Do not use permits, starts, announcements, or a pipeline as proof that a particular site is buildable or that demand will absorb your project.
Start by defining the asset, scale, delivery window, catchment area, labor profile, logistics and utility loads. Then compare demand and competing supply, construction activity by stage, cost and capacity indicators, and project pipelines. For each surviving parcel, separately verify zoning, density, title, access, utilities, hazards, environmental and geotechnical conditions, entitlement steps, mitigation, schedule and economics with authoritative local records and specialist advisers.

What construction-market data can—and cannot—tell you
Construction data is screening evidence. It can show where development is being authorized, started, completed, priced, staffed and planned. It cannot, by itself, establish that a parcel is available, legally controllable, serviced, physically suitable, approvable or profitable.
The same word—“construction”—can describe different points in a project’s life. A permit is an authorization. A start is evidence that work has begun under a defined statistical method. A completion records a finished structure. An announced project or database entry is a forecast or intention. Treating any one of these as a count of buildings delivered creates a misleading site comparison.

Residential indicators also have boundaries. The U.S. Census Bureau’s Building Permits Survey covers new privately owned residential construction and publishes monthly, year-to-date and annual statistics from national to local geographies. Its final 2025 annual housing-unit authorization estimates were released on May 14, 2026. Those figures describe permits issued, not homes completed. The Census Survey of Construction supplies separate statistics on starts and completions, new single-family sales and structure characteristics; pairing the two surveys gives stage context.
For commercial, industrial, infrastructure or mixed-use projects, residential permits may be a weak proxy. Match the indicator to the use, geography, measurement period and development scale you are evaluating.
1. Define the project before comparing locations
A site is only “good” relative to a specified use and delivery plan. Write a one-page project brief before collecting market data.
Record the non-negotiables
- Intended use and asset class, including the customer, tenant or service served.
- Approximate gross floor area, units, site area, height, parking, phasing and build-out assumptions.
- Target construction start, opening date and acceptable entitlement period.
- Customer or tenant catchment, service radius and competing locations.
- Workforce profile, shift pattern, specialized trades and wage sensitivity.
- Freight, road, rail, port or last-mile requirements.
- Electricity, gas, water, sewer, telecommunications and stormwater loads.
- Required zoning, density, height, access, environmental performance and operating hours.
Separate required from preferred criteria
Mark each criterion as a pass/fail requirement, a scored preference or an item requiring confirmation. A distribution facility may prioritize freight connections and yard geometry; a clinic may prioritize workforce and service access; a housing project may depend more on absorption, density and entitlement risk. A government site-selection guide groups broad factors into workforce, logistics, real estate, business and tax climate, and utilities, but the weighting changes with the facility’s purpose.
2. Screen demand and competing supply
Construction volume is not demand. High activity can reflect strong absorption, replacement of obsolete stock, subsidies, a one-time employer expansion or a wave of competing supply. Build a demand view with indicators that describe your asset rather than relying on one permit series.
Use a matched indicator set
- Residential: permits, starts, completions, sales, inventory, rents, prices, vacancy, household formation, population and employment.
- Office, retail, industrial and logistics: leasing or sales absorption, vacancy, asking and effective rents, tenant demand, deliveries, under-construction space, pre-leasing and employment by relevant sector.
- Infrastructure or institutional uses: service-area growth, capital plans, funded projects, utilization, population served and operating constraints.
- All uses: announced, approved and under-construction competing projects, their expected delivery dates, size, specification and ownership status.
For every value, record the geography, time period, unit, definition, revision date and stage: measured, surveyed, approved, started, completed or forecast. Keep historical observations separate from estimates and scenarios.

