The reliable way to track variation costs, idle resources, and other unproductive (“infructuous”) expenses is to establish a dated baseline, give every change or interruption a unique event ID, preserve contemporaneous evidence, classify each cost, and reconcile it to the forecast at every reporting period. This creates a defensible cost history without assuming that every recorded cost is recoverable under the contract.

“Infructuous expense” is not a uniform accounting or contract category. On a live project, use precise descriptions such as changed-work cost, waiting time, disruption, rework, standby, abortive work, or wasted material. Operational tracking answers what happened and what it cost; accounting policy determines how the cost is recorded; the contract and applicable law determine whether any amount can be claimed.

What you are trying to control

A variation is a change to the contracted scope, quantities, design, sequence, specification, or time requirements. An idle-resource event occurs when labor, plant, equipment, temporary works, or other capacity is unavailable for its planned productive task, either completely or partially. Related costs can arise from disruption, resequencing, rework, abortive procurement, extended site overheads, or coordination failures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These events overlap, but they are not interchangeable. A design change may create additional concrete work and also leave a crew waiting. A delayed delivery may cause equipment standby without any change to the permanent works. A quantity overrun may be an ordinary production variance rather than a contractual variation. Your registers should preserve those distinctions so management, accounting, and commercial teams are not forced to infer them later from a single total.

  • Operational record: the event, its timing, affected work, resources, and immediate response.
  • Cost record: actual expenditure, commitments, accruals, rates, and allocation.
  • Contract position: notice, authority, causation, valuation, entitlement, and approval.
  • Accounting position: whether the cost is incurred, attributable, allocable, capitalized, expensed, or excluded under the applicable reporting framework.

Keep these positions linked but separate. The existence of a cost entry does not prove entitlement, and a submitted claim is not an approved or paid amount.

Freeze a common baseline before comparing cost

Start with one controlled baseline date and revision. The approved scope or drawings, programme, budget or cost plan, and cost-code structure must describe the same design and time assumptions. Scottish Government project guidance specifically stresses that the cost plan should relate to the same design and programme versions; changes should be reflected across the relevant project documents.

Baseline contents

  • Approved drawings, specifications, scope statement, and revision numbers.
  • Accepted programme, activity IDs, calendars, logic, and planned dates.
  • Control budget or cost plan, including quantities, rates, allowances, and contingency.
  • Cost-code dictionary and rules for direct labor, plant, materials, subcontracts, overheads, and credits.
  • Assumptions about productivity, access, working hours, escalation, taxes, and temporary works.
  • Approval record showing who authorized the baseline and when.

Store the original baseline as read-only. When a change is approved, issue a new revision and retain the prior version. A comparison is meaningful only when the baseline, current forecast, and actual ledger can all be identified by date and revision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set up linked registers, not isolated spreadsheets

Use a variation or change register and an idle-resource/disruption register that connect to the cost ledger, programme activities, instructions, and evidence. A small project can run this in a controlled workbook; larger teams usually need a project-controls system that links cost, change, schedule, and documents. The tool is less important than a stable event ID and an audit trail.

Variation/change register

Field What to record
Event identity Unique ID, title, date raised, and responsible owner.
Authority and notice Instruction or notice reference, initiator, approving authority, dates notified, and contractual deadline.
Scope and baseline Reason, affected drawing/specification revision, baseline quantities, revised quantities, and schedule activities.
Valuation Estimate and calculation basis, rates, labor, materials, equipment, subcontract, rework, time-related overhead, credits, and exclusions.
Status Estimated, instructed, work started, submitted, under review, approved, rejected, agreed, paid, or closed.
Time and evidence Time impact, mitigation, evidence links, owner’s next action, and approval or payment reference.

Idle-resource/disruption register

Field What to record
Resource Crew, employee group, plant or equipment identifier, subcontractor, and location.
Period Date, start and finish time, duration, and full or partial idle status.
Planned versus actual Planned task, activity ID, expected output, actual condition, and work eventually performed.
Cause Observed reason, interface or instruction involved, and party controlling the condition recorded as an attributed fact rather than a conclusion.
Response Redeployment considered, mitigation attempted, alternative work, and why it was or was not feasible.
Cost Rate, rate source, productive versus idle hours, associated materials or supervision, linked variation or delay event, and proposed treatment.
Proof and disposition Daily report, timesheet, plant log, photograph, correspondence, claim status, approval status, and closure action.

Never overwrite an estimate when an actual is known. Append the revision, date, preparer, and explanation. This preserves the path from the first notification to the final agreed or rejected amount.

