The pool shell—not the plaster, paint or liner—must be designed as a watertight structure. A reliable below-ground waterproofing design combines structural analysis for full and empty conditions, groundwater and hydrostatic-pressure assessment, a membrane or integral barrier suited to the exposure, carefully detailed joints and penetrations, and a documented inspection and repair plan. No single membrane is universally “best.” The right system depends on the site, shell construction, expected movement, chemistry, installation sequence and local code.
What below-ground pool waterproofing has to achieve
An in-ground pool is both a water-retaining vessel and, often, an underground structure exposed to water from the outside. Waterproofing therefore has two related jobs: keep pool water inside and keep groundwater outside. The reinforced concrete shell must remain structurally sound and watertight when the pool is full, partially full or empty. An empty shell can be subjected to external groundwater pressure without the counteracting weight of pool water, while a full shell carries internal liquid pressure and operating loads.

Design also has to account for climate, soil and groundwater chemistry, construction joints, penetrations, differential movement and the way the pool connects to surrounding structures. A finish can hide a leak temporarily, but it cannot compensate for a shell that was not designed or detailed to resist these loads.

Georgia’s public-pool rule illustrates the level of performance many regulations seek. Rule 511-3-5-.04(1) states: “Pools shall be constructed of reinforced concrete or impervious and structurally sound materials, which provide a smooth, easily cleaned, watertight structure capable of withstanding the anticipated loads for full and empty conditions, taking into account climatic and hydrostatic considerations, and the integration of the pool with other structures.” That is Georgia law for public pools, not a universal rule; requirements vary by jurisdiction and by whether a facility is public or residential.

