Journey21 is seeking approval to expand its planned residential community for adults with intellectual and developmental disabilities (IDD) in Oconomowoc, Wisconsin, from an earlier 28-home concept to a proposed 71 units. The October 5, 2026 report describes 60 apartments in an enlarged Lodge and 11 two-bedroom cottages, but does not establish that the revised plan has been approved or that construction has a confirmed start date.
What Journey21 is proposing
Journey21’s planned campus is in Oconomowoc and is intended to support adults with IDD seeking greater independence, community connection and appropriate supports, according to the organization’s residential project page. Its current expansion request would more than double the earlier 28-home concept.

| Residential total | 16 Lodge condominiums and 12 cottages, as recorded in the City of Oconomowoc’s ordinance updated November 21, 2025 | 71 proposed units: 60 Lodge apartments and 11 two-bedroom cottages, according to the Milwaukee Business Journal |
| Lodge | Two stories, with 12 one-bedroom and four two-bedroom units, according to the city ordinance | Approximately 27,000 square feet, three stories and 45 feet tall, according to the report; the request exceeds the original 35-foot height limit |
| Cottages | 12 one- and two-bedroom cottages arranged around a commons, according to the city ordinance | 11 proposed two-bedroom cottages; three are conceptual and would be built only if demand warrants, according to the report |
| Parking | 94 spaces required under the original plan, according to the report | Request to reduce the requirement to 83 spaces, according to the report |
| Approval status | Original planned development configuration documented in the city ordinance | Reported amendment request; the available report does not establish final approval |
The proposed apartment count, building dimensions, cottage count and parking change are reported details of a request, not proof of an approved plan. The city ordinance updated in November 2025 continues to document the earlier planned-development configuration: a two-story Lodge, 12 cottages and an approximately 10,000-square-foot Enrichment Center.
How the project reached this proposal
City of Oconomowoc Plan Commission minutes from August 4, 2021 record Journey21’s proposal to amend the comprehensive land-use plan and rezone 12.05 acres for a mixed-use neighborhood with apartments, homes and amenities for adults with IDD. The minutes identify access from Old Schoolhouse Road and Hackney Way and note infrastructure capacity as a planning consideration. The city’s later zoning ordinance records the original planned development, PD-3-21.

- Authentic, Real-World Construction Experience: The Pitsco True Scale House Framing Kit delivers a realistic construction model rather than simple assembly play. Students build a true 1:16 scale house model using 485 precision-cut balsa wood pieces, following professional-style house plans and construction methods aligned to real building practices. This architectural framing kit helps learners understand stud framing, scale lumber, and structural design in a way traditional model kits cannot.
- Blueprint Reading & Skill-Building: Designed as a hands-on architecture lesson for ages 14+, this model house framing kit guides students through a structured learning progression. Learners begin by interpreting blueprints, measuring to scale, and understanding architectural drawings before cutting, framing, and assembling the structure. The challenge builds accuracy, focus, and confidence, making it ideal for homeschooling, high school engineering projects, and blueprint reading practice tools.
- Choice-Based Design & Structural Comparison: Unlike most balsa wood house kits, this architectural model making supply allows students to choose between two realistic roof systems: truss or hip. Comparing a truss building kit to a hip roof framing model gives learners firsthand experience with real-world structural approaches used in residential construction, reinforcing problem-solving, interpretation, and decision-making while maintaining authentic construction standards.
- Classroom-Ready & Collaborative by Design: This classroom building kit is designed for individual or paired work, supporting collaboration and communication as students divide tasks, measure materials, and assemble the wooden house frame model together. Instructions are student-facing, with minimal teacher prep required beyond gathering shared tools. Projects can be stored safely during multi-week builds, making it well suited for extended classroom use.
- Career Pathways in Construction & Design: The True Scale House Framing Kit connects hands-on building to real careers in construction, architecture, engineering, drafting, and skilled trades. By applying construction terminology, reading plans, and working with a realistic construction model, students gain exposure to Career and Technical Education (CTE) construction concepts and civil engineering foundations, positioning this as a powerful architecture study kit and vocational training resource.
The ordinance describes the Enrichment Center as “a +/- 10,000 SF multi-purpose building operated to serve the residents and non-residents as a venue for programs, classes, events, and social gatherings.” That facility was part of the original configuration; the available coverage of the expansion request does not establish whether or how it would change.
What is known about construction timing
The October 2026 report does not confirm a construction start date for the enlarged residential plan, and the available information does not establish that the requested amendment has been approved. Journey21’s FAQ contains older planning information: it described a goal of opening in three to five years and said site infrastructure, including a storm sewer, walking path and roads, had been built. That schedule predates the reported expansion and should not be read as a current construction timetable for the 71-unit proposal.

Resident eligibility, leasing and cost information
Journey21’s public materials give different minimum ages: the residential page says adults 18 and older, while its FAQ says adults 21 and older. Because those statements conflict, prospective residents and families should confirm current eligibility directly with Journey21 rather than rely on either age threshold as settled.
The FAQ says the project was moving forward with a leasing model and expected families to lease for residents. It also describes monthly lease, community-service and food-service charges, but does not give exact amounts. The FAQ’s approximate $28 million whole-project cost expectation and its anticipated combination of condo sales, public donations, grants and in-kind contributions are older planning information, not a current budget or financing plan for the expanded proposal.
