1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteShort answer: For a longer trip that continues toward I-17, start by checking Loop 303, usually reached via Lake Pleasant Parkway. Loop 303 is the better default through route, while Lake Pleasant Parkway itself is most useful as a connector or for short local trips. Treat US 60 (Grand Avenue), especially around Loop 303 and 163rd Avenue, as the least reliable default during a peak period because official corridor work documented heavy volumes and more than 80 seconds of average peak-hour delay per vehicle at the 163rd Avenue/US 60/SR 303L area.
That is a starting rule, not a guaranteed travel-time ranking. Crashes, lane closures, weather, events and the current Loop 303 construction pattern can reverse it. Check AZ511 immediately before leaving; its travel-times page and app show current travel times, speeds, incidents, cameras and alternate routes.

What is the fastest choice in practice?
The fastest route depends on whether you are making a through trip or a local trip. For a north–south journey, or any drive that will continue toward I-17, compare Lake Pleasant Parkway to Loop 303 with an arterial-only option. Loop 303 generally offers the cleaner through-movement opportunity, while Lake Pleasant Parkway gets you to and from that freeway. For a short trip that starts and ends near Lake Pleasant Parkway, staying on the parkway can be quicker because it avoids freeway-access ramps and merging.
US 60, also signed as Grand Avenue in this area, deserves more caution at peak times. The Maricopa Association of Governments (MAG) recorded more than 60,000 vehicles per day on US 60 between the US 60/Loop 303 interchange and 163rd Avenue in its 2024 existing-conditions report. The same report recorded more than 45,000 vehicles per day at Happy Valley Parkway/Loop 303 and more than 55,000 vehicles per day at Bell Road/Loop 303. Those are dated traffic counts, not a live prediction for your departure, but they identify where demand is already high.

At the 163rd Avenue/US 60/SR 303L area, MAG’s final corridor report found average peak-hour delays of more than 80 seconds per vehicle. The report describes LOS F as “forced flow with very low speeds caused by traffic volumes exceeding the capacity of the corridor.” That is why US 60/Grand should not be your automatic rush-hour choice when Loop 303 is moving.
No official source establishes one universal average peak travel time for Lake Pleasant Parkway versus every nearby route. The defensible method is conditional: use Loop 303 as the through-trip candidate, use Lake Pleasant Parkway for access or nearby destinations, discount US 60 when its live speeds and incidents show stress, and let AZ511 settle the decision for the specific direction, origin, destination and departure time.
Route comparison at a glance
| Route or combination | Best role | Peak-period strengths | Peak-period risks | What is documented |
|---|---|---|---|---|
| Lake Pleasant Parkway | Local trips and access to Loop 303 or I-17 | Direct access for nearby neighborhoods and businesses; can avoid a congested US 60 segment | Signalized intersections and ramp queues can make travel less predictable than a clear freeway run | MAG’s SR 74 study identifies the Lake Pleasant Parkway intersection, the US 60 interchange and the I-17 interchange as locations needing coordinated mobility improvements |
| Loop 303 | Longer through trips, especially toward I-17 | Limited-access freeway movement can bypass multiple arterial signals | Incidents, merges and active construction can erase the normal advantage | ADOT is adding one general-purpose lane in each direction between Lake Pleasant Parkway and I-17 and building a new Loop 303/I-17 system interchange |
| US 60/Grand Avenue | Destinations directly along the US 60 corridor or a live route that is clearly faster | May be convenient for east–west access when traffic is light or when the destination is on the corridor | Heavy volumes and severe peak intersection delay near Loop 303 and 163rd Avenue; frequent signal interaction | 2024 counts exceeded 60,000 vehicles per day on the segment toward 163rd Avenue; peak delay at 163rd Avenue/US 60/SR 303L exceeded 80 seconds per vehicle |
| Arterial-only alternatives | Short local movement when freeway access would add distance or ramp delay | No freeway merge or interchange detour | Every signal, turn and downstream queue affects the trip | No single official source establishes a universal travel-time advantage over Loop 303 |
Why Loop 303 is the normal through-trip starting point
It concentrates the longest part of the trip on a freeway
A longer trip has more opportunities to lose time at traffic signals. Once you are on Loop 303, a through driver can cover the freeway portion without stopping at each cross street. That does not make the freeway automatically faster: one crash or a blocked merge can create a long queue. It does explain why Loop 303 is the rational first comparison for a trip that continues toward I-17 rather than an arterial-only route that repeatedly stops and restarts.

