The Lower Jocko J Diversion project is designed to modernize irrigation infrastructure while improving fish passage and habitat in the Jocko River drainage. The latest official procurement listing names Knife River as the awardee and says work was anticipated to begin in fall 2026. That is a planned start date, not confirmation that main construction is underway.
What the Lower Jocko J project will change
The Confederated Salish and Kootenai Tribes (CSKT) and Bureau of Indian Affairs (BIA) project replaces an aging river diversion and upgrades related irrigation works. Its objectives combine more reliable water conveyance and measurement with improved passage for fish, reduced screen-operating problems, and aquatic and terrestrial habitat restoration.

Its configuration creates a forebay upstream of the headworks and contributes to fishery concerns, debris accumulation, and sediment deposition. Why the diversion and fish screen need work
Fish passage
The assessment says the existing diversion does not pass all fish species or life stages. The replacement is intended to improve upstream passage for a wider range of fish, including different life stages; that is a project objective, not a measured post-construction result.

Screen operation
The existing fish screen has documented operating deficiencies. Vegetation and debris can foul it, flow can be sluggish, and the fish-return pipe can occasionally experience backflow. The screen dimensions are also incompatible with canal tailwater conditions, while some flow conditions do not provide enough velocity for reliable operation of its paddlewheel cleaning system.
Water conveyance and river processes
The project aims to address canal capacity constraints and hydraulic inefficiencies, as well as improve debris and sediment transport. These aims link irrigation performance to river conditions: the existing forebay and diversion arrangement contribute to sediment deposition and debris accumulation.

What the planned design includes
CSKT and BIA hired DOWL for alternatives analysis and final design of a new diversion, intake, fish screen, and pipeline. The design replaces the log-crest arrangement with a rock-ramp diversion intended to accommodate and improve upstream fish passage. A new screen is intended to address short-term fish-entrainment issues.

- Four hemi-screens: discharge through a pipe manifold into the new conveyance pipeline.
- 48-inch-diameter pipeline: follows a new alignment, allowing reclamation of the former canal alignment within the Jocko River riparian corridor.
- Jack-and-bore crossing: planned beneath railroad and highway infrastructure.
The project page says the new alignment is intended to remove flow constrictions, improve canal function, and improve flow measurement. The project area is within critical bull trout habitat. A biological assessment was completed to assist BIA and CSKT with Section 107 consultation with the U.S. Fish and Wildlife Service. See the CSKT-Montana Water Compact project page.

What is confirmed about construction status
The official procurement listing identifies Knife River as the awardee and gives fall 2026 as the anticipated start for the Lower Jocko J Diversion work. The available official information therefore supports describing the project as awarded with a planned start, but does not establish that the main diversion construction has begun. The procurement information is available on the CSKT-Montana Water Compact documents and links page.
The project page displays a winter 2025/26 construction schedule and lists the contractor as “To be determined,” which conflicts with the newer procurement listing. For contractor and anticipated-start information, the procurement listing is the more current official reference.

CSKT-Montana Water Compact separately reports initial restoration efforts completed in fall 2024, including waste-rock remediation and brush-bank treatments. Those completed restoration activities are not evidence that the main diversion construction is underway.
How to distinguish planned benefits from proven results
The Final Environmental Assessment and project description explain the design objectives and anticipated effects. They do not establish post-construction results for fish passage, irrigation operations, or water management. The four hemi-screens and 48-inch pipeline are design specifications, not evidence of measured outcomes. Claims about ecological or operational improvement should therefore be framed as intended benefits until monitoring or completion information documents actual results.
