A UriLift is a retractable public sanitation unit built into the pavement: it sits flush with the street when inactive and rises when needed. It is fixed, plumbed infrastructure—not a portable toilet rolled into place. The name covers more than one design: many familiar examples are urinal-only, while the manufacturer’s current range also describes mixed-use and toilet configurations.
How a UriLift works
The unit is installed below street level and raised for use, then lowered again when demand subsides. The UK Communities and Local Government Committee reproduced the City of London Corporation’s description: “These are then electronically raised and returned as and when the facility is needed.” The parliamentary evidence also describes the units as permanently plumbed and flush with the ground when inactive. The Pop-Up Toilet Company says some variants flush or are cleaned after use and return underground after sanitizing. These are manufacturer descriptions, not independently audited performance findings. What “UriLift” can mean
It is important to identify the configuration being discussed. Historic references and public debate often use “UriLift” to mean an open, urinal-only unit. The manufacturer’s product family includes other arrangements, too; names and features may change, so municipalities need to confirm details in the current catalogue before specifying a system.

A product listing is not a substitute for checking the built installation. Access depends on the approach route, the space around the unit, controls, privacy, and whether the facility meets the needs of the people expected to use it.
Why cities consider retractable public toilets
A below-ground unit can leave pavement visually open and available for other uses during inactive hours, while adding sanitation capacity during busy periods. In 2008 evidence to the UK parliamentary committee, the City of London Corporation said the streetscape was uncluttered when the units were lowered. Camden later consulted on a proposed installation near Mornington Crescent and a male/female auto unit near Chalk Farm, intended to rise on Fridays and Saturdays from 10 p.m. to 4 a.m. The consultation allowed that hours could change; it records a proposal, not proof that either unit was installed or remains in operation. These facilities are therefore a possible response to concentrated night-time demand and limited daytime street space, not a universal replacement for public restrooms. A retractable urinal may address one specific use case while leaving other users without an appropriate facility.
Accessibility, privacy, and who is served
Royal College of Art research on retractable urinals points out that a urinal-only design serves only part of the population. It may not provide a suitable solution for women, and it can fail to meet the needs of some men, including people who need greater privacy or have mobility, age-related, or faith-related concerns. That critique does not describe every product in the family: the manufacturer also advertises configurations with a women’s section or a toilet it says is wheelchair-accessible. The practical question for a project is not simply whether an accessible model exists, but whether the selected configuration, its access route, operation, privacy, and location work for the intended users. A public-toilet plan should also consider people who are not served by open or urinal-only designs.
What a construction project must account for
A UriLift is a substantial public-works installation. The 2008 parliamentary evidence emphasized that siting is constrained by buried pipes and cables, and that installation is costly. It also highlighted the need to consider the exact location and demand at different times of day. The report is historical and does not establish present-day prices or installation conditions, so a current project needs site-specific surveys and cost estimates.

- Underground services: establish the location of utilities and whether the required below-ground space is feasible before selecting a pavement site.
- Demand and operating hours: match the location and schedule to when nearby demand occurs; Camden’s consultation illustrates a proposed limited-night schedule rather than continuous operation.
- Users and configuration: define who the facility must serve, including accessibility and privacy requirements, then verify the exact model and site design.
- Whole-life provision: plan for cleaning, maintenance, operation, and service access as part of the municipal installation, rather than judging the proposal by its appearance when lowered.
- Street impact: assess the benefit of clearing the pavement when inactive against the footprint and constraints of the underground installation.
The manufacturer publishes capacity claims of up to 150 visitors per hour for the Combi and 180 for the Triple, compared with an asserted average of 20 users per hour for a standard public toilet. These are supplier figures on its product information, not independently verified comparative measurements, and should not be treated as guaranteed site throughput. The same source claims a working life of at least 15 years; the manufacturer’s UriLift product page does not provide an independent durability study establishing that claim. A 2018 trade article quotes the company’s director as saying an earlier model took two minutes to rise and a then-current model about one minute. That is a historical statement by a company representative, not a universal current deployment time. How to judge a proposal
Because the available evidence does not establish a measured reduction in public urination attributable to UriLift installations, a city should assess a proposal against local needs rather than assume a particular outcome. Useful decision criteria include:
- Which users are served by the chosen configuration, and who still needs another public toilet option?
- What is the anticipated peak-hour demand and the intended operating schedule?
- Can the underground installation avoid utilities, and what construction and coordination work will the site require?
- Who will clean, maintain, and operate it, and what evidence supports the expected service life?
- How does the unit affect the street when lowered and when raised?
Without comparable local cost and usage data, it is not possible to rank a UriLift against a permanent staffed restroom or a portable urinal in general terms.