ADOT began construction in January 2026 on a project that adds one general-purpose lane in each direction between Lake Pleasant Parkway and I-17 and builds a new Loop 303/I-17 system interchange. The planned construction duration is about two and a half years. Restrictions are expected mainly at night and on weekends, but the work can still affect ramps, lane positions and merging at other times. Check the current work-zone information before assuming that a familiar freeway segment is operating normally.

Use live conditions, not a permanent ranking
AZ511 states that “Information on traffic conditions is constantly changing.” A freeway that is normally the best through route can be temporarily slower than Lake Pleasant Parkway after a collision, disabled vehicle or lane closure. Conversely, a clear Loop 303 can save time when the parkway is carrying a heavy queue through several signals. The route choice should therefore be made from the current comparison, not from a static “freeway always wins” rule.
When Lake Pleasant Parkway is the better choice
Short trips that stay near the parkway
If both your origin and destination are close to Lake Pleasant Parkway, remaining on the parkway can be faster than entering Loop 303. A freeway detour adds ramp travel, acceleration and merging. For a short local trip, that access time can exceed any time saved at freeway speed. Look at the complete door-to-door route, including the time to reach the interchange and leave it, rather than comparing only the freeway portion.
Access to Loop 303 or I-17
Lake Pleasant Parkway is strategically useful even when it is not the fastest road for the entire journey. It can connect a local origin to Loop 303, allowing the longer segment to use the freeway. This is the relevant comparison for a driver asking how to get from north Peoria toward I-17 in traffic: check the live time for Lake Pleasant Parkway plus Loop 303, then compare it with any route that remains on US 60 or other arterials.

If AZ511 shows slow speeds or an incident around US 60, Loop 303 access from Lake Pleasant Parkway may avoid the affected section. Do not infer that avoidance is guaranteed. A queue can move or clear before you arrive, and the interchange itself can back up when many drivers divert. Confirm both the arterial approach and the freeway segment in the live view.

Why US 60/Grand Avenue is a higher-risk peak choice
Documented demand near Loop 303 and 163rd Avenue
MAG’s 2024 existing-conditions report recorded:
- More than 60,000 vehicles per day on US 60 between the US 60/Loop 303 interchange and 163rd Avenue.
- More than 45,000 vehicles per day at Happy Valley Parkway/Loop 303.
- More than 55,000 vehicles per day at Bell Road/Loop 303.
These figures are daily counts measured for corridor planning. They do not tell you the travel time at 7:30 a.m. on a particular Tuesday, and they should not be presented as a live forecast. They do show why a peak-period incident or a saturated signal can have a larger effect on US 60 than a driver might expect from looking at distance alone.
The 163rd Avenue intersection can operate at LOS F
The final corridor report found average peak-hour delays over 80 seconds per vehicle at the 163rd Avenue/US 60/SR 303L area. MAG defines LOS F there as “forced flow with very low speeds caused by traffic volumes exceeding the capacity of the corridor.” The measure is an average for the analyzed peak period and location; it is not a promise that every driver will wait exactly 80 seconds. It is a warning that the intersection can be operating beyond comfortable capacity, with queues that spill into adjacent movements.
When US 60 can still make sense
US 60 is not unusable. It can be the logical route when your destination is directly along Grand Avenue, when the trip is outside the congested peak, or when AZ511 shows that Loop 303 has a serious incident or work-zone restriction. The correct lesson is to avoid treating US 60 as the default without checking conditions, not to ban it from every trip.

