How to Verify a Contractor’s License and Insurance Before Hiring

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before you sign a contract or pay a deposit, verify the contractor’s identity, license status, work classification, disciplinary history, bond information, and current insurance. Start with the official licensing authority for the location where the work will occur, then confirm insurance directly with the carrier or agency. A license number or certificate alone is not proof that a contractor is currently authorized or covered.

There is no single nationwide licensing or insurance rule for U.S. contractors. Requirements vary by state, county, city, trade, business structure, employee count, and project type. The process below shows how to check the rules that actually apply to your project and preserve evidence of what you verified.

What to collect before you run a search

Ask for this information before signing, authorizing work, or making a payment:

  • The contractor’s full name and the name of the business that will sign the contract.
  • The license number, if the contractor says a license is required.
  • The legal business address and the individual responsible for supervising the work.
  • The contractor’s insurance carrier or agency name, telephone number, and email address.
  • The proposed written scope of work, including who will pull permits and who will use subcontractors.

Use the spelling and punctuation shown on the estimate or proposed contract. A business may operate under a trade name while its license is held by a different legal entity or individual. That difference must be explained and confirmed, not assumed to be harmless.

California’s Contractors State License Board (CSLB) advises consumers to ask to see the contractor’s pocket license and photo identification. Alaska’s licensing division also directs consumers to check professional licensing, business licensing, and, when relevant, corporate or other entity-registration records. These checks help establish that the person who solicits the job is connected to the business named in the official record.

Why a license number is only a starting point

Seeing a license number does not prove that the license is current, valid for your project, or held by the business bidding the work. CSLB puts the warning plainly: “Seeing a license number doesn’t necessarily mean the license is valid.” Search the number in the issuing authority’s current online lookup and review the status shown there.

Do not rely on a photograph of a license, an old proposal, a truck decal, or an advertisement. California requires contractor advertisements to display a license number, but CSLB still tells consumers to check the number’s status. A number can be expired, suspended, canceled, associated with a different business, or limited to work outside your project’s classification.

Find the authority that has jurisdiction

Search the state licensing board or professional-licensing agency first, then check county and city requirements. Some states have broad state systems; others leave particular trades or registrations to local authorities. The authority for a roofing job may not be the same authority for electrical, plumbing, asbestos, structural, or specialty work.

State, county, and city rules can overlap

Georgia’s consumer guidance directs homeowners to the Secretary of State’s licensee search for residential and general contractors, while noting that some specialty occupations are exempt from state licensing. Roofers, painters, drywall contractors, and repair handymen are examples identified in that guidance as not requiring a Georgia state contractor license. A local registration, permit, competency card, or trade credential may still apply.

Miami-Dade County tells consumers to check county and state records where applicable and warns that a business-tax or occupational number is not a substitute for a contractor license. Treat a tax receipt, occupational license, incorporation filing, or salesperson registration as a separate record unless the licensing authority expressly says it satisfies the contractor requirement.

When no state record appears

An empty state search does not automatically mean the contractor is unqualified. The trade may be exempt, the credential may be local, or the search may require a legal entity name rather than a nickname. Ask the state agency which authority regulates that work, then search the relevant city or county licensing, registration, building, and trade databases. If no authority can confirm the credential or exemption, pause the hiring decision until the contractor explains the gap in writing.

How to run and document the license lookup

  1. Search by license number. Enter the number exactly as provided. Record the displayed legal name, status, classification, expiration date, bond information, and any restrictions.
  2. Search by exact business name. Repeat the search using the name on the quote and proposed contract. Then search the individual contractor’s name. CSLB’s lookup supports license-number, business-name, and contractor-name searches.
  3. Compare identities. The license holder, business signing the contract, person directing the work, and name on the insurance evidence should be connected. Ask for an explanation of any mismatch before proceeding.
  4. Confirm the work classification. A current credential for one trade does not authorize unrelated work. Check whether the classification or specialty covers the work described in your scope.
  5. Review status and history. Look for active or current status, disciplinary actions, complaints, violations, lawsuits, bond information, and insurance records when the portal publishes them.
  6. Save a dated record. Keep a screenshot or PDF of the lookup showing the date, search terms, and result. This is practical recordkeeping, not a universal regulatory requirement.