Read permits without overstating them
A rising permit count can indicate developer intent and future supply, but it does not prove that work started. Projects may be redesigned, delayed, abandoned or permitted in stages. A falling count can reflect a backlog clearing, stricter approval practice, financing conditions or a shift to projects that do not require the same permit category. Compare permits with starts and completions where available, and inspect local records for cancellations, extensions and revisions.
Test whether new supply will compete with you
Map projects by submarket and delivery window. A location with little current construction may still face a large approved pipeline; a busy market may have strong absorption that offsets new deliveries. Examine the specifications and price points of competing projects rather than counting them equally. A small, fully pre-leased project has a different market effect from a large speculative project with uncertain financing.
3. Understand what each construction indicator measures
| Indicator | What it tells you | What it does not establish | Useful decision |
|---|---|---|---|
| Permit or development authorization | Approval to pursue specified work under a jurisdiction’s rules; available counts may be monthly, annual or year-to-date. | That construction began, will be completed, or that a parcel is feasible for your project. | Gauge developer intent and potential future supply; investigate expiration, appeals and amendments. |
| Construction start | Work reached the statistical definition of commencement. | Completion, final cost, operating success or continued funding. | Estimate near-term additions and compare conversion from approvals to starts. |
| Completion | A structure or unit reached the survey’s finished stage. | Demand, occupancy, quality, profitability or future replacement need. | Measure delivered supply and historical delivery performance. |
| Announced project | An owner, agency or sponsor has described an intended project. | Funding, land control, approval, service capacity or delivery. | Identify possible future competition and diligence questions. |
| Under-construction pipeline | Projects reported as being built at the stated observation date. | On-time completion, final specification or absence of stoppage. | Assess likely delivery timing and contractor-market pressure. |
| Price index | Change in prices over time for a defined basket or contractor charge. | Your parcel’s total cost, sitework, financing, contingencies or schedule. | Stress-test escalation assumptions and timing. |
| Labor or material measure | Wages, vacancies, availability or input-price movement in a defined market. | Guaranteed crews, bids, lead times or capacity for your design. | Plan procurement, phasing and contingency; obtain trade-specific quotes. |
4. Assess cost and delivery capacity over your build window
Compare the conditions that will exist while you build, not only the conditions reported today. Review labor availability and wages, trade vacancies, key materials, contractor capacity, subcontractor concentration, equipment, logistics and competing public and private work.
Distinguish indices from estimates
Statistics Canada’s Residential Building Construction Price Index measures change over time in prices contractors charge for residential construction. Its Industrial Product Price Index can approximate material-price trends. Neither is a parcel-specific cost estimate: they do not price your foundation, remediation, utility extension, design, financing, taxes, permitting or contingency.
Use an index to update a dated estimate or create an escalation scenario. Ask quantity surveyors and local contractors for current, scope-matched pricing, lead times, alternates and exclusions. Record whether a quote is budgetary, binding, validity-limited or conditional on design and site information.
Read a regional pipeline as a capacity signal
Infrastructure Australia’s 2025 market-capacity report captured $1.14 trillion in forecast construction demand across five years, from 2024–25 through 2028–29. The report also described a $242 billion five-year Major Public Infrastructure Pipeline. Its captured forecast demand was 62% buildings, 17% transport, 16% utilities and 5% resources. These are Australian pipeline figures, not universal benchmarks and not completed expenditure.

The report cautions that future cost escalation has limited certainty and that not all projects in its database are expected to proceed as announced. Use such a pipeline to identify possible competition for labor, materials and contractors, then test the result locally. A large program may improve supplier depth in one trade while consuming scarce specialists in another.
Convert capacity findings into project actions
- Request trade-by-trade availability and lead-time checks for the intended start quarter.
- Compare alternate specifications and approved substitutes for volatile materials.
- Model delayed procurement, wage escalation and a later opening date.
- Check whether a small local contractor market can support your scale or requires regional mobilization.
- Review public works calendars that could affect road access, utility shutdowns or local labor demand.
5. Evaluate the parcel separately: suitability, availability and achievability
Market screening can eliminate weak regions. It cannot answer whether a specific parcel can be acquired, permitted, serviced and built. Use separate diligence tracks so a strong market score does not conceal a fatal site defect.
Suitability: can the land physically support the concept?
- Confirm the surveyed boundary, area, topography, slopes, drainage and flood exposure.
- Investigate contamination, previous uses, protected habitats, wetlands, heritage constraints and hazardous materials.
- Check geotechnical conditions, bearing capacity, groundwater, seismic or subsidence risk and retaining requirements.
- Test access geometry, turning, sight lines, traffic impacts, loading, parking and emergency routes.
- Map existing and planned utilities, easements, rights-of-way and nearby services.
UK government housing and economic land-availability guidance is a useful framework for separating suitability, availability, achievability, viability, constraints and timing. Its examples include flood risk, contamination, slopes, access, infrastructure and utilities. The framework is jurisdiction-specific; apply the actual planning and environmental rules where the parcel is located.

Pick the symptom - the matching free tool is one click away.
Availability: can you control the land?
- Verify ownership, title, liens, easements, covenants, options, leases and rights of first refusal.
- Determine whether the seller can convey the required area or whether assembly is necessary.
- Check boundary disputes, access rights and restrictions on use or construction.
- Confirm the proposed transaction structure, exclusivity period and conditions for investigations.
A parcel platform or public map may display an owner or tax parcel, but only authoritative land records and legal review establish control and encumbrances.
Achievability: can approvals and services arrive on time?
- Confirm current and planned zoning, permitted use, density, height, setbacks, parking, signage, operating hours and subdivision rules.
- Identify discretionary approvals, variances, environmental review, traffic studies, public hearings, design review and appeal rights.
- Obtain written or otherwise authoritative utility information on available capacity, connection points, upgrade scope, cost allocation and schedule.
- Check roadway, stormwater, wastewater, water, power, gas and telecommunications requirements with the responsible authorities.
- Estimate entitlement duration, mitigation obligations and the effect of each approval dependency on the opening date.
A utility line shown on a map is not a capacity commitment. A public discussion of an extension is not a funded connection. Treat service capacity as unconfirmed until the utility or authority provides project-specific information.
6. Use commercial and municipal data without outsourcing judgment
Commercial tools can reduce search time by assembling parcel, zoning, hazard, permit, replacement-cost and local-process information. Examples include Cotality’s developer data products and GovData’s source-linked municipal records. Evaluate coverage, methodology, licensing, update frequency and local fit before relying on any provider.

