President Sadyr Japarov did address land and property complaints during a 25 October 2026 meeting with residents of Kyrgyzstan’s Ala-Buka district, but available reports do not verify that he ordered equivalent plots specifically for container owners blocking road construction. Kabar reported instructions for state agencies to review appeals and for local authorities to take lawful measures. The meeting took place while work continued on the Ala-Buka–Zhany-Bazar–Kirovka road, a major heavy-vehicle route. A separate, documented case in nearby Bazar-Korgon involved Japarov ordering replacement land for a resident whose documented plot had been taken by a road. That precedent helps explain the headline, but it is not proof of the alleged Ala-Buka container order.
What did Japarov actually order in Ala-Buka?
At the Ala-Buka meeting, residents raised questions about land disputes, housing, roads, social support, pensions, alimony, agriculture, entrepreneurship and citizens’ rights. Kabar’s account says Japarov instructed state bodies to examine the appeals and local authorities to work on housing problems, preferential lending and orderly land use. It does not identify container owners, the number of containers, affected plots, a valuation or a specific replacement-land decision.

That distinction matters because an instruction to review a complaint is not the same as a completed land transfer. Until a presidential release, local-government record or on-the-ground report names the claimants and plots, the equivalent-land portion of the Ala-Buka story should be treated as unconfirmed.
Which road was under construction?
The relevant project is the 217-kilometre Ala-Buka–Zhany-Bazar–Kirovka road. Kaktus reported that 90 kilometres had been asphalted by the 25 October meeting, with completion expected within two to three years. The Kyrgyz Ministry of Transport and Communications describes the route as a two-lane Category III road intended for heavy vehicles and designed for axle loads of up to 11.5 tonnes.

The ministry’s project information said 80 kilometres had been asphalted by early 2025 and that 20 kilometres remained at that point. The work is financed from the state budget. Its 2026 programme lists the route among continuing state-budget projects and sets a national plan for 700 kilometres of road construction or repair under state capital investment, with 457 kilometres appearing in the programme’s title list.
Why would containers affect a road project?
Containers, roadside stalls and other privately controlled structures can become a right-of-way issue when a roadway is widened, realigned or rebuilt. The public record available for the Ala-Buka meeting does not explain why any containers were present, whether their owners held land documents, whether relocation notices were issued or whether construction had already reached the disputed sites.
Those facts determine the legal remedy. A documented title or lease, the project’s approved corridor, the status of any existing structure and the timing of possession would all need to be checked before authorities could lawfully provide replacement land, compensation or pursue removal through court.

Is there a documented replacement-land precedent?
Yes. In a Kabar report dated 23 October 2026, a Bazar-Korgon resident said municipal authorities had asphalted a road across her documented plot while she was abroad. Japarov ordered local authorities to provide another plot in exchange and said citizens’ rights should be restored when they possess land documents.
That case establishes a nearby example of replacement land being ordered where public infrastructure occupied a documented parcel. It does not establish that the same remedy was ordered for container owners in Ala-Buka. The two situations should be reported separately unless an official record links them.

Kaktus also reported that companies operating in Ala-Buka and Chatkal contribute 2% of income to regional and district development funds, generating 200–500 million soms annually. Japarov said, “We must protect nature and prevent harm to future generations,” linking development with environmental responsibility.

For anyone affected by a road corridor, three questions are decisive:
- What documents exist? Check title, lease, cadastral records, building permits and any registered encumbrances.
- Does the approved project occupy the parcel? Compare the cadastral boundary with the road’s design and right-of-way documents.
- What remedy is legally available? Depending on the facts, authorities may offer replacement land, compensation or require a court process.
Owners should keep copies of notices, surveys, photographs and correspondence, and request written decisions from the relevant local authority. A public statement about reviewing appeals does not itself transfer ownership or suspend construction.

No published figure identifies the number of containers or owners, the affected plots, the value of any “equivalent” land or the exact road section involved.
