Loughborough Professor Sergio Cavalaro Named Chief Construction and Scientific Adviser

Loughborough academic Professor Sergio Cavalaro has been appointed the Government’s Chief Construction and Scientific Adviser, a full-time role supporting MHCLG and the Building Safety Regulator.

Professor Sergio Cavalaro, a senior academic at Loughborough University, has been appointed the UK Government’s Chief Construction and Scientific Adviser (CCSA). The Ministry of Housing, Communities and Local Government (MHCLG) says the full-time role will bring construction and scientific advice together, supporting policy, built-environment reform and the Building Safety Regulator.

Who is the new Chief Construction and Scientific Adviser?

The appointee is Professor Sergio Cavalaro of Loughborough University’s School of Architecture, Building and Civil Engineering. Loughborough announced his appointment on 6 October 2026, following an open Civil Service recruitment process. What does the role involve?

The CCSA post combines the responsibilities of the Chief Construction Adviser and the Chief Scientific Adviser. MHCLG says Cavalaro’s expertise in construction, buildings and infrastructure is intended to inform departmental policy and long-term reform across the built environment. The announcement also says he will advise and support the Building Safety Regulator (BSR).

Cavalaro described his intended approach as providing “independent, evidence-informed advice and constructive challenge.” He said he would work with regulators, industry, professional bodies, academia and residents on building safety, resilience and delivery. Those are stated aims for the role, not reported outcomes achieved since his appointment.

Why is the appointment significant?

The appointment fulfils the Government’s commitment to appoint a Chief Construction and Scientific Adviser in response to a recommendation from the Grenfell Tower Inquiry Phase 2. The combined post creates a dedicated advisory role connecting construction expertise with scientific advice; the announcement does not set out further detail about its powers or report measurable effects from the appointment.
