Israel is reported to be ending private recruitment of construction workers from India and Sri Lanka on January 1, 2027. The change is to the recruitment channel—not a ban on workers from either country: recruitment through bilateral arrangements is expected to continue, subject to quotas and operating arrangements.
The announcement was reported in October 2026 by CTech, which quoted Israel’s Population and Immigration Authority (PIBA). The original PIBA notice was not available in the reporting reviewed, so details about exceptions, pending applications and quota procedures should be confirmed with the authority before employers or workers act.

What changes on January 1, 2027?
According to CTech’s October 2026 account of PIBA’s response, private recruitment of construction workers from India and Sri Lanka will stop from January 1, 2027. The report describes the measure as an update to the countries approved for private recruitment in the construction sector.

PIBA was quoted as saying both countries have workers available to come through bilateral channels, subject to the applicable quotas. The reported restriction is specific to private recruitment from those two countries in construction; it should not be read as ending every private recruitment route from every country.

Can Indian and Sri Lankan workers still go to Israel for construction jobs?
Yes, based on the reported announcement: bilateral recruitment is expected to remain available. A worker’s ability to apply or travel will depend on the applicable quota and the recruitment arrangements in operation. The available account does not establish individual eligibility rules, current openings, application steps or how the change affects applications already in progress.
For those details, workers and employers should check current guidance from PIBA and the relevant recruitment authorities in India or Sri Lanka. Do not assume that a private recruiter can continue placing workers under the old route after the effective date, or that a bilateral route guarantees a job or visa.
How private and bilateral recruitment differ
The distinction is about who organizes recruitment and under what arrangement. The sources available establish only some practical differences; they do not provide an independent, like-for-like assessment of the channels’ performance.

| Availability for construction workers from India and Sri Lanka | Reported to end January 1, 2027. | Expected to continue, subject to quotas and operating arrangements. |
| Candidate screening and skills testing | Daf Hadash, an industry association, says private recruitment lets companies screen candidates, conduct practical tests and obtain qualification information. This is the association’s argument, not an independent finding. | The sources do not establish a comparable, independently verified selection or testing process. |
| Time from selection to arrival | Daf Hadash claims 2–4 months. | Daf Hadash claims 4–6 months. Both estimates are stakeholder claims reported by CTech, not independently verified comparisons. |
| Fees, rights and oversight | The available sources do not provide an outcome comparison or a complete account of safeguards for this channel. | Israel says bilateral agreements are intended to reduce illegal recruitment fees, protect workers’ rights, and prevent modern slavery and trafficking. These are stated aims, not evidence that the aims have been achieved in every case. |
| Quotas and employer access | The reported change removes this route for the two countries in construction from the effective date. The full country list and any exceptions require confirmation from PIBA’s notice. | Recruitment is subject to applicable quotas; the sources do not specify current allocations or employer access rules. |
Why Israel says it is changing the channel
PIBA’s reported explanation centers on concerns about human trafficking and the approved-country framework under Government Decision 1752. CTech quoted the authority as saying the update to countries approved for private foreign-worker recruitment in construction was published in accordance with that decision.
Israel’s published description of bilateral agreements sets out broader policy aims: skilled recruitment, ending illegal recruitment fees, protecting workers’ rights, and preventing modern slavery and human trafficking. Those aims explain the government’s stated rationale; they do not establish that the new restriction itself will reduce abuse or that bilateral recruitment has better outcomes in every respect.
Why construction employers oppose the change
CTech reported opposition from Daf Hadash, which it described as representing about 160 manpower corporations. The association argues that bilateral recruitment does not provide enough skilled workers and that private recruitment gives employers more scope to assess candidates’ practical abilities and qualifications.

Daf Hadash also claimed private recruitment takes 2–4 months, compared with 4–6 months through bilateral recruitment, and forecast that hiring from other regions could increase recruitment costs, wages and construction costs. These are the association’s claims and forecasts; the available sources do not independently verify the timelines or predict the actual cost effects of the January 2027 change.
In response to an industry claim about foreign-worker arrivals, PIBA told CTech that approximately 76,000 new foreign construction workers had arrived since the beginning of the war and that approximately 90,000 foreign construction workers were then in Israel—three times the pre-war level. CTech’s report does not supply the underlying administrative dataset or a clear reference date for each total, so the figures should be treated as PIBA’s reported figures rather than independently confirmed counts.

Past government figures confirm that bilateral construction recruitment from both countries has operated, but they are not current totals and should not be confused with private-channel recruitment.

| 6,664 Indian workers and 5,042 Sri Lankan workers | Workers described as arriving under new bilateral construction agreements; not current totals or private-channel counts. | Israel Population and Immigration Authority, 2024 report. |
| 6,774 Indian workers: 6,730 in construction and 44 as caregivers | Arrivals under the India–Israel bilateral framework as of July 1, 2025. | India Ministry of External Affairs, government answer. |
| Approximately 6,400 Indian construction workers | Workers recruited through private channels, based on information available to India’s Ministry of External Affairs as of its August 7, 2025 answer. | India Ministry of External Affairs. |
| Approximately 220 Indian workers | Workers who had returned primarily because of skill mismatch and language barriers, according to the same government answer. | India Ministry of External Affairs, 2025. |
India and Israel began negotiating a bilateral framework in 2022 and signed the framework agreement and implementation protocols in November 2023. In February 2026, their joint statement recognized that framework and emphasized worker safety, security and legal rights. It said up to 50,000 additional Indian workers may arrive in Israel within five years. That is a forward-looking political commitment—not a guaranteed arrival count or a construction-only target.
Sri Lanka’s Cabinet Office says its cabinet approved an employment agreement with Israel in 2020 and that protocols have been signed over time for sectors including construction. A December 2025 briefing referred to further protocol work for commerce and services. The available information confirms an agreement framework but does not establish current construction recruitment operations or volumes for Sri Lanka.

The reported announcement does not provide enough detail to settle transitional or operational questions. Before paying fees, accepting an offer or beginning recruitment, confirm the current rules directly with the relevant authorities.
- Whether the vacancy is being filled through a bilateral arrangement and whether a quota place is available.
- Which authority or authorized body is handling recruitment, selection and applications.
- What fees, if any, may lawfully be charged to a worker, and what written terms and worker protections apply.
- Whether an existing application, selection or employer request is affected by the January 1, 2027 date.
- Whether PIBA has published exceptions or additional conditions for the relevant country and employer.
Because the original PIBA notice was not available in the cited October 2026 reporting, its detailed rules on exceptions, pending cases and quota mechanics should not be inferred from the summary announcement.
