Landfill and waste-to-energy (WtE) are not interchangeable answers to the same waste problem. The sound choice starts by preventing waste and recovering usable materials; only the genuinely residual fraction should be compared for disposal. Landfill buries waste but can create methane and leachate. WtE converts non-recyclable material into heat, electricity or fuel, yet its climate and cost performance depends on the process, the waste feedstock, energy recovery, pollution controls and what the recovered energy replaces.
For a construction project, municipality or waste contractor, there is no universal winner. A defensible decision uses the same waste stream, service boundary, local law and accounting method for both options.

Is waste-to-energy better than landfill?
Sometimes, but not automatically. The waste hierarchy used by the European Union and the US Environmental Protection Agency places prevention, reuse, recycling and (where suitable) composting ahead of disposal. Sending recyclable timber, metals, concrete, cardboard or plastics to either a landfill or an energy facility gives up a higher-value option.
For the residual fraction, WtE can recover useful energy and sometimes metals. Landfill avoids the combustion process but allows biodegradable material to decompose, producing methane, and requires long-term leachate and groundwater protection. A modern landfill with gas capture is not equivalent to an uncontrolled dump, just as a high-performing energy-recovery plant is not equivalent to every form of incineration.

The practical answer therefore depends on five questions:
- What materials are actually in the load, and how much is biodegradable, recyclable or residual?
- Does “WtE” mean direct combustion, gasification, pyrolysis, anaerobic digestion or landfill-gas recovery?
- How much energy and metal does the facility recover, and what energy source does that output displace?
- What controls protect air, water and soil, and how are ash or other residues handled?
- Are collection, transport, construction, operating, residue and energy-revenue costs being compared on the same boundary?
What the two options mean
Landfill
Landfilling places residual waste in an engineered site. As biodegradable material breaks down, it can generate methane. Rainwater moving through the waste creates leachate that must be collected and managed to protect groundwater. Landfill also removes potentially recyclable materials from the productive economy. Gas collection, liners, caps, monitoring and operating practices reduce risk, but they do not make every site environmentally identical.
Waste-to-energy
The US Environmental Protection Agency uses “energy recovery from municipal solid waste” for several conversion routes that turn non-recyclable material into usable heat, electricity or fuel. The category can include combustion, gasification, pyrolysis, anaerobic digestion and recovery of landfill gas. These routes have different feedstocks, emissions, residues and legal classifications, so “WtE” should never be treated as one technology.
Direct combustion is the comparison most people mean when they say “burning trash for energy.” Gasification and pyrolysis use different thermal conditions and products. Anaerobic digestion biologically treats suitable organic material and can produce biogas and digestate; it is not equivalent to a mixed-waste incinerator. Captured landfill gas is also a separate route from sending fresh waste to a combustion plant.
How landfill and WtE compare
| Decision axis | Landfill | Waste-to-energy |
|---|---|---|
| Primary outcome | Waste is contained in a disposal site; biodegradable fractions can form methane. | Non-recyclable material is converted into heat, electricity or fuel, depending on the process. |
| Main climate drivers | Methane from decomposition, plus transport and equipment emissions; gas capture changes the result. | Direct process emissions, plant efficiency, the carbon content of the feedstock, recovered energy and whether recovered metals are counted. |
| Other controls | Leachate collection, liners, groundwater protection, gas management and site monitoring. | Air-pollution controls, continuous operating compliance and management of combustion ash or other residues. |
| Resource effects | Materials placed in the cell are no longer available for recycling while buried. | Energy is recovered from residual waste; metals may be recovered from ash when the plant and accounting system support it. |
| Legal position in the EU hierarchy | The European Commission describes landfilling as the least-preferable option and says it should be limited to the necessary minimum. | Incineration with high energy recovery is recovery; incineration with limited energy recovery is disposal. Anaerobic digestion producing biogas and digestate can be classified as recycling. |
| Cost question | Depends on collection, transport, gate charges, site and cell costs, controls, gas management, taxes and local conditions. | Depends on collection, transport, plant construction and operation, pollution controls, residue handling, energy revenues, taxes and local conditions. |
Environmental effects in detail
Methane, leachate and lost materials at landfill
The European Commission identifies methane and leachate as key landfill impacts. Methane is produced when biodegradable waste decomposes without oxygen. A landfill-gas system can collect part of that gas for flaring or energy recovery, but capture does not mean that all methane is prevented from escaping. Performance varies with cell design, waste placement, cover, moisture, collection equipment and operating practice.
Leachate can contain dissolved organic matter, salts and other contaminants. Engineered liners, drainage, treatment and groundwater monitoring are therefore central to a landfill permit. A comparison that counts only the visible disposal activity and ignores these controls understates the landfill system.

