In August 2024, about 250 Mandurah canal residents were reported to be considering switching off or withholding their Christmas displays in protest against a proposed Western Foreshore redevelopment. The threat was a protest, not confirmation that a blackout happened: later coverage showed residents disagreed about taking part, and no final household count was reported.
Why residents threatened to switch off their lights
The dispute was about more than a brewery. The proposal described in the August 2024 report was a $23 million redevelopment featuring a 650-seat multi-storey brewery and restaurant, a chocolate factory, and an extension to parking at the war memorial. Canal resident Amanda Giblett said her concerns included “traffic, noise and light spill” and objected to commercial use of public foreshore land.
The concerns raised in coverage also included social and environmental effects. These were residents’ objections to the proposal, not findings that the project had caused those effects.
Did residents follow through on the Christmas lights blackout?
The available reporting does not establish a complete boycott or a final count of participating homes. In November 2024, Giblett said some residents would leave displays off or black them out, while another canal homeowner expected to display lights as usual. That disagreement makes clear the protest threat was not a unanimous decision.

What did the City say about traffic?
In August 2024, City of Mandurah CEO Casey Mihovilovich said modelling at Mary Street/Leighton Road and Mary Street/Pinjarra Road/Old Coast Road indicated the intersections would function well after local road improvements, with only minor delays at peak periods. She also said more detailed traffic analysis and potential noise impacts would be considered in later processes.

Those statements describe the City’s position at the time; they are not an independently verified assessment of the proposal’s eventual traffic or noise impacts. In the same report, Mayor Rhys Williams said the canal lights were “a much-loved part of our identity” and that the City anticipated another successful Christmas lights season.
How the Western Foreshore proposal has changed
The reported $23 million redevelopment in 2024 and the City’s current description of $25 million in private investment are figures from different sources and dates, and they are not directly interchangeable. The City’s project page now describes a licensed restaurant, microbrewery, 18-hole mini-golf, cafe, and chocolate production and retail. It says council decided to proceed after considering community feedback.

Council’s lease decision and the heritage dispute
In February 2025, council rejected a motion to rescind its lease decision. The report also recorded objections from local Aboriginal community representatives, including a claim that a heritage map included the proposed area. A City director said the Department of Planning, Lands and Heritage had advised that, based on information then available, proposed works would not fall within Winjan’s Camp. These are reported positions in a continuing dispute, not a final legal determination.

What is the project’s current approval status?
The City says a State Government consultation period on the reserve process ran from 12 November to 14 December 2025. Its project page says further public feedback on final lease details and the development application would follow if that step is approved. The page does not confirm that those later approvals have been granted, so it would be inaccurate to describe the project as fully approved or built.