- Define the trip. Note your starting side of Lake Pleasant Parkway, your destination, travel direction and intended departure time. Decide whether the trip is local or continues beyond the immediate corridor.
- Open AZ511. Use the AZ511 travel-times page or app immediately before leaving. Review the displayed travel times, speeds, incidents, cameras and alternate routes. Conditions can change between checking and reaching the interchange.
- Build a complete comparison. Compare Lake Pleasant Parkway plus Loop 303 with the arterial alternative. Include the time from your origin to the interchange and from the exit to your destination; do not compare only the central freeway segment.
- Inspect incidents and closures. A crash, disabled vehicle, emergency response or ramp closure can outweigh the normal freeway advantage. Check the direction of the incident and whether its queue reaches your intended entrance or exit.
- Check construction notices. For Loop 303 travel between Lake Pleasant Parkway and I-17, review current ADOT work-zone information. Give special attention to night and weekend restrictions, when the project is expected to impose more of its planned controls.
- Count signal exposure. If the two live times are close, prefer the route with fewer signalized intersections and fewer turns. A route with several signals has more ways for one cycle to add delay after you arrive.
- Recheck before committing to a diversion. If you plan to leave US 60 for Lake Pleasant Parkway, confirm that the alternate is actually moving. Diversions can create a new queue at an interchange or local intersection.
- Choose the route that matches the trip. Select Loop 303 for a clear longer through trip, Lake Pleasant Parkway for a short local trip or freeway access, and US 60 when the live information or destination makes it the better complete route.
Recommended choices for common trips
North Peoria to I-17
Start with Lake Pleasant Parkway to Loop 303 and continue toward I-17. This combination keeps the through portion on the freeway and avoids making US 60/Grand the automatic backbone of the trip. Before entering, compare the live Loop 303 time with the arterial alternative and inspect the current construction notices between Lake Pleasant Parkway and I-17. If a crash or lane restriction is slowing the freeway, AZ511 may show that an arterial route is temporarily better.
A short trip between businesses or neighborhoods near Lake Pleasant Parkway
Check the parkway first. The freeway may add ramp distance and merge time that a local trip cannot recover. If the parkway’s signals are backed up, compare a nearby arterial only if AZ511 provides a meaningful live-time advantage; do not assume an unmeasured side street is faster.
A destination on US 60/Grand Avenue
US 60 may be the most direct route because it eliminates a detour. Use it when the live map shows acceptable speeds and no blocking incident. If you are traveling through the corridor rather than stopping on it, compare Loop 303; the documented pressure around 163rd Avenue makes a through driver more exposed to peak delay on US 60.
East–west travel crossing Loop 303
Compare the complete crossing, not just the interchange. The 2024 counts at Happy Valley Parkway/Loop 303 and Bell Road/Loop 303 show that these locations carry substantial demand. A short difference in displayed travel time may not justify a route with more signals if the freeway crossing is clear, but an active crash or ramp closure can reverse that preference.

