Japan’s approach to future tsunami risk combines evacuation facilities, updated hazard modeling, public advisories and wider disaster-resilience planning. Its official plans aim to reduce deaths and keep essential response and recovery functions working; they do not make any coast or community risk-free.
How is Japan updating its tsunami plans?
Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) revised its Nankai Trough megaquake countermeasures plan on January 16, 2026, following a change to the national Nankai Trough basic plan in July 2025. MLIT describes two priorities: reducing direct deaths, including deaths from tsunami and building collapse, and taking measures to prevent disaster-related deaths. These are policy objectives, not evidence that the intended outcomes have already been achieved.
The national response is not limited to a barrier at the shoreline. MLIT’s planning connects disaster infrastructure with lifelines, digital technologies, coordination between public bodies and private organizations, community preparedness, emergency response, recovery and reconstruction. Its Disaster Operations Plan, revised in July 2026, addresses prevention, response and recovery across disaster-specific sections.
What do tsunami hazard models contribute?
Plans and structures depend on assumptions about where earthquakes may occur, how strongly the ground may shake and how high tsunami waters may reach. Japan’s Cabinet Office Disaster Management White Paper 2025 describes expert review of tsunami heights, seismic-intensity distributions and damage-estimation methods using updated scientific knowledge. It also describes review of progress and challenges under the Nankai Trough plan, with consideration of measures informed by updated modeling and lessons from disaster response.

Those models inform planning; they are not guarantees of what a particular future event will do at a particular site. For a local project, the relevant hazard assumptions, terrain, evacuation routes and likely failures of roads or utilities matter alongside national-level estimates.
Where do evacuation buildings and towers fit?
Evacuation buildings and towers provide places to reach higher ground when a tsunami threatens and prompt evacuation to distant safe ground may not be possible in time. Japan’s Cabinet Office published technical advice on these facilities on July 25, 2025. The advice followed recommendations in a Nankai Trough working-group report published March 31, 2025, and temporary measures concerning evacuation buildings that were added to the national basic plan on July 1, 2025.

The Cabinet Office page links to material on the history of structural standards, implementation examples, survey results and support programs. It also links to a nationwide survey of evacuation buildings and towers as of April 2023; some figures were corrected on August 5, 2024. The page summary does not state the corrected nationwide total, so a precise count should not be inferred from it.
Current planning should be described in terms of the July 2025 technical advice and applicable rules, not the earlier “Guidelines for Tsunami Evacuation Buildings.” The Cabinet Office says those guidelines were discontinued when it consolidated examples and related rules in 2017. A facility’s value also depends on practical details such as access, capacity, maintenance and whether people can reach it quickly; the national materials cited here do not establish that every community has such a facility or that a particular project has been proven effective in a tsunami.

How do warnings address the possibility of another earthquake?
The 2025 white paper describes two advisory systems: the Nankai Trough Earthquake Advisory Information system and the Hokkaido–Sanriku Offshore Subsequent Earthquake Advisory. When qualifying observations trigger an advisory, government guidance asks people to review everyday earthquake preparations and remain ready to evacuate if strong shaking or a tsunami warning occurs. An advisory is a prompt to prepare, not a prediction that a major earthquake will definitely follow.
The white paper cites historical sequences along the Nankai Trough, including the 1854 Ansei Tokai and Ansei Nankai earthquakes about 32 hours apart, and the 1944 Showa Tonankai earthquake followed by the 1946 Showa Nankai earthquake. These are historical examples, not a timetable or forecast for future events.

How should communities assess engineering measures?
No single intervention can eliminate tsunami risk. Measures need to be considered as parts of a system: reducing exposure, giving people a usable route or place to evacuate, keeping response functions available and supporting recovery. Useful questions for a community or project team include:
- What hazard is it designed for? Check the local geography and the earthquake and tsunami assumptions behind the plan or facility.
- Can people reach safety in time? Consider access, capacity and routes, including what happens if roads, bridges or other normal paths are blocked.
- What happens when lifelines fail? Assess how the measure fits with emergency response and the continuity of essential services.
- How will it be operated over time? Consider maintenance, public access, readiness and coordination between the responsible organizations.
- What complements it? Evaluate how infrastructure works alongside warnings, land-use decisions, public guidance and community preparedness.
The official plans and guidance establish a national direction and describe tools that form part of Japan’s response. They do not provide comparable project-level costs, specifications or performance results that would support ranking one design as best across Japan’s varied regions.
