Kupwara’s October 23, 2026 review of the NH-701 Rafiabad–Kupwara–Chowkibal–Tangdhar–Chamkote (RKCTC) road focused on clearing execution bottlenecks—not announcing completion. Outstanding work includes land-revenue documentation, right-of-way structure clearances, relocation of water pipelines and electric poles, and compliant supplies of construction materials. Land records and compensation-related paperwork
Pending revenue records and mutation attestations remain on the October 2026 action list. Earlier reviews also dealt with acquisition formalities and land-title documentation needed for compensation, indicating that land administration has been a recurring workstream rather than a single completed milestone.
Structures and right-of-way access
Assessments and clearances for structures located inside the right of way are still being pursued. Until affected structures and the required clearances are addressed, access to parts of the corridor may remain an execution issue; the latest report does not specify locations or quantities.

Water and electricity infrastructure
Water pipelines and electric poles need relocation. Moving utilities requires coordination with the responsible departments, and the October review specifically assigned action to Jal Shakti and Power Development Department engineers.
Materials and other construction constraints
The district also raised the availability of muck, soil and riverbed material, with instructions that supplies remain compliant. Earlier reporting identified curve improvements and pending culverts among the project’s execution concerns, but the October report does not say which curves or culverts remain outstanding.

How have project reviews changed over time?

Does the latest review give a completion percentage or opening date?
No. The October 2026 report describes a coordination and execution review but does not state a current completion percentage, a final opening date, or comparable progress for the two packages.