Construction and corridor changes to track
| Project or condition | Timing or status | What it means for drivers |
|---|---|---|
| Loop 303 between Lake Pleasant Parkway and I-17 | Construction began January 2026; expected duration about two and a half years | One general-purpose lane is being added in each direction, along with a new Loop 303/I-17 system interchange. Check current lane and ramp restrictions before travel. |
| Planned restriction pattern on the Loop 303 project | Restrictions planned mainly at night and on weekends | Night and weekend trips need a specific work-zone check; a weekday daytime assumption may not apply. |
| US 60/Loop 303 near-term congestion work | Near-term improvements reported complete in February 2026 | Completion does not eliminate peak delay. Use current speeds and incidents rather than assuming the corridor has unrestricted capacity. |
| US 60/Loop 303 longer-term first phase | Planned for 2028; includes a new Loop 303/155th Avenue interchange | Future network changes may alter access and route patterns. They are not a reason to predict today’s travel time. |
| Lake Pleasant Parkway corridor | MAG’s SR 74 study identifies the Lake Pleasant Parkway intersection, the US 60 interchange and the I-17 interchange for coordinated mobility improvements | Expect route performance to depend on signal coordination, interchange operations and project stages, not merely on posted speed. |
How to interpret the official traffic numbers
Daily volume is not a travel-time forecast
“More than 60,000 vehicles per day” describes the amount of traffic counted on a US 60 segment in MAG’s 2024 work. It does not say how many vehicles are present in your lane at your departure minute or whether a later project has changed the pattern. Use the count to identify a corridor with little spare capacity, then use AZ511 for today’s conditions.
Average peak delay is not a personal guarantee
The “over 80 seconds per vehicle” result is an average peak-hour delay for the analyzed 163rd Avenue/US 60/SR 303L location. A driver arriving on a favorable signal cycle may wait less; a queue spillback or incident may produce much more. Treat it as a risk indicator that helps explain why the route can be unreliable, not as a stopwatch prediction.
LOS F describes operating conditions
LOS F is a planning description of forced flow, very low speeds and demand exceeding corridor capacity. It helps distinguish normal peak friction from a location that can fail under modest additional demand. It does not by itself compare the travel time with Lake Pleasant Parkway on every day or in every direction.

Common route-selection mistakes
- Choosing by distance alone. The shortest line on a map can include several signal cycles, a congested intersection or a difficult turn.
- Assuming the freeway always wins. A crash or work-zone merge on Loop 303 can make the arterial temporarily faster.
- Assuming the arterial is always faster because it avoids a ramp. A short local route can win that way, but a longer through trip often accumulates delay at each signal.
- Using the 2024 US 60 counts as today’s traffic reading. They are historical corridor measurements, not current speed data.
- Ignoring the direction of congestion. A slowdown in the opposite carriageway may not affect your trip, while a queue at your entrance ramp can matter immediately.
- Checking conditions too early. AZ511 information changes continuously; check immediately before departure and again if you are considering a diversion.
- Forgetting construction timing. The Loop 303 project has an approximately two-and-a-half-year schedule beginning in January 2026, with restrictions planned mainly at night and on weekends. Travel conditions can differ sharply by time of day.
- Comparing only freeway travel time. Add local approach, ramp and final-street time to both options.
A simple decision framework for recurring commuters
If you make the same trip often, record the live AZ511 comparison at your usual departure time for several days. Note the route shown, incidents, construction activity and the final door-to-door result. This creates a personal baseline without pretending that one official average applies to every origin and destination. Keep the following rules as defaults, then override them when the live map shows a material difference:
- For a clear, longer trip toward I-17, favor Lake Pleasant Parkway plus Loop 303.
- For a short trip near the parkway, favor the parkway unless its signals are visibly queued.
- For a destination on US 60, use Grand Avenue when it is clearly moving and direct; otherwise compare the freeway detour.
- For any route during a night or weekend construction period, read the current Loop 303 work-zone notice before leaving.
- When displayed times are close, choose the route with fewer signalized intersections and fewer uncertain merges.
What cannot be answered with a single number
There is no published universal average peak travel time that compares Lake Pleasant Parkway with every nearby route for every direction. Travel time changes with the exact intersection, traffic signal progression, incident location, weather, construction stage, event traffic and the minute you enter the corridor. A statement such as “Lake Pleasant Parkway is always faster than the 303” or “Grand Avenue is always faster than the freeway” would overstate the available evidence.
The useful conclusion is narrower and more actionable: Loop 303 is the normal through-trip candidate; Lake Pleasant Parkway is the practical connector and often the sensible local road; US 60/Grand has documented peak pressure near Loop 303 and 163rd Avenue; and AZ511 should decide the final route for the day.