Landfill also represents a resource decision. Once recyclable metals, paper, plastics or usable construction materials are buried, recovering them later is difficult or impossible. Separating those materials before disposal generally has a larger environmental benefit than choosing between two residual-waste routes.

Emissions, energy and ash from WtE
WtE plants emit directly from their conversion process. Their overall effect depends on the composition and moisture of the feedstock, plant efficiency, operating controls, the energy source displaced and whether recovered metals receive a credit. A plant supplying useful heat to a nearby demand may displace a different energy source than one producing electricity on a carbon-intensive or low-carbon grid.
Combustion leaves ash that requires testing, transport and management. The exact treatment depends on the ash type and local rules. Air-pollution controls are therefore not an optional add-on: they are part of the facility’s environmental performance and operating cost.
The European Commission cautions that landfill and incineration with little or no energy recovery are usually among the least favourable options for greenhouse-gas reduction, while prevention, reuse and recycling have the greatest potential. It also recognises that a different route can be justified for a particular waste stream when technical feasibility, economic viability and environmental protection support that choice.
Why climate comparisons produce different answers
“Which option produces more greenhouse-gas emissions?” cannot be answered responsibly without stating the accounting boundary. A life-cycle comparison may include collection, haulage, equipment, methane generation, gas capture, combustion emissions, electricity or heat displaced, and metals recovered from ash. Omitting any of those items can reverse the apparent ranking.

The US EPA’s Waste Reduction Model (WARM) documentation illustrates the issue: its landfill factors include transport, equipment and methane from decomposition, while its combustion factors exclude avoided emissions from displaced electricity and recovered ferrous metals. Those factors should not be combined as though they represented identical boundaries.

Regional statistics also need their original scope. The European Environment Agency reported that landfill methane represented about 70% of waste-sector emissions in Europe in its waste-sector analysis. That is a European, sector-specific share, not a global share and not the percentage of all greenhouse-gas emissions. The same 2024 EEA analysis found that waste-sector emissions were 3% of European countries’ greenhouse-gas emissions in 2022 and had fallen 42% from 1990 to 2022.
These figures describe European waste-sector trends; they do not predict the result for a particular site, country, plant or construction project.
Waste composition can change the result
A wet, biodegradable load behaves differently from a dry, high-calorific residual load. High moisture can reduce useful combustion energy. A load rich in recyclables may create more value through sorting and material recovery than through either disposal route. Organic material may be suitable for separate biological treatment rather than mixed-waste combustion or burial.

The US EPA reported in 2023 that wasted food made up 24% of municipal solid waste sent to landfill and 22% of municipal solid waste combusted in the United States. Those percentages are the food share within each disposal stream, not the share of all food waste. They show why preventing food waste and separating suitable organics can change the comparison before a disposal decision is made.
On a construction project, document the material profile of each stream instead of relying on a single “mixed waste” label. Separate reusable or recyclable materials where feasible, identify contaminated or hazardous fractions under the applicable rules, and send only the remaining residual material to the disposal comparison.
Cost: compare the whole system, not a tipping-fee slogan
No general price ranking is supported. A European Commission study notes that a full comparison requires detailed analysis and that collection costs help determine whether a locality uses landfill or incineration. A lower gate fee can be outweighed by longer haulage, transfer infrastructure, residue charges or the loss of energy revenue.

Use the same service boundary for both options. A useful local model includes:
- Collection vehicles, labour, containers and transfer stations.
- Transport distance, fuel and route constraints.
- Gate or tipping charges and any landfill or energy taxes.
- Facility construction, financing, operation, maintenance and eventual closure obligations.
- Landfill liners, leachate treatment, gas capture and monitoring.
- WtE boilers or conversion equipment, air-pollution controls, monitoring and ash handling.
- Revenue or avoided purchases for electricity, heat, fuel and recovered metals.
- Permitting, insurance, environmental compliance and contingency capacity.
Use local measured or contracted values for these items. The available evidence does not establish a universal cost per tonne, a universal plant efficiency or a universal transport distance.

