A building information model becomes useful to facilities management only when its information is structured around operational decisions, assigned to accountable contributors, checked at agreed milestones, and loaded into the owner’s asset-management system. A geometrically detailed model can still be a poor maintenance record if equipment identifiers, locations, specifications, warranties, commissioning results, and replacement data are missing or inconsistent.

The practical route is an owner-led information handover: define the operations team’s needs first; select the maintainable assets and fields that support those needs; assign production and review responsibilities; agree an exchange format and receiving system; validate each delivery; then keep the accepted information current throughout the asset’s operational life.

What makes BIM data usable for facilities management?

Facilities teams do not manage triangles, families, or drawings for their own sake. They manage assets, spaces, work orders, inspections, planned maintenance, faults, replacements, compliance evidence, and operating decisions. The handover is successful when the information needed for those tasks can be found, trusted, and acted on in the owner’s computer-aided facilities management (CAFM) or asset-management system.

That distinction matters because a model may be geometrically rich while remaining operationally incomplete. A three-dimensional representation can show where an air-handling unit sits, yet fail to provide the asset tag used by the maintenance team, the manufacturer and model, the filter specification, the warranty end date, the commissioning record, or the relationship to a space and system. Conversely, a well-structured asset record can support maintenance even when the receiving system does not need every geometric detail.

COBie is commonly used to organize this handover. The National Institute of Building Sciences describes COBie as both a data format and a process for delivering maintainable asset information. It is not simply a 3D-model export. COBie can bring together space, product, and equipment schedules with as-built, operations and maintenance, and commissioning information. The owner should select the tables and fields that support the facility rather than assume that every possible field applies.

Use the model as one source of information, not as the destination. The destination is an accepted operational information set that can populate or update the owner’s systems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with operational decisions, not model objects

The first handover meeting should involve the owner or operator and the people who will run the facility. Ask what they must decide and what work they must perform after occupation. Typical questions include:

  • Which maintainable assets require planned preventive maintenance?
  • How will a technician identify an asset in the field and in the work-order system?
  • Which spaces, systems, and equipment relationships are needed to diagnose a fault?
  • What information is required for statutory inspections, commissioning, or warranty claims?
  • Which records must be available to contractors who maintain, repair, or monitor the asset?
  • Does the CAFM or asset-management platform accept a file import, an application programming interface, or another structured exchange?

Turn the answers into written information requirements. For every data item, state what is wanted, when it is due, who creates it, who reviews it, and where it will be used. NIBS’s COBie V3 guidance expresses the principle plainly: “The general process for generating a COBie deliverable is to specify what data is wanted, when it is wanted, and who will deliver and review it.”

Early definition prevents a common failure: asking a contractor to reconstruct months of asset information at practical completion. By then, product substitutions, serial numbers, test results, and warranty documents may be scattered across correspondence and spreadsheets. Requirements agreed at the start can be captured when the information is created.

Define the asset scope and required fields

Do not begin by exporting every object in the authoring model. Establish the operational asset scope first. COBie is intended for maintainable assets that the owner expects to manage in an operations and maintenance system. A decorative object, temporary construction element, or non-maintainable model component may not belong in the operational asset register.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build an asset-scope decision

  • Include: equipment and components that receive planned or reactive maintenance, require inspection, have a warranty, consume replacement parts, or are subject to operational or compliance records.
  • Relate: each asset to the space, system, zone, or parent equipment that a technician needs to understand its context.
  • Exclude deliberately: objects that have no operational record or maintenance consequence, documenting the exclusion rule so it is not mistaken for missing data.

Choose fields by use case

A useful minimum varies by facility and receiving system. Fields often include an asset identifier, name, type, manufacturer, model, serial number, location, system relationship, installation date, warranty information, expected service life, maintainable attributes, replacement parts, and links or references to O&M, commissioning, and as-built records. The owner’s system may also require classification codes, units, status values, and responsible organizations.

Specify allowed values and units. “Pump,” “CHW pump,” and “circulation pump” may describe the same equipment but produce unreliable searches if the receiving system expects one controlled term. Likewise, a capacity without a unit, or a date in an ambiguous format, cannot be safely used for filtering or maintenance planning.

Assign responsibility across the project

Operational information is produced by many parties. NIBS identifies architects, engineers, contractors, suppliers, tradespeople, commissioning agents, and the facility owner as potential contributors. The handover plan should name the contributor and reviewer for each information set, rather than assigning all responsibility to the final contractor.