Use these products to form questions and locate original documents. A record of a hearing, application, agreement or infrastructure discussion does not prove land control, utility capacity, demand, funding or project certainty. Retrieve the underlying zoning text, permit file, title record, engineering report, utility letter or executed agreement, then have the appropriate local professional interpret it.

Use one template for every candidate. A consistent structure prevents a vivid market statistic from outweighing an unresolved legal or physical risk.
| Category | Evidence to record | Questions for the decision |
|---|---|---|
| Demand and competition | Asset-specific absorption, vacancy, prices or rents, employment and household trends; competing projects by stage and delivery date. | Will the project have a defensible customer or tenant base after expected competing supply arrives? |
| Land and entitlement | Ownership, title, zoning, density, height, approvals, appeals, mitigation and estimated duration. | Can the required use and scale be approved within the delivery window? |
| Construction cost and capacity | Current scope-based estimate, price indices, labor and trade availability, materials, bids and lead times. | Can the project be built at the target cost and start date, with credible contingencies? |
| Access and infrastructure | Road, freight, transit, water, sewer, power, gas, telecommunications, stormwater and upgrade commitments. | Are connections technically and contractually available when needed? |
| Physical and environmental risk | Flood, contamination, habitat, heritage, geotechnical, slope, seismic, drainage and traffic findings. | What mitigation is required, who pays, and how does it affect schedule and value? |
| Economics and timing | Land price, hard and soft costs, financing, taxes, incentives, opening date, phasing and downside cases. | Does the risk-adjusted return remain acceptable if approvals, costs or absorption worsen? |
Give every input a source, publisher, geography, as-of date, unit, definition, limitation and confidence rating. Do not assign false precision to a forecast or combine values that use incompatible boundaries or definitions.
8. Model base, downside and delay scenarios
Prepare at least one base case and explicit downside cases. Change one assumption at a time first so its effect is visible, then run combined scenarios.
Useful downside variables
- Entitlement takes longer or requires an additional hearing, study or mitigation measure.
- Construction prices or wages rise faster than the selected index.
- Key trades or materials are unavailable at the planned start.
- Utility upgrades cost more or arrive later than expected.
- Rents, sales prices or absorption are lower than the base case.
- Competing projects deliver earlier or at a lower price.
- Geotechnical, contamination, flood or traffic findings increase scope.
- Opening is delayed, extending interest, taxes, insurance and carrying costs.
For each scenario, show land and construction cost, schedule, financing and carrying cost, revenue or absorption, mitigation, contingency, return and break-even point. A site that wins only under an optimistic pipeline or cost assumption should not be treated as equivalent to a site that survives reasonable downside cases.

Common mistakes and how to correct them
Calling permits “homes built”
Correction: Label permits as authorizations and pair them with starts and completions. Keep the U.S. Census release vintage and geography attached to the number.
Using residential activity to justify every asset class
Correction: Select indicators that match the proposed use, customer, lease structure and service area. Explain when a residential series is only a broad economic signal.
Counting every announcement as supply
Correction: Classify projects as announced, approved, financed, started or completed. Apply a probability or scenario treatment rather than adding all announcements to one certain total.
Treating a price index as a site budget
Correction: Use indices for trend and escalation; obtain a scope-specific estimate that includes site conditions, utilities, professional fees, financing, taxes and contingency.
Assuming a map proves service capacity
Correction: Ask the responsible utility or authority for project-specific capacity, connection, upgrade and timing information.
Ignoring source incompatibility
Correction: Reconcile boundaries, units, dates, seasonal adjustments, definitions and revisions before comparing locations. Document every transformation.
Letting a high market score hide a fatal parcel issue
Correction: Keep market, control, planning, service, technical and economic gates separate. A strong region cannot cure an unassemblable title, prohibited use or unavailable utility.

What a defensible site-selection file contains
- A project brief with required and preferred criteria.
- A source register listing publisher, URL or record reference, geography, as-of date, unit, definition and limitation for each input.
- Maps and tables showing demand, competing projects and construction stages.
- Cost, labor, material and pipeline evidence tied to the proposed build window.
- Title, zoning, access, utility, environmental, geotechnical, flood, drainage and traffic findings.
- Base, downside and delay scenarios with assumptions visible.
- A decision log showing which risks are resolved, accepted, mitigated or escalated.
- A dated list of next actions, responsible parties and evidence required before the next gate.
This record makes the comparison auditable and prevents a revised statistic, expired permit or informal utility statement from silently becoming a project assumption.
