Liberty Junction’s proposal estimates 42 months from lease execution to courthouse occupancy—not 42 months from its selection, and not a confirmed opening date. As of October 1, 2026, the lease was still unsigned, so that schedule had not started.
What is the proposed courthouse timeline?
The selected development team, Liberty Junction, estimated that it would take 42 months from execution of a lease to occupancy of the proposed Roderick L. Ireland Regional Justice Center at 125 Liberty Street in downtown Springfield. The figure comes from a court filing and is a proposal estimate, not a guaranteed construction duration or a calendar opening date. The Massachusetts Trial Court filing gives the schedule as measured from lease execution.
The state announced Liberty Junction’s selection on July 2, 2026. Selection is not the schedule’s starting point: the 42-month clock is tied to signing the lease. DCAMM’s announcement identifies the team and proposed courthouse.
Has the 42-month schedule started?
No. On October 1, 2026, state officials told The Boston Globe that no lease agreement had been signed. The design was still preliminary and subject to refinement. The available reporting does not establish a separate design-completion date, construction start date, or firm courthouse opening date.

What could still affect the project?
Design and site questions
The Globe reported that the proposed building was roughly 100 feet tall, while the site had a reported 60-foot zoning cap. Building above that height would require Zoning Board of Appeals sign-off. The report also said a small city-owned parcel shown in the proposed entry-plaza area was not controlled by the development team. These are issues reported as unresolved, not proof that the project cannot proceed.
State officials said the parcel might not be essential and might be left out of the final design. DCAMM spokesperson Hannah Carrillo said, “This project will move forward with or without this small parcel.” Liberty Junction spokesperson Tony Cignoli said, “We will build what suits them.” Both remarks describe the parties’ stated positions; neither settles the zoning question or confirms the schedule.

Lease negotiations and the court ruling
On August 24, 2026, a judge denied losing bidders’ request for a temporary restraining order and preliminary injunction. That allowed lease negotiations to continue; it did not execute the lease or set a construction start date. The Globe’s report on the ruling covers that interim decision.
How does the estimate compare with another bid?
The court filing lists a 33-month estimate for USPB, a competing proposal, compared with Liberty Junction’s 42 months—both measured from lease execution to occupancy. The comparison is useful context for the bids, but it does not make Liberty Junction’s proposed duration a firm schedule or determine when work will begin.

What is the reported project cost?
The Globe reported a $2 billion project cost on October 1, 2026, and published a correction noting that an earlier version misstated the overall cost. This is the figure reported by the newspaper, not an independently audited final cost.

The proposed courthouse is intended to replace the existing courthouse and meet Trial Court needs. DCAMM says the proposed design exceeds current energy-code requirements and supports state climate and decarbonization goals. The agency announcement does not give a numerical energy-performance target or savings estimate.