Contributor Information commonly created or confirmed Review point
Architects and engineers Spatial, system, specification, and design-intent information Design reviews and coordinated information exchanges
Contractor and trades Installed locations, asset identifiers, substitutions, installation records, and trade-specific details Construction progress and installation verification
Suppliers Manufacturer, model, serial, technical attributes, warranty, and product documentation Procurement, delivery, and asset registration
Commissioning agent Test results, settings, functional performance, and commissioning records Commissioning completion and acceptance
Owner or operator Operational requirements, acceptance criteria, classifications, and receiving-system rules Requirements definition and final acceptance

Make the assignment explicit in the project information requirements, responsibility matrix, or equivalent contract documents. A named reviewer should check each delivery for completeness and conformance while the author still has access to the source information.

Set staged delivery milestones

Information should mature with the project. NIBS guidance describes COBie delivery at project milestones ending in full handover. The exact milestones depend on the contract, but a workable sequence distinguishes proposed information from installed and accepted information.

  1. Requirements and planning: agree the asset scope, fields, classifications, units, exchange format, receiving system, and acceptance tests.
  2. Design: identify spaces, systems, and proposed maintainable assets. Mark values that are design assumptions rather than confirmed installed data.
  3. Procurement: replace assumptions with selected manufacturer and model information, planned delivery details, and supplier documentation.
  4. Installation: capture installed location, asset tag, serial number, substitutions, and relationships as work proceeds.
  5. Commissioning: add test results, settings, functional performance evidence, and records required for operation.
  6. Handover: submit the complete operational information set, resolve validation issues, and load the accepted records into the owner’s systems.
  7. Operations: update the information when assets are maintained, modified, replaced, or removed.

At each milestone, identify which values are mandatory, which may remain provisional, and what evidence is required to change a value to accepted. This prevents a preliminary design schedule from being mistaken for an as-installed asset register.

Agree the exchange format and receiving system

COBie is a process and data format, not a guarantee that one file will import cleanly into every CAFM platform. Confirm the receiving system’s import rules before production begins. The owner and implementation team should agree:

  • the file format and template version;
  • required sheets, tables, fields, classifications, and controlled values;
  • date, number, and unit conventions;
  • how asset identifiers are generated and kept unique;
  • how documents are named, stored, and referenced;
  • whether the import creates new records, updates existing records, or both;
  • how rejected records and corrections are returned to the project team.

NIBS identifies SpreadsheetML, JSON, and IFC templates for COBie exchanges. They offer different implementation paths rather than a universal ranking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Exchange option What it provides Decision question
SpreadsheetML A structured spreadsheet-based COBie exchange Can the owner’s review and import process enforce the required fields and values?
JSON A structured, machine-readable COBie exchange Can the receiving platform or integration service consume the required JSON structure?
IFC An open model-based exchange format identified in COBie templates Which IFC entities and property sets map reliably to the owner’s operational records?

Choose the option that matches the owner-required fields, interoperability needs, validation capability, receiving platform, and long-term maintenance responsibility. A format that can be exported but not mapped into the operational system is not a completed handover.

Validate information before acceptance

Validation should be defined before the first submission. Treat it as a set of repeatable checks, not a visual inspection of the 3D model.

Check completeness

  • Every in-scope maintainable asset has an identifier.
  • Mandatory fields are populated at the applicable milestone.
  • Required spaces, systems, products, equipment, and documents are present.
  • Commissioning and O&M records required for acceptance are referenced.

Check consistency

  • Asset identifiers are unique and consistent across the model, schedules, documents, and CAFM import.
  • Locations and system relationships point to existing records.
  • Manufacturer, model, serial, classification, and status values use the agreed conventions.
  • Units, dates, and decimal precision follow the receiving-system rules.

Check plausibility and evidence

  • Installed assets match procurement and site records.
  • Serial numbers and tags are supported by delivery or field-verification evidence.
  • Commissioning values are linked to the correct asset and test.
  • Document references resolve to the intended O&M, warranty, or as-built record.

Resolve failures with the person who created the information. Do not silently overwrite a value during import; that removes the audit trail and can propagate an error into maintenance planning.

A published case study describes using Revit and Dynamo for COBie validation and for generating O&M outputs. That demonstrates one possible workflow, not a universally best software choice. The essential requirement is that the checks are repeatable, documented, and connected to the owner’s acceptance rules.

Transfer accepted information into operations

Handover is complete only when accepted information reaches the system used by the facilities team. The transfer should be tested in a controlled environment or staging area before production records are changed.

  1. Prepare the import: freeze the accepted submission version, confirm the template, and preserve the source package and validation report.
  2. Map fields: match each exchange field to the CAFM or asset-management field, including classifications, units, statuses, and relationships.
  3. Load a sample: import a representative set covering different asset types, spaces, systems, documents, and edge cases.
  4. Verify results: check identifiers, searchability, locations, system hierarchy, attachments, and planned-maintenance attributes in the receiving system.
  5. Correct and reload: return mapping or source-data errors to the responsible contributor, then repeat validation.
  6. Approve production: record who accepted the import, which version was loaded, and how later corrections will be controlled.