How do you waterproof an in-ground concrete pool?
Use a design-and-verification sequence rather than selecting a coating from a product shelf. The following order keeps structural, water and regulatory decisions connected.
- Define the facility and governing requirements. Identify whether the pool is public, commercial or residential; the jurisdiction; the construction type (cast-in-place concrete, shotcrete, precast, fiberglass, stainless steel or modular panels); and the applicable building and pool standards. The Pool & Hot Tub Alliance notes that standards and regulations vary by jurisdiction. Its standards index lists ANSI/APSP/ICC-1 2014 (R2023) for public swimming pools. PHTA-12, listed as ANSI/PHTA/ICC/NPC-12 2025, addresses cementitious interior finishes rather than the complete below-ground waterproofing design.
- Investigate groundwater and the underground environment. Establish seasonal groundwater levels, possible perched water, drainage conditions, soil permeability and groundwater chemistry. Record whether groundwater can rise above the pool base, how quickly it changes and where it can collect. ISO/TS 18734:2026 identifies underground-environment analysis and resistance to hydrostatic pressure as part of waterproofing and protection of underground concrete structures. Its publicly accessible preview is general guidance for underground concrete, not a pool-specific code or a complete specification.
- Have the shell engineered for full and empty cases. The structural design should address internal pool water, external groundwater, soil pressure, thermal and climatic effects, construction sequence and the pool’s connection to decks, retaining walls or buildings. Confirm crack-width and movement assumptions before choosing a membrane; a system that tolerates little movement is not interchangeable with one intended for moving cracks or joints.
- Choose the waterproofing arrangement. Decide whether the primary barrier is integral to the concrete, pre-applied before concrete placement, post-applied after curing, or combined with more than one layer. A ground-side (positive-side) barrier can stop water before it reaches the concrete; an interior barrier may be easier to access during renovation but can be exposed to pool chemicals and water pressure from the inside. The installation sequence must match the concrete method and the manufacturer’s current instructions.
- Detail continuity before placing concrete. Draw every construction and movement joint, pipe penetration, drain, light niche, skimmer, step, corner, termination and transition to adjacent structures. Specify how the barrier laps, bonds or clamps at each location. Waterstops can close a joint, but they do not make an otherwise discontinuous waterproofing system continuous.
- Verify performance and installation. Require project-relevant evidence for hydrostatic-pressure resistance, crack-movement capability, chemical resistance, bond, lateral-water-migration resistance and durability. Inspect substrate preparation, laps, welds or bonded seams, reinforcement around penetrations, concrete consolidation and curing. Do not substitute a generic “waterproof” label for data under the actual exposure.
- Plan testing, commissioning and maintenance. Define inspection hold points and water-retention or leak-investigation procedures with the engineer and system supplier. Keep as-built details and photographs of concealed barriers. If drainage or relief components are part of the design, provide access for inspection and maintenance.
What is the best waterproofing membrane for a swimming pool?
There is no defensible universal winner. “Best” means the membrane system whose documented properties and installation method match the project’s exposure and shell. ISO/TS 18734:2026 lists the relevant decision categories, including hydrostatic pressure, crack movement, chemical resistance, bonding, lateral water migration and durability. Compare systems against those categories rather than comparing marketing names.
| Decision factor | Questions to answer | Why it changes the choice |
|---|---|---|
| Groundwater and hydrostatic pressure | What is the design groundwater level and how variable is it? Can water stand against the shell for long periods? | External pressure can drive water through cracks, joints and defects; the barrier must be rated for the project condition. |
| Shell and movement | Is the pool cast-in-place, shotcrete or precast? What crack or joint movement is anticipated? | Bonding, flexibility and detailing differ by substrate and construction method. |
| Exposure chemistry | What are the soil and groundwater chemistry, and what pool chemicals and cleaning regimes will contact the system? | Chemical resistance and long-term adhesion may govern serviceability. |
| Waterproofing position | Will the barrier be pre-applied on the ground side, post-applied, integral, or layered with another system? | Position affects access, concrete placement, protection from damage and the direction of water pressure. |
| Continuity and details | How are joints, corners, penetrations, terminations and transitions sealed? | A membrane field is only as reliable as its weakest detail. |
| Repair and maintenance | Can the barrier be inspected or repaired after finishes and backfill are installed? Can drainage components be reached? | Future access can determine whether a small defect remains manageable or requires destructive work. |
Ask for current technical documentation that defines test methods and conditions. The ISO preview does not provide pool-specific acceptance values, so do not claim that a product “meets ISO/TS 18734” unless the supplier and engineer identify the exact edition, tested properties and applicability. A manufacturer’s pool manual can explain an intended assembly, but it is not independent comparative proof.
Do you need a waterstop at a pool construction joint?
A waterstop is often useful at a designed concrete joint, but it is one component of a complete waterproofing strategy. ASTM D8530/D8530M-24a, an active guide last updated November 5, 2024, covers selection and installation of waterstops in cast-in-place concrete. It describes waterstops as generally placed in static, non-moving construction joints to close off water that may be under significant hydrostatic pressure. ASTM’s guide states: “They are used as part of the overall waterproofing strategy for a building or other structure.”

The joint type and expected movement determine the detail. A moving joint may need a waterstop capable of accommodating the anticipated movement, while a static construction joint may use a different profile and anchorage. The waterstop must remain correctly positioned during reinforcement placement and concrete consolidation; honeycombing, displacement, a damaged splice or an unsealed intersection can create a leak path.
Scope matters. ASTM D8530/D8530M-24a expressly cautions that its guide may not be appropriate for other concrete construction types, including shotcrete and precast. Do not apply a cast-in-place detail to a shotcrete pool without confirmation from the structural designer and the selected system’s instructions. Detail penetrations, corners and intersections as a coordinated assembly rather than assuming the waterstop seals them automatically.
Is pool plaster or a liner the waterproofing?
Usually, no. Plaster, tile bedding, paint and liners are interior finishes or interior water-retaining layers; they do not prove that the supporting shell is watertight. Georgia’s rule permits PVC membrane systems as an interior finish only when the supporting watertight shell already complies with the structural requirement. That distinction prevents a liner from being used to justify an inadequately designed shell.
PHTA-12 is a standard for cementitious swimming-pool and spa interior finishes. It can help establish finish practices, but it should not be presented as a complete specification for groundwater control, structural cracking, exterior membranes or hydrostatic design. Coordinate the finish with the waterproofing system so that bonding, movement joints, drains and penetrations remain compatible.

