Leon County Schools Weighs Construction Priorities as Upgrades and Overcrowding Collide

Leon County Schools puts life-safety work first, then instructional space, legal mandates, and major repairs. Here’s how its planning process and proposed 2026 half-cent surtax fit together.

Leon County Schools ranks life-safety work first, followed by classroom capacity, legal requirements, and major repairs needed to keep existing facilities usable. Those competing needs are evaluated through a district planning and budgeting process, while a proposed 2026 extension of the half-cent sales surtax could help fund facilities, technology, transportation, and safety. As of October 7, 2026, the measure had been placed on the ballot, but its election result was not yet known.

How the district ranks construction and renovation needs

Leon County Schools publishes four leading capital-outlay priorities. They offer a framework for understanding how the district weighs urgent upgrades against instructional-space demand and deferred maintenance.

  1. Safety-to-life: Work addressing a condition where failure to act would present an immediate and apparent risk to life or limb.
  2. Instructional space: The number and size of instructional spaces needed for appropriate pupil-teacher ratios, primarily in response to demographic changes and class-size requirements.
  3. Legal mandates: Work required by building codes and state or federal rules.
  4. Protecting existing facilities: Major maintenance and renovation where inaction could make a facility unusable.

How facility needs enter the planning process

The district’s Educational Plant Survey supports longer-term facilities planning. It considers the status of existing facilities, projected full-time-equivalent student membership, available school space, identified renovation needs, and input from school leaders. District construction staff also consult principals and directors.

Before annual budget preparation, a Capital Outlay Committee reviews requests from departments against School Board priorities and prepares a recommended budget for the superintendent and board to consider. A funding constraint tied to student stations

The district says it may not use revenue from the 1.5-mill tax to build additional student stations if existing stations already exceed projected COFTE figures for elementary, middle, or high schools. This is a stated restriction on that funding source; it should not be read as a rule governing every source of construction funding or every facilities decision. What the published funding figures show

Several figures describe different periods and funding scopes, so they should not be treated as interchangeable estimates of the cost of a particular school project.

What the 2026 half-cent ballot proposal would do

The district’s notice describes a proposed 15-year continuation of the one-half-cent sales surtax. Its stated purposes include safety and security, maintaining classrooms, reducing classroom overcrowding through expansion, construction, and facility improvements, and supporting technology and transportation. The notice also says revenues would be shared with eligible charter schools as required by Florida law, with review by a School Board-appointed citizen advisory committee. The ballot language refers to reducing overcrowding, but the published materials cited here do not provide school-by-school capacity measurements or a list of specific overcrowded campuses. The phrase describes a stated purpose of the proposal, not a quantified finding about every school.

A separate facilities discussion: the TIS relocation proposal

Technology and Information Services (TIS) is the subject of a separate facilities-footprint discussion. A local report dated August 10, 2026, said Superintendent Rocky Hanna presented a possible purchase of a vacant former television-station building on Killearn Center Boulevard as a potential relocation site. The report described the move as under consideration, not as an approved purchase or final consolidation plan.

That report attributed to TIS director Justin Williamson the description of the current site as a 46-year-old former electrical-supply warehouse that had been repeatedly repurposed. It also attributed to Williamson an estimate that the building no longer adequately houses $5 million to $6 million worth of equipment used for services including district internet, security cameras, and student data systems. How to read the next construction decision

When the district weighs a proposed project, its published framework points to several distinct questions:

  • Does the work address an immediate threat to life and safety?
  • What instructional-space need is supported by projected enrollment, school-space inventories, and class-size requirements?
  • Is the work required by a code or other legal mandate?
  • Would deferring major maintenance risk making the facility unusable?
  • Which funding source would pay for it, and what restrictions apply to that source?
  • Is the project under discussion, included in a plan or budget, or formally approved?

These distinctions matter because a proposed project, a budget allocation, and an approved construction commitment are not the same status. The district’s published process explains how requests are evaluated, while the dated budget, work plan, and ballot materials describe different funding and planning contexts.