Include facilities staff in the verification. A technically valid file can still fail an operational test if a technician cannot find an asset by the tag used on site, open its documentation, or create the expected work order.

Continue information management after handover

The operational information model is not a frozen closeout archive. ISO 19650-3 addresses information management during an asset’s operational life, including exchanges between the owner or operator and contractors or works teams who maintain, repair, or monitor the asset. ISO project leader David Churcher described its focus on 26 August 2020 as “the process for managing information between the asset owner/operator and any of the contractors/works teams who maintain, repair, monitor the asset.”

Apply the same discipline to operational changes:

  • register a new asset before it enters service;
  • update location, status, and parent-system relationships when equipment moves;
  • attach service, inspection, test, and warranty records to the correct asset;
  • retire or replace the old record without destroying its history;
  • repeat validation after significant work or a system migration;
  • assign an information owner responsible for ongoing quality.

UK BIM Framework guidance describes incorporating information delivered through the process into existing information systems. In practice, that means the CAFM or asset-management database, document repository, and operational information model must have a controlled relationship. Decide which system is authoritative for each field and how updates are synchronized.

How to choose between implementation approaches

There is no evidence here for a universal “best” software package. Compare candidate workflows against the owner’s operating context:

  • Field and asset fit: does the approach capture the assets and attributes the facilities team actually uses?
  • Interoperability: can it produce an accepted SpreadsheetML, JSON, IFC, or other agreed exchange without losing required values?
  • Validation: can the team detect missing, duplicate, invalid, and contradictory records before acceptance?
  • Receiving-system integration: can the output populate or update the CAFM or asset-management platform?
  • Operational ownership: who maintains the information after the project team leaves?
  • Traceability: can the owner identify the source, approval status, and revision of each important value?

A model-authoring workflow may suit projects that already maintain disciplined object data. A schedule-first workflow may be more practical where the receiving platform needs tabular records and the model contains little operational information. An integration service may reduce manual imports but adds mapping and governance work. The correct choice is the one that passes the owner’s information and acceptance tests.

Common failure modes and recovery actions

The handover is treated as a closeout spreadsheet

Symptom: asset records arrive late, with missing serial numbers, documents, and commissioning evidence.

Recovery: move requirements and review dates into earlier design, procurement, installation, and commissioning milestones. Assign each missing field to the party that created or can verify it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The model is detailed but the asset register is unusable

Symptom: geometry is present, but technicians cannot search by site tag or find maintenance-critical attributes.

Recovery: define the operational identifier, mandatory fields, and location/system relationships independently of geometric detail, then validate them in the receiving system.

Every possible COBie field is required

Symptom: contributors enter inconsistent placeholders or spend effort on data with no operational use.

Recovery: reduce the scope to maintainable assets and fields tied to a documented decision, task, compliance need, or system requirement.

  • Validation checks cover completeness, uniqueness, relationships, formats, and evidence.
  • A sample import has been tested by facilities users.
  • Rejected records have a correction and resubmission route.
  • Post-handover updates, ownership, and repeat validation are defined.

Frequently asked questions

Is COBie the same as exporting a BIM model?

No. COBie combines a structured data exchange with a process for specifying, producing, reviewing, and delivering maintainable asset information. A model export may contain geometry without the operational records required by a CAFM or asset-management system.

What information should be included in a COBie handover?

Include the spaces, products, equipment, relationships, and documents that the owner expects to manage, plus the as-built, O&M, warranty, and commissioning information required by the agreed operational use cases. The exact fields should be selected by the owner and receiving system, not copied indiscriminately from a generic template.

Who is responsible for the data?

Responsibility is distributed. Designers, contractors, trades, suppliers, commissioning agents, and the owner may each create or confirm different values. The project should name the producer and reviewer for every required information set.

Can a CAFM system be populated directly from the BIM model?

Sometimes, but only after the owner agrees a compatible exchange and field mapping. The receiving platform must be tested for identifiers, relationships, units, documents, and update behavior. A visually correct model does not guarantee a usable import.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should all geometry be transferred to operations?

Not necessarily. Transfer the geometric and non-geometric information that supports the owner’s operational decisions and tasks. Retain additional design or construction information where the owner has a defined use, but do not confuse model richness with maintenance readiness.

How often should operational information be reviewed?

Review it whenever assets are installed, maintained, modified, replaced, or removed, and repeat broader validation after significant work or system changes. ISO 19650-3 treats information management as an operational-life process rather than a one-time handover event.
