, the rating evidence may no longer apply.

How designers prove a wood assembly’s fire resistance

AWC’s explanation of IBC Section 703.3 identifies several ways to establish a rating. The acceptable route depends on the adopted code and the AHJ’s approval requirements. The cited FAQ discusses earlier IBC provisions, so it should be used as a description of evidence types rather than as a substitute for checking the current edition: AWC fire-resistance assembly FAQ.

Evidence path How it is used
Approved documented design A design documented in an approved source is applied within that source’s stated limitations.
Prescriptive design The assembly follows the applicable code provisions and required details without departing from their limits.
Calculation Recognized calculation procedures are used to demonstrate the required performance.
Engineering analysis An engineer evaluates the proposed design, including comparison with assemblies rated through ASTM E119 or UL 263 where permitted.
Other accepted alternative An alternative method or material is submitted under the approval provisions of the adopted code.

“Tested” does not mean that every variation is automatically covered. A change in panel thickness, charring protection, fastener layout, joint, topping, membrane or service penetration can move a design outside the evidence. The engineer should identify the exact tested, calculated or analyzed configuration and document any permitted deviations.

Do mass-timber connections need fire protection?

Connections require a separate review. AWC explains that the IBC does not prescribe one stand-alone hourly-rating method for a connection by itself. Instead, the code requires protection of connections in specified cases, and protection for connections in Types IV-A, IV-B and IV-C is based on standard fire exposure. The protection can be established through methods available for establishing fire resistance under Section 703.3, including engineering analysis and other accepted bases (AWC mass-timber guidance).

This distinction prevents two common errors. First, a protected beam does not automatically prove that its concealed or exposed connection is protected. Second, every connection does not receive the same detail. The required member rating, connection geometry, fasteners, protection material, continuity and code edition all affect the solution.

Connection information to show

  • Required rating of the connected members or assemblies.
  • Connection type, steel components, fasteners and load path.
  • Protection thickness, enclosure or coating, and how it remains in place during fire exposure.
  • Continuity at interfaces, joints, penetrations and transitions.
  • Calculation, test, approved document or engineering analysis supporting the detail.

Construction-phase safeguards are a separate obligation

A completed building’s fire-resistance design does not protect an unfinished structure automatically. The AWC Mass Timber AMM Guide reproduces 2024 International Fire Code (IFC) provisions for Type IV-A, IV-B and IV-C buildings designed above six stories. The cited provisions include standpipes, an approved water supply for fire-department operations, and staged installation of specified noncombustible protection and exterior-wall coverings below the active construction area, subject to stated exceptions.

These are construction-stage controls, not a replacement for the completed building’s rated assemblies. Before mobilization, the contractor should confirm the locally adopted fire code, the fire-code official’s interpretation, water-supply arrangements, standpipe sequencing and the point at which protection must be installed below the active work area.

A practical workflow for owners and builders

  1. Confirm the governing codes. Obtain written confirmation of the adopted IBC and fire-code editions and amendments from the AHJ or the project’s code consultant.
  2. Classify the building. Establish occupancy, mixed-occupancy treatment, height, stories, area and construction type before selecting a mass-timber system.
  3. Create an element-by-element rating schedule. List every structural and fire-resistive element, its required duration and whether timber is exposed or protected.
  4. Select an evidence path. Match each assembly to an approved document, prescriptive provision, calculation, engineering analysis, test basis or approved alternative.
  5. Resolve connections early. Coordinate connection protection with member ratings, architectural finishes, tolerances, inspection access and erection sequence.
  6. Coordinate penetrations and interfaces. Firestopping, joints, shafts, membranes and transitions must remain consistent with the rated assembly evidence.
  7. Plan construction safeguards. For projects within the applicable height trigger, schedule standpipes, water supply and staged noncombustible protection with the fire-code official.
  8. Submit a coordinated package. Give the AHJ drawings, specifications, calculations, test or analysis documentation, rating schedule and construction fire-safety plan.

Common mistakes and how to correct them

Using a national guide as the law

Problem: A team copies a 2024 summary into a project without checking adoption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Cite the locally adopted code and amendments in the code analysis, then use the guide only as a navigation aid.

Calling every project “Type IV”

Problem: The design omits the suffix and applies provisions from the wrong category.

Correction: State IV-A, IV-B, IV-C or IV-HT explicitly and verify the corresponding limits and protection rules.

What to place in the project record

A defensible submittal should let a reviewer trace every requirement from code classification to installed detail. Include the adopted editions and amendments, code analysis, occupancy and construction-type determination, height-and-area calculations, element rating schedule, assembly references, engineering calculations or test documentation, connection-protection details, penetration and joint details, inspection responsibilities, and the construction-phase fire-safety plan.

When a proprietary or project-specific assembly is proposed, identify the exact configuration covered by its evidence. Keep revisions synchronized: changing a finish, membrane, fastener, panel thickness, connection cover or construction sequence should trigger a check of the rating and fire-safety documents.
