The Marquee at Cedar Lee, a $60 million apartment development at 2223 Lee Road in Cleveland Heights, is complete, according to an October 6, 2026 report. The project was delayed by a major fire during construction in January 2025. The report gives the completed building a different apartment count from the developer’s original plan: 207 units, compared with 204 announced in 2023.
What was built—and how it differs from the original plan
Flaherty & Collins Properties announced The Marquee at Cedar Lee in May 2023 as a 230,108-square-foot mixed-use development with a projected cost of $60 million. Its plan called for 204 apartments and 8,534 square feet of commercial retail, with completion anticipated in spring 2025. The developer’s announcement also identified the City of Cleveland Heights as its public-private partner.
A FOX 8 Cleveland report carried by AOL on October 6, 2026, says construction is complete and reports 207 apartment units. That reported final count is three higher than the developer’s original plan. The completion report does not confirm whether the 8,534-square-foot retail component announced in 2023 is part of the final buildout, so the original mixed-use plan should not be treated as a verified description of every completed feature.

How the fire affected the schedule
The October 2026 report says the January 2025 fire occurred before construction was finished and delayed the project. It reports that the fire burned for 20 hours and that firefighters received help from 16 surrounding communities. The report says the architectural and construction plans for the rebuild remained identical; it does not establish a cause for the fire or report an investigation finding.

In a release quoted by FOX 8, Cleveland Heights Building Commissioner Eric Elmi said: “The city responded after the tragedy of the fire in expediting the rebuild and ensuring it adheres to the state building code.”
Location and the city’s Cedar-Lee context
The development is at 2223 Lee Road in the Cedar-Lee district. In a 2024 ordinance, Cleveland Heights described Cedar-Lee as the city’s largest business district and said the project was expected to add residents, retail offerings, and public green space. Those statements describe the city’s expectations at the time; they are not measurements of the completed project’s occupancy or economic impact.

What was announced as part of the project
The developer’s May 2023 announcement described studios and one- and two-bedroom apartments and listed planned amenities including a saltwater pool, courtyard, outdoor sky lounge, grilling stations, pet spa and bark park, fitness center, coworking offices, and a 24-hour market. Those details reflect the announced plan; the October 2026 completion report does not individually verify which amenities are present or operating.
The 2023 announcement named First National Bank of Omaha as construction lender, Snavely Group as general contractor, and City Architecture and Project Management Consultants as project partners. These are roles identified in the project announcement, not confirmation of current operating or management arrangements.

Completion, opening, and leasing information
The October 6 report said a ribbon-cutting was scheduled for October 21, 2026, at 2 p.m. It does not confirm that the event took place. The available reporting also does not establish current rents, vacancies, leasing availability, occupancy, or a first move-in date. Completion alone is not confirmation that apartments are available to rent.
