The City and Borough of Juneau’s proposed Seawalk extension from Franklin Dock to AJ Dock has an activity period of April 1, 2027, through April 1, 2029, in a 2026 Alaska water-quality certification notice. Those are proposed dates in a permit application—not confirmation of a construction contract, contractor mobilization, or a guaranteed start. The 2026 Alaska Department of Environmental Conservation notice gives an approximately 1.0-acre total over-water footprint, including approximately 0.85 acre seaward of Mean High Water. It also specifies two access catwalks, each 4 feet wide and totaling 210 feet in length. These are quantities in the proposal, not verified as-built measurements.
What the April 2027 date means
The state water-quality certification notice for “CBJ Seawalk – Franklin Dock to AJ Dock” lists April 1, 2027, to April 1, 2029, as the planned activity dates. The April 2027 date is therefore the proposed beginning of the activity period, not an announced contract mobilization date. The notice documents an application and proposed schedule; by itself, it does not show that every permit is final or that a construction contract has been awarded.
Do not confuse it with the Marine Park rebuild
Marine Park is a separate Downtown Juneau project. In a July 8, 2026 update, the City and Borough of Juneau said its construction had begun in April 2026 and was expected to finish in April 2027. Its decorative walkway connects the end of the Downtown Seawalk to Merchants Wharf. That forecast completion date applies to Marine Park, not to the Franklin Dock–AJ Dock extension, and is not the extension’s completion date.
What is confirmed about cost and procurement
The city’s FY2025–2030 capital plan and FY2026–2031 draft include a broader “Downtown Seawalk Expansion” program line. The documents reviewed do not establish the final cost or funding mix for this specific Franklin Dock–AJ Dock segment, or confirm its procurement status. Program-level figures should not be treated as the budget for this segment.
The city’s capital plans and the state notice also do not establish a contractor selection or contract award for this work. Until the city or a project notice confirms those milestones, the proposed schedule should not be read as proof that construction arrangements are complete.
What visitors should expect for access
The project is intended to improve pedestrian continuity between AJ Dock and Downtown, but the official materials described here do not specify construction-period closures, detours, or visitor access arrangements for this segment. Travelers should look for current notices from the City and Borough of Juneau closer to the proposed work period rather than assume a particular route will remain open.
