The $50 million project added treatment and support space, reorganized emergency services, and kept the department operating through construction beside active clinical areas.
What the project delivered
The project expanded Sinai Hospital’s emergency department at 2401 W. Belvedere Avenue in Baltimore. LifeBridge Health said the department’s footprint more than doubled and that the redesign brought seven specialized emergency areas together under one roof.
Patient care and intake
- Larger patient rooms, trauma bays, triage space, and waiting areas.
- A new ambulance intake wing with a rapid offloading area.
- Dedicated pediatric and behavioral-health areas.
- A relocated and renovated radiology suite with an additional ultrasound room.
LifeBridge Health’s project brochure also describes a new intake, triage, and results-pending suite; nurse collaboration stations positioned to face patients; wider corridors to support stretcher movement; telehealth consultation capability in patient rooms; and a vertical-care area for some patients with less severe injuries. These are brochure-described design features, rather than separately measured outcomes.
Project size, cost, and capacity
The published area figures differ, and the available project accounts do not reconcile them. LifeBridge Health’s 2022 announcement and project brochure report 36,600 square feet of new construction plus 33,500 square feet of renovation, a combined 70,100 square feet. Engineering News-Record’s 2026 award profile describes the project as 76,000 square feet. The figures should be understood as source-specific, not combined into a single confirmed total.

LifeBridge Health described the project as a $50 million investment. Its December 2025 completion announcement identifies $10 million in state capital funding and $2.5 million in federal support associated with Senators Chris Van Hollen and Ben Cardin, alongside philanthropy; those amounts are not a complete funding ledger.
LifeBridge Health estimated in 2022 that the redesign could increase annual patient capacity by 30% without adding treatment beds. Its 2025 completion announcement later reported an increase of about 30%. The project brochure gives annual capacity as 106,600. These are owner-reported project figures, not independent measurements of patient throughput.

Who designed and built the emergency department
Engineering News-Record’s 2026 project profile identifies LifeBridge Health Inc. as owner, Wilmot Sanz as lead design firm, DPR Construction as general contractor and project submitter, and Genesis Engineering as building systems engineer. Listed subcontractors are Southern Mechanical Inc., Cove Electric Inc., Belfast Valley Contractors Inc., T&A Construction, and Keller North America Inc.
LifeBridge Health’s brochure describes a collaborative design process involving hospital staff and clinicians. James Roberge, the health system’s vice president of capital improvements and support services, said: “Designing the new ED was a very collaborative process with the staff and clinicians. It’s really their space — we just get to build it for them.”

How construction proceeded while the ED stayed open
Emergency services remained operational during construction. LifeBridge Health says there was no interruption to emergency services, while ENR describes a four-year construction phase carried out alongside clinical operations and active treatment areas.
The project was initially planned in five phases, but ENR reports it was delivered through enabling phases, subphases, and microphases. The team maintained emergency access and critical systems while coordinating new construction beside the existing department; at times, work took place within inches of active treatment areas. The sources describe the sequencing challenge but do not detail particular infection-control methods or temporary patient routes.

Amy Shlossman, president of Sinai Hospital and Grace Medical Center, said in LifeBridge Health’s completion announcement: “We are particularly proud that during construction, our emergency department remained fully operational, and our community never experienced an interruption in emergency services.”

LifeBridge Health announced groundbreaking in October 2022 and initially projected completion in December 2024. The completion milestone came later: the health system announced the completed project on December 4, 2025.

That announcement says Sinai’s emergency department treated more than 66,000 patients in the most recent fiscal year cited, including more than 12,000 pediatric patients and more than 20,000 ambulance arrivals. It does not specify the dates of that fiscal year. The figures give context for the department’s reported demand, but do not establish that the construction itself changed wait times, clinical outcomes, or care coordination.
What the published figures can—and cannot—show
LifeBridge Health and ENR document the project’s scope, design features, construction sequence, and reported capacity increase. The reviewed accounts do not provide an independent post-occupancy evaluation measuring wait times, outcomes, throughput, or care-coordination effects. Accordingly, the reported capacity increase should not be read as proof of a measured improvement in those patient or operational outcomes.