Washington’s Labor and Industries verification tool can show active license information, bond and insurance details, job-site safety violations or corrections, and license history. Oregon’s Construction Contractors Board (CCB) lookup is described as showing active status, bond, submitted liability-insurance proof, workers’ compensation information, and complaints or discipline filed in the preceding 10 years. A regulator’s entry generally shows information submitted to that agency; it is not the same as a live confirmation from an insurer.

Check the credential against the actual project

Scope and specialty

Read the classification carefully. A general building credential may have limits, and a specialty credential may not cover structural, electrical, plumbing, or mechanical work. Ask which license covers each portion of a multi-trade project and which subcontractor will perform it. Verify each required subcontractor when the jurisdiction licenses that trade separately.

Permits and responsibility

License verification does not establish that permits have been obtained. Your written contract should identify who will apply for permits, schedule inspections, and correct rejected work. Confirm permit requirements with the local building department, particularly for additions, structural alterations, electrical changes, plumbing, roofing, and work affecting life-safety systems.

Business and entity records

For a corporation, limited-liability company, partnership, or other entity, compare the license record with the state business-registration record. Alaska specifically directs consumers to verify professional licensing, business licensing, and entity registration when applicable. A person may be licensed while the company collecting your payment is a different, unregistered entity.

Insurance: what to request and how to confirm it

Ask for current insurance evidence close to the hiring date. Request a Certificate of Insurance (COI) or the carrier and agency contact information, then contact the insurer or agent independently using a telephone number obtained from a reliable source. Ask whether the policy is currently in force, covers the named business, applies to the type of work being performed, and remains effective through the planned work period.

Do not treat a certificate as a policy, an amendment, an extension of coverage, or a guarantee that a claim will be paid. The sources reviewed recommend requesting certificates and contacting carriers, but do not establish a universal nationwide certificate procedure. A database entry may show that proof was filed with a regulator while the policy has since lapsed or changed.

Compare the certificate with your contract

  • Confirm that the named insured matches the legal business signing your contract.
  • Check the policy type, policy number, effective date, and expiration date.
  • Ask the agent whether the work location, trade, subcontracting arrangement, and project type fall within the policy’s terms.
  • Ask about relevant limits, deductibles, exclusions, and additional-insured requirements rather than inferring them from the certificate.
  • Request a new confirmation if the policy will expire before the work is complete.

General liability and workers’ compensation are different

General liability can respond to certain third-party bodily-injury or property-damage claims, subject to the policy’s terms. Workers’ compensation is designed for covered employee injuries and related benefits. One does not replace the other.

Ask separately whether the contractor has employees, whether workers’ compensation is required, and whether any claimed exemption has been verified with the official agency. Florida’s Insurance Consumer Advocate recommends checking workers’ compensation coverage or an exemption separately from requesting a general-liability certificate. Florida provides a distinct route for verifying proof of coverage and exemptions where available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rules differ sharply by jurisdiction. CSLB says California contractors with employees must carry workers’ compensation, while its consumer guidance does not require commercial general liability for every contractor. California’s guidance also says information for both insurance types must appear in the written contract and that certain listed trades must carry workers’ compensation or have a valid self-insurance certification on file. Georgia’s consumer guidance describes different general-liability and workers’ compensation requirements, including a three-employee threshold for workers’ compensation as stated on that page. Do not apply either state’s rule to another state.

What different state systems may show

Jurisdiction or agency Useful records or guidance Important qualification
California CSLB Status lookup by license number, business name, or contractor name; advertising-number rules; advice to request a certificate or carrier and agency details. A displayed number does not establish validity. Workers’ compensation rules apply to contractors with employees; commercial general liability is not required under the cited guidance.
Georgia Attorney General consumer guidance Secretary of State search for residential and general contractors; explanations of specialty-trade exceptions and insurance requirements. Roofers, painters, drywall contractors, and repair handymen are identified as not requiring a state license. Recheck current rules with the licensing authority.
Oregon CCB Active status, bond, submitted liability-insurance proof, workers’ compensation information, and complaints or discipline from the preceding 10 years. Submitted evidence in the regulator’s record is not live insurer confirmation.
Washington Labor and Industries Active license, bond and insurance, safety violations or corrections, and license history. The agency recommends written bids, references, a written contract, and considering a performance bond on larger projects.
Alaska Division of Corporations, Business and Professional Licensing Professional, business, and entity-registration checks; bond and insurance guidance. “The required bond and insurance amounts differ by license type and are specified in our Bond and Insurance Quick Facts.” Employees trigger workers’ compensation coverage under the cited guidance.
Florida and Miami-Dade Active state-license check, workers’ compensation or exemption verification, general-liability certificate request, and local license and complaint searches. Business-tax or occupational numbers are not substitutes for contractor licensing where a contractor license is required.

