The company, written estimate, and contract determine what you will pay and what work is included. What “no labor or installation costs” does—and doesn’t—tell you
A seller may advertise no separate labor or installation charge, but that wording does not establish the project’s total price or whether every part of the installation is covered. The windows, removal and disposal of old units, trim, sealing, permits, cleanup, and other work may be included, excluded, or priced separately. Only the full written scope and amount due can clarify the offer.
The Federal Trade Commission (FTC) specifically warns that scammers may approach homeowners with offers to install new windows. What to verify before accepting the offer
Ask for a written estimate and contract that make the work and cost clear. The FTC advises getting multiple written estimates describing the work, materials, completion date, and price. For window estimates, compare the same project scope across contractors.

- Work included: State whether removal and disposal, installation labor, trim, sealing, permits, and cleanup are included, excluded, or separately priced.
- Total price and payment: List the complete amount, payment schedule, and any financing terms or fees.
- Schedule: Give estimated start and completion dates.
- Contractor: Identify who will do the work and which license and insurance apply in your location.
- Warranty: Provide the product and workmanship terms, including who is responsible for labor if a window needs repair or replacement.
- Cancellation information: Include any notice required under local law and provide a copy of the signed contract.
Make sure the price, scope, exclusions, and payment terms are written into the signed contract, and do not sign a contract with blank spaces. A verbal assurance that installation is free is not a substitute for clear written terms.
How to check the contractor
- Check the contractor’s license and insurance with the relevant state or county authorities, where required.
- Ask for recommendations and references, and check for complaints.
- Get multiple written estimates for the same windows and work scope so you can compare the complete price and terms.
- Read the contract before work starts. The FTC recommends not paying by cash or wire transfer.

Warning signs that merit a pause
- The seller pressures you to decide immediately.
- The contractor demands full payment upfront or accepts only cash.
- The contractor will not provide written terms.
- The seller suggests that you obtain permits that should be handled by the contractor.
These are reasons to stop and investigate further, not proof that an unnamed seller has committed fraud. The FTC lists pressure to decide, demands for all payment upfront or cash only, and advice to obtain required permits among home-improvement scam warning signs in its guidance.
Cancellation rights depend on where you sign
Contract rules vary by state. The FTC notes that a written notice of a three-business-day cancellation right applies when a contract is signed in the home or somewhere other than the seller’s permanent place of business. This is not a universal cancellation right for every window contract or location. Check the rules that apply where you live; the FTC explains the limits in its door-to-door sales guidance.
