The chief minister said the situation became more difficult after Tamil Nadu stopped supplies. Kerala’s construction sector has depended on material transported from neighboring districts in Tamil Nadu, making regulatory changes in that state an immediate supply concern.
Reports identified Tirunelveli, Tenkasi and Kanniyakumari as important source districts affected by the restrictions. What the shortage could mean for building costs
Satheesan gave an illustrative example in the Assembly: a 400-square-foot, two-room house that cost about Rs 5 lakh two years earlier would now cost more than Rs 8 lakh. This is his comparison, as reported by PTI on 13 October, not an independently verified market survey or a price index for all Kerala construction.

Why imports alone are not a permanent solution
Satheesan said Kerala could not depend on other states alone as a lasting answer. His proposed longer-term response has two parts:
- Alternative materials: Kerala should explore construction materials that can reduce pressure on conventional aggregate supplies. The Assembly report did not name a specific substitute or establish its availability, cost or technical suitability.
- Environmentally viable quarrying: Quarries that can meet environmental requirements could be considered for reopening. No individual site, permit or timetable was announced.
This approach separates immediate logistics from supply resilience. A more liberal Tamil Nadu arrangement could ease a near-term bottleneck, while local production and material diversification would determine whether Kerala remains vulnerable to another inter-state disruption.
