The official statements do not explain the difference.
What the Joondalup private expansion includes
Joondalup Health Campus (JHC), in Perth’s northern suburbs, lists these facilities in its opening announcement:
- Six operating suites, including two shared with public patients
- Two day procedure suites and a day surgery admissions unit
- 30 medical beds and 22 surgical beds
- 30 additional shelled beds intended for future use
- Expanded back-of-house facilities and a private kitchen supporting on-demand à la carte service
The WA Government described the project in 2024 as increasing private bed capacity by 55 per cent. That was the announced capacity increase; the 30 shelled beds were identified separately for future use, and the opening announcement does not establish that they were fitted out or operational at opening. The government announcement and the campus opening announcement provide the respective figures.
Why the project is described as both $190 million and $166 million
The figures come from different announcements: the WA Government reported a $190 million project value in March 2024, while Joondalup Health Campus described the completed private expansion as $166 million in February 2026. Neither statement explains the difference. The published information therefore does not establish that the project came in under budget, that its scope changed, or that the two figures use the same accounting basis.

The distinction matters: the two values should not be merged into a single reconciled final-cost figure.
When the expansion opened
The private facilities opened on 18 February 2026. Ramsay Health Care had reported in a February 2025 newsletter that the final concrete slab had been laid and that the project was due to open by early 2026; the campus’s later opening announcement records the actual opening date.

How the private expansion differs from the public redevelopment
The private expansion was funded by Ramsay Health Care and added private facilities. It is separate from the public JHC redevelopment, which was jointly funded by the State and Australian Governments and reported by Ramsay at $307.9 million in 2026.

The public redevelopment began in 2021 and reached its final milestone in May 2026. Ramsay’s completion announcement and the 2024 government statement describe the two projects’ separate roles and funding. The 60 public beds belong to the public redevelopment, not the Ramsay-funded private expansion.

Robots, planned services and workforce
Ramsay’s opening announcement identified a da Vinci surgical robot, which it said enables minimally invasive prostate cancer surgery locally, and two Mako 4 robots for orthopaedic procedures. Ramsay said the expanded facilities would initially support orthopaedics, gynaecology, interventional pain, ear, nose and throat, and general surgery. These are operator statements about technology and service plans; they do not establish comparative outcomes, shorter waits or how access will change.
The same announcement said Ramsay was recruiting 150 new employees to support the expansion. That is a recruitment figure, not confirmation that all positions had been filled when the facilities opened.

Ramsay’s operating agreement
The WA Government said Ramsay’s operating agreement for JHC runs through June 2043. This describes the longer-term operating arrangement, not the completion date of the private expansion.