European Union rules
The EU Landfill Directive aims to limit landfill and protect human health and the environment. The European Commission says the rules introduce, from 2030 onward, restrictions on landfilling waste that is suitable for recycling or energy recovery. That is EU policy; it should not be presented as a worldwide requirement.
The EU waste hierarchy ranks prevention first, followed by reuse, recycling, other recovery and disposal. The Commission’s wording is clear: “According to the EU’s waste hierarchy, landfilling is the least preferable option and should be limited to the necessary minimum.” Classification still depends on the operation. High-energy-recovery incineration is recovery, limited-energy-recovery incineration is disposal, and anaerobic digestion that produces biogas and digestate can be recycling.
The Commission’s Waste Framework Directive page states that a targeted revision entered into force on 16 October 2025, focusing on food and textile waste. The broader hierarchy remains the framework for decisions, while national permitting and waste definitions determine how a specific facility is regulated.
Outside the EU
Do not transfer EU hierarchy classifications, 2030 restrictions or European emissions statistics directly to another country. Check the relevant national and local rules for accepted waste, facility permits, air emissions, landfill design, ash or residue handling and reporting requirements. The US EPA’s hierarchy likewise recognises that no single management approach suits all materials and waste in all circumstances.

A practical decision process for a project or municipality
- Define the waste stream. Record quantities, moisture, biodegradable content, recyclable fractions, contamination and seasonal variation. Keep hazardous or specially regulated materials out of a municipal residual-waste comparison unless the permit explicitly covers them.
- Apply prevention and recovery first. Redesign procurement and site operations to avoid waste; then reuse, recycle or compost suitable material. Only the remaining residual fraction should enter the landfill-versus-WtE analysis.
- Specify the technology. Name the proposed route: landfill, direct combustion, gasification, pyrolysis, anaerobic digestion or landfill-gas recovery. Ask what outputs are guaranteed and how residues are managed.
- Set one climate boundary. Include the same collection and transport stages for both options. State whether the model counts methane capture, displaced electricity or heat, recovered metals, biogenic carbon and residual treatment.
- Verify environmental controls. For landfill, review liners, leachate systems, gas collection, monitoring and closure plans. For WtE, review air-pollution controls, operating data, ash testing and disposal or recovery routes.
- Build the full cost model. Use local quotations or audited operating data for collection, haulage, gate fees, capital, maintenance, controls, residues, taxes and energy revenues. Test how the result changes if transport distances, energy prices or waste composition change.
- Check legal fit and contract terms. Confirm that the receiving facility is permitted for the material, that diversion or recycling requirements are met and that measurement, contamination, downtime and residue responsibilities are written into the contract.
- Monitor actual performance. Track tonnes by material, contamination, recycling yield, energy delivered, methane or air-emission data, ash or leachate results and total cost. Revisit the route when the waste mix or local infrastructure changes.
Common mistakes and how to avoid them
Calling every thermal process “incineration”
Gasification, pyrolysis and anaerobic digestion have different inputs and outputs. Describe the actual process and its recovery level rather than using WtE as a synonym for a combustion plant.
Assuming landfill-gas capture eliminates methane
Capture reduces emissions but does not guarantee complete collection. Ask for site-specific capture, monitoring and fugitive-emission information.
Assuming every WtE plant has the same controls or recovery
Plant efficiency, energy markets, operating practice, air controls and ash management differ. Require facility-specific evidence instead of applying a generic emissions factor.

Do not place a landfill factor that includes methane and transport beside a combustion factor that excludes displaced electricity and recovered metals. Record the boundary, assumptions and source for every figure.
Treating disposal as a substitute for recycling
The hierarchy is not a menu in which a convenient disposal route cancels upstream obligations. Preventing waste and recovering materials remain the preferred actions where technically feasible and environmentally sound.
Generalising one jurisdiction’s law
EU restrictions and European Environment Agency statistics are regional. Confirm the rules and data definitions that apply to the project’s country and permit.
Bottom line for choosing between landfill and WtE
For residual waste that cannot reasonably be prevented, reused, recycled or composted, WtE can be preferable when it delivers meaningful energy recovery, operates with strong pollution controls, manages ash responsibly and displaces energy that would otherwise have higher impacts. Landfill may still be selected where WtE capacity, transport, permits, feedstock quality or full-system economics make it the more workable option, but its methane, leachate and lost-material burdens must be managed and disclosed.
