FY2026-27

India’s Highway Construction Falls 18.6% in H1 FY2026-27 as Awards Jump 62.9%

India built 2,369 kilometres of national highways between April and September 2026, down 18.6% from the same period a year earlier. New awards, however, rose 62.9% to 2,236 km, pointing to a possible improvement in construction during the second half of FY2026-27—but not an immediate recovery in completed work.

What the 19% decline means

The 18.6% year-over-year decline is a measure of national-highway kilometres physically constructed in the first half of India’s financial year (April–September 2026). The headline rounds that decline to 19%. It is not a measure of project approvals, contracts signed or money allocated. Those are separate stages in the delivery pipeline.

The figures were reported by The Financial Express on October 16, 2026, using government highway data. Totals for April–September 2026 could be revised in later reporting.

Why construction slowed

A weaker awards pipeline preceded the fall

The report links the H1 slowdown partly to subdued project awards during the previous two years. Fewer contracts entering the pipeline generally means fewer projects reaching active construction later, even when funding remains available.

Clearances are being sequenced before contracts

The government has tightened project sequencing so land acquisition and other statutory clearances are secured before contracts are awarded. This is intended to prevent execution delays after award, but it also reduces the number of projects that can be awarded immediately. The short-term effect is a thinner flow of projects into construction; the intended long-term effect is a more buildable project pipeline.

Construction and awards are moving in opposite directions

H1 construction and H1 awards should not be treated as interchangeable. Construction records work completed on the ground. Awards record contracts entering the future execution pipeline. A contract awarded in September can take time to reach financial close, mobilise contractors, acquire remaining parcels and begin measurable earthworks.

Can India still reach the 10,000-km target?

The Government of India and the Ministry of Road Transport and Highways (MoRTH) set a FY2026-27 construction target of 10,000 km. With 2,369 km completed in H1, about 7,631 km would need to be built in H2 to reach that annual target.

That would require a much faster second-half pace than the first-half result. For comparison, India constructed 9,360 km in FY2025-26, below the current 10,000-km ambition. The higher target is therefore demanding even before accounting for the H1 shortfall.

The awards rebound improves the possibility of a stronger H2, but it does not guarantee one. Projects must still clear land and regulatory hurdles, reach financial and contractual milestones, mobilise equipment and labour, and maintain execution rates through the construction season. Capacity constraints, weather and local delays can all affect the conversion of awards into completed kilometres.

What the approval and spending data show

Cabinet approvals provide a broader pipeline

Between June 2024 and April 2026, the Cabinet approved 30 highway projects with a combined value of ₹2.54 lakh crore. During FY2026-27, eight projects valued at an estimated ₹63,810 crore had been approved at the time of reporting. Approval value indicates the scale of the sanctioned pipeline, but it does not state how much work had entered construction by the end of September.

Capital expenditure was slightly lower early in the year

MoRTH capital expenditure was reported at ₹1.58 lakh crore in the first two months of FY2026-27, 5.8% below the comparable period a year earlier. The full-year capital-expenditure target is ₹2.94 lakh crore. Early-year spending therefore lagged the previous year while remaining part of a substantially larger annual allocation.

How to read the H2 outlook

What would signal a genuine recovery

  • Monthly construction kilometres rising consistently rather than in a single catch-up month.
  • Awards converting into site mobilisation and measurable work after land and clearance conditions are met.
  • Capital expenditure accelerating toward the ₹2.94 lakh crore full-year target.
  • HAM and BOT awards continuing to expand without creating execution bottlenecks.

What would put the target at risk

  • Unresolved land acquisition or environmental and utility clearances on newly awarded corridors.
  • Delays between award, financial close and contractor mobilisation.
  • Insufficient contractor, equipment or materials capacity for a rapid H2 ramp-up.
  • Weather or regional disruptions that compress the effective construction season.

Why toll collections matter—but cannot replace construction data

Electronic toll collections rose 11.7% to ₹36,994 crore in H1. That increase suggests stronger toll-revenue activity on the operating network, whether from traffic, collection efficiency or both. It does not establish that new highway kilometres were built, so it should be used as a supporting infrastructure indicator rather than evidence that construction has recovered.

Bottom line for contractors and project watchers

India’s national-highway programme entered FY2026-27 with a clear execution gap: only 2,369 km was constructed in H1 against a 10,000-km annual target. The 62.9% rise in awards is encouraging because it replenishes the forward pipeline, while tighter pre-award clearance requirements may improve project readiness. The decisive test is whether those awards become active, buildable sites quickly enough to deliver roughly 7,631 km in H2.