Can groundwater damage an empty pool?
Yes. When a pool is empty, groundwater outside the shell can create uplift, lateral pressure and water flow through cracks or joints without the stabilizing weight of interior water. The risk depends on groundwater elevation, soil conditions, shell geometry, drainage and the structural design. An empty-pool procedure should therefore be part of operations and maintenance, not an improvised response to a leak.
- Confirm the engineer’s allowable empty condition and any required groundwater-relief or drainage arrangement.
- Monitor groundwater or sump levels where the design includes monitoring points.
- Do not drain a pool during a high-groundwater event unless the responsible engineer or facility procedure allows it.
- Inspect for uplift indicators, new cracks, joint displacement, damp patches and changes in surrounding drainage after an emptying event.
Drainage components are not a substitute for a watertight shell. If they are part of the design, they need access, inspection and maintenance provisions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do you fix a leak behind a pool membrane?
Start with diagnosis, not a universal patch. A leak may originate in the shell, a joint, a penetration, a membrane seam, a termination or plumbing, and water can travel behind a membrane before appearing far from the entry point.
Recommended Free Tools
- Document the symptom. Record when the leak appears, whether the pool is full or empty, water-level changes, groundwater conditions and the location of dampness or blistering.
- Separate plumbing from shell leakage. Use the project’s approved pressure or isolation tests and a qualified pool professional; do not infer a shell defect solely from a falling water level.
- Map the assembly. Identify the membrane type, seam or bond method, substrate, joint layout, penetrations and any repairs. Obtain the current manufacturer manual for that system.
- Open only as much as necessary. Trace the water path and inspect the substrate, reinforcement area, joint or penetration. Check for cracks, debonding, voids, corrosion-related damage and water trapped behind the membrane.
- Repair the source and reinstate continuity. The repair detail must match the membrane, concrete condition, movement and chemical exposure. A surface coating over active water pressure may conceal rather than stop the leak.
- Test before closing the work. Follow the engineer’s and manufacturer’s testing procedure, then photograph the concealed repair and update as-built records.
A May 2024 technical manual from Mapei discusses reinforced and unreinforced concrete pool systems, renovation, cracks, leaks and water behind or beneath a membrane. It is manufacturer guidance, not an independent universal repair method. The source and condition of leakage should be established before selecting any repair material.

Construction and inspection checkpoints
Waterproofing failures frequently start with coordination errors rather than with the membrane material itself. Include these hold points in the quality plan:
- Approved shop drawings showing membrane limits, laps, terminations, joints, waterstops and penetrations.
- Substrate acceptance: sound concrete, correct profile, cleanliness, moisture condition and repaired defects as required by the system.
- Verification that waterstops are the specified profile, correctly spliced, supported and undamaged before concrete placement.
- Inspection of reinforcement congestion and concrete placement around joint and penetration details to prevent voids.
- Recorded weather, substrate and curing conditions when the system has installation limits.
- Seam, bond, weld or fastener checks using the manufacturer’s stated method, with defects repaired before concealment.
- Protection of the barrier during backfill, subsequent trades and installation of finishes.
- Final inspection of drains, lights, skimmers, returns, steps and transitions before finishes cover them.
Standards, code and documentation to keep with the project
Keep the jurisdiction’s current pool and building provisions, the structural calculations, approved waterproofing details, product data, installation instructions, inspection records and repair records together. ISO/TS 18734:2026 can provide a framework for discussing underground-concrete barrier properties, but its preview is broader than pools and does not supply a complete pool specification. ASTM D8530/D8530M-24a is useful for cast-in-place waterstop decisions within its stated scope. Georgia’s public-pool rule is an example of a code requirement and must not be generalized to another location.
For a project-specific decision, the owner, architect, structural engineer, waterproofing designer, concrete contractor and pool specialist should agree on the exposure assumptions and acceptance criteria before procurement. Confirm that every selected product’s current instructions cover the actual shell type, installation sequence, water pressure direction, movement and chemical exposure.

The Bottom Line
Waterproof a below-ground pool as an engineered system: design the shell for full and empty hydrostatic conditions, investigate groundwater, select a barrier using documented performance categories, detail joints and penetrations continuously, and treat waterstops and interior finishes as supporting components—not proof that the shell itself is watertight.
