Joondalup Trials Bio-Based CarbonBind Road Surfacing in Kallaroo

Joondalup trialled bio-based CarbonBind on Whitfords Avenue in Kallaroo, but the reported emissions figure is a contractor claim and no public source confirms the trial outcome or wider rollout.

The City of Joondalup trialled CarbonBind on Whitfords Avenue at Dampier Avenue in Kallaroo as an alternative binder for flexible road pavements. The product is described as bio-based and intended to reduce pavement-related carbon emissions, but available public reporting does not establish the trial’s result or confirm a wider rollout.

What Joondalup trialled, and where

The City’s 2023–24 Annual Report records a CarbonBind trial on the westbound lane of Whitfords Avenue at its intersection with Dampier Avenue, in Kallaroo. The City describes CarbonBind as a bio-based binder for asphalt and sprayed seals, with the stated aim of reducing the carbon footprint of flexible pavements. PerthNow’s report, published on 21 March 2024, identifies Puma Bitumen as the CarbonBind provider and Asphaltech as the City’s asphalt supplier. It says the City undertook the trial in consultation with Asphaltech. PerthNow, 21 March 2024

What is known about emissions—and what is not

Asphaltech reported that the trial reduced CO₂ emissions by 2,400 kg. That is a contractor-reported figure; the City’s annual-report entry does not independently verify it. Asphaltech also described using its 100% Recycled Cold Emulsion Asphalt alongside CarbonBind, a separate material and method that should not be confused with the binder itself. The public sources cited here do not provide an independently verified lifecycle-emissions assessment, the calculation boundary or methodology behind the contractor’s figure, or long-term pavement-performance results. A reported reduction in CO₂ during a project would not, by itself, establish a whole-of-life environmental benefit: durability, maintenance needs, cost over time, and end-of-life handling also matter.

Will the City use CarbonBind on more roads?

Mayor Albert Jacob said: “Should the trial be successful, we look forward to a further rollout of this material across our Road Resurfacing Program.” The statement makes any wider use conditional on the trial’s success. How this fits Joondalup’s earlier recycled-material trials

CarbonBind is not the City’s first road-material trial, but its earlier projects involved different materials and should not be treated as direct comparisons. A 2019 City council agenda discussed recycled asphalt pavement, crushed recycled concrete, recycled plastic, and glass in civic infrastructure. It recorded a recycled asphalt pavement basecourse trial at Cockatoo Ridge in April 2019 and a separate resurfacing project using Downer’s Reconophalt on about 3,200 m² of Arnisdale Road in Duncraig in June 2019. The council report said the Arnisdale Road Reconophalt project cost approximately 27% more than a typical asphalt wearing course. It also recorded industry concerns at the time about durability, possible microplastic release, and future recyclability for plastic-modified asphalt. Those observations concern Reconophalt and the 2019 context; they are not findings about CarbonBind.

The City’s 2023–24 Annual Report separately notes benefits from rehabilitating road pavements using 100% Recycled Cold Mixed Asphalt. That is another distinct approach, not evidence of CarbonBind’s performance. City of Joondalup Annual Report 2023–24

What would make a future comparison meaningful?

One trial does not establish that CarbonBind outperforms conventional surfacing or another alternative. A useful comparison would need consistent evidence on:

  • Greenhouse-gas impact: measured emissions, with the calculation boundary and method stated.
  • Durability and maintenance: performance over time under comparable traffic and road conditions.
  • Whole-of-life cost: initial construction cost plus maintenance and rehabilitation over the pavement’s service life.
  • Technical fit: compatibility with local specifications, construction practice, and the road’s conditions.
  • End of life: recyclability and other environmental effects when the pavement is removed or renewed.

The City’s 2019 recycled-materials report says it considers whole-of-life costs and long-term financial and environmental implications when incorporating recycled materials into infrastructure. That is a relevant decision framework, but it does not supply the missing CarbonBind trial results.