Understand bonds, complaints, and discipline

A bond is not the same as insurance. Depending on the jurisdiction and bond type, it may provide a limited remedy for specified licensing, payment, or performance problems. Ask the licensing authority what the bond covers, who may make a claim, the bond amount, and any filing deadline. Do not describe a bond as protection against every defect or loss.

Review complaints, disciplinary actions, violations, and lawsuits when the authority publishes them. Check the dates, dispositions, and whether an allegation was dismissed, resolved, or resulted in discipline. A clean public record cannot prove good workmanship, and a complaint alone is not proof that the contractor committed wrongdoing. Use the history as one part of a broader decision.

Use verification alongside project due diligence

Washington’s hiring guidance cautions: “Hiring a registered contractor doesn’t guarantee that problems won’t happen, but it may give you protections that aren’t available otherwise.” Licensing and insurance checks are screening tools, not guarantees of quality, schedule, solvency, or code compliance.

Before choosing among qualified bidders:

  • Obtain references for projects similar in size, age, materials, and complexity.
  • Visit completed work when the owner permits it and ask how the contractor handled changes and warranty issues.
  • Request at least three written bids based on the same scope so price differences are comparable.
  • Put materials, allowances, start and completion expectations, payment stages, change-order rules, cleanup, warranty terms, permit duties, and dispute procedures in a signed contract.
  • Identify every subcontractor and verify any separate trade license or insurance requirement.
  • Set payment milestones tied to completed work; avoid paying the entire price before performance.

A practical decision checklist

Proceed only after you can answer “yes” or have a documented, regulator-confirmed explanation for each applicable item:

  • Did I identify the legal business and the individual responsible for the work?
  • Did I search the correct state, county, or city authority?
  • Is the credential active or current on the date I checked?
  • Does the classification cover the work in my written scope?
  • Does the license holder match the contracting business and person bidding the job?
  • Did I review available complaints, discipline, violations, bond information, and license history?
  • Did I obtain current insurance evidence and contact the carrier or agency directly?
  • Did I check general liability and workers’ compensation separately?
  • Did I verify any claimed workers’ compensation exemption with the official agency?
  • Does the written contract assign permits, subcontractors, payment stages, and insurance responsibilities?
  • Did I save dated records of the license and insurance checks?

Warning signs that justify stopping

  • The contractor refuses to provide a license number, legal business name, or insurance contact.
  • The lookup shows an expired, suspended, inactive, or unrelated credential.
  • The license classification does not cover the proposed work.
  • The person soliciting the job, the business on the contract, and the license holder cannot be connected.
  • The certificate names a different company, has missing dates, or cannot be confirmed by the carrier.
  • The contractor presents a business-tax number as though it were a contractor license.
  • The contractor pressures you to sign or pay before you can verify records.
  • The contractor proposes unpermitted work or refuses to state who will obtain permits.

If a contractor cannot resolve a discrepancy through the responsible licensing authority or insurer, choose a different bidder. Do not attempt to cure an identity or coverage problem by changing the contract name after work starts.

When to repeat the checks

Verify close to signing and again if the project is delayed, substantially expanded, or assigned to another business. Recheck when a license or insurance policy is near expiration, when a new subcontractor begins work, or when the contractor changes the legal entity receiving payment. Keep the dated results with your contract, permits, invoices, and communications.

Because requirements, exemptions, agency portals, and contractor status can change, confirm the applicable rules with the authority for the place where the work will be performed. This U.S.-oriented guidance is a consumer checklist, not state-specific legal advice.
