Victoria Park Council did not adopt the proposed red asphalt for the Kent Street Sand Pit paths. On 16 April 2024, it approved three-metre-wide paths with a clay road base and polyseal overlay, alongside a higher project budget and provision for a possible second emergency entry point. The Town’s project page describes restoration as ongoing, but the sources available do not confirm that the paths have been built.
Why did the pathway material come under review?
The original detailed design specified a clay road base with a polyseal finish and pea-gravel shoulder. The material was reconsidered after the Department of Fire and Emergency Services (DFES) advised that fire service vehicles needed to be able to access and drive over the paths. The Council report said the site extends beyond the typical firefighting hose reach from a public road, which it described as 30 metres.
In the lead-up to the Council meeting, a staff recommendation to use red asphalt was reported as a way to address vehicle access. PerthNow reported on 11 April 2024 that the proposed change could add up to $250,000. That was a reported recommendation, not the final Council decision.
What pathway specification did Council approve?
On 16 April 2024, Council approved three-metre-wide perimeter and internal paths using clay road base with a polyseal overlay. The adopted motion did not approve red asphalt. The Council record also says the chosen material was intended to retain the original design’s fit with the surrounding area while allowing fire service vehicles to use the paths.

What else changed in the 2024 decision?
- Project budget: Council approved an increase from $300,000 to $550,000.
- Possible emergency entry: Council retained approval for a possible second entry point to meet DFES requirements once revegetation commenced in 2025/2026.
The Council report’s 30-metre figure describes typical hose reach from a road reserve; it is the stated access context for this site, not a measurement of the path or a guarantee of fire coverage.

How does the path decision fit into the wider restoration project?
The Town of Victoria Park describes the former landfill as being rehabilitated as Banksia woodland beside Kensington Bushland, within the wider Jirdarup Bushland Precinct. Its detailed design includes Noongar cultural considerations, yarning spaces, a primary perimeter path, a connecting path, a formalised car park and universal access ramps. The Town says Banksia woodland restoration is the focus for approximately 92% of the site, while also noting that the final outcome may differ from the original concept as the project adapts.
The Town reports a first planting stage of 8,500 tube-stock plants from 87 local species. A 100-square-metre trial carried out with Curtin University in winter 2025 compared planting depth and mulch conditions; the Town says deep planting without mulch will inform the bulk of its adaptive approach. Its stated long-term goal is to integrate the restored site with the wider precinct after achieving “Five-star Restoration,” which the project page defines as local flora from neighbouring Banksia woodland represented at 80% or greater in comparable floristic patterns.

Are the approved paths built yet?
The Town’s current project page describes rehabilitation as ongoing but does not confirm that the approved paths are complete. The tender register lists the 2025 Stage One restoration tender as cancelled. It gives no reason for the cancellation or replacement schedule, so that status alone does not establish that the pathway work has stopped permanently.