A practical event-to-forecast workflow

  1. Identify the event. Open an event as soon as a change, obstruction, waiting period, rework instruction, or unusual resource condition is observed. Give it an ID before costs become mixed with ordinary production.
  2. Record authority and status. Capture who instructed or communicated the condition, the relevant notice requirement, affected scope, and whether work has started. Under the US federal framework, FAR Subpart 43.2 addresses written change orders. A Philippine CIAP contract FAQ states: “The OWNER shall issue a written CHANGE ORDER to the Contractor to authorize changes or variations in the work whether or not it requires an adjustment in the Contract Price or Contract Time.” That wording is specific to the document and jurisdiction; do not treat it as a universal rule.
  3. Describe the baseline delta. State what the approved design, quantity, sequence, or access plan required and what is now different. Reference the exact revision and programme activity rather than writing “additional work” in a narrative field.
  4. Estimate before execution where feasible. Build quantities and rates for labor, materials, plant, subcontracting, rework, temporary works, supervision, and time-related site overheads. Label the result an estimate, not an incurred cost or entitlement.
  5. Log resource effects daily. For waiting labor or equipment, capture the planned task, actual availability, hours or days, partial utilization, location, cause, redeployment attempt, and rate source in the same reporting period.
  6. Attach contemporaneous evidence. Link instructions, daily reports, timesheets, plant logs, delivery records, invoices, quotations, photographs, meeting minutes, schedule updates, and correspondence to the event ID and cost code. Preserve the baseline and every calculation assumption.
  7. Post and reconcile. At period end, reconcile ledger actuals, commitments, accruals, approved changes, pending changes, and identified disruption. Check that each amount appears once and that cost and schedule impacts agree.
  8. Close deliberately. Close an event only when its scope, authority, cost and time status, evidence, forecast disposition, and next commercial action are clear. Feed recurring causes into design coordination, procurement, sequencing, and contingency planning.

Classify the cost before deciding what it means

For every event, show at least five components. This makes a valuation auditable and prevents a single “variation total” from hiding different rules.

Component Typical contents Control question
Direct changed-work cost Additional or altered labor, materials, plant, subcontract work, testing, and temporary works. What physical work or resource changed from the baseline?
Indirect or time-related project cost Extended supervision, site facilities, security, welfare, plant hire, and other period costs caused by additional time. What additional duration is evidenced, and is it already included elsewhere?
Consequential or disruption effect Lost productivity, resequencing, stacking of trades, access restrictions, standby, rework, and remobilization. What output or planned sequence was affected, and how was the effect measured?
Credits and deleted work Omitted quantities, canceled materials, avoided subcontract work, and released allowances. What baseline cost is removed, and what cost is genuinely avoided?
Separate financial effects Financing, escalation, tax, or currency effects where the contract and accounting policy require separate treatment. Is this a distinct, supported effect rather than a duplicate overhead or markup?

FAR Subpart 43.2 offers a useful change-order accounting model by identifying normally segregable direct costs such as nonrecurring engineering or obsolete/reperformed work, added distinct work such as a new subcontract, and recurring labor and material costs. It is a tracking model, not a rule for every contract.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prevent double counting

  • Do not charge the same idle period to both a delay event and a variation unless the records show separate resource impacts.
  • Do not add extended overhead to a direct-work estimate if the overhead is already embedded in the approved rate.
  • For deleted work, show the baseline allowance, revised quantity, valuation basis, and avoided cost; a deletion is not automatically equal to the original budget.
  • Separate a productivity loss from the direct cost of the extra work that caused it.
  • Keep credits visible instead of netting them silently into a gross total.

Keep four financial questions separate

Question Meaning
What was incurred? The actual resource or service cost recorded under the organization’s accounting policy.
What is attributable or allocable? The portion assigned to the contract under the applicable accounting framework and consistent allocation policy.
What is contractually recoverable? The amount the contract, notices, valuation rules, and evidence permit a party to claim.
What is approved or paid? The amount formally agreed, certified, invoiced, or processed.

These amounts can differ for a legitimate reason. An equipment lease may be incurred but not recoverable from the employer. A submitted variation may be contractually supportable but not yet approved. A cost may be recorded in project accounts while the applicable reporting standard excludes it from construction contract cost.

How to record idle labor and equipment

Measure the resource condition, not just the headline delay

Record whether the resource was fully idle, partially utilized, or working at reduced productivity. A crane waiting for a delivery while performing another lift has a different cost from a crane with no safe or authorized task. For labor, record crew composition and productive hours separately from attendance. For equipment, identify ownership or hire status, operator cost, fuel, standing hire, and any minimum rental commitment that actually applies.

Use a contemporaneous daily entry

A useful entry might state: “Event D-014; 12 June, 08:00–13:00; four carpenters at Level 3; planned formwork stopped after revised opening detail was issued; two hours redeployed to setting out, three hours waiting; site instruction SI-22; mitigation discussed at 09:15; timesheets and photograph attached.” This is more testable than “carpenters idle due to design.”

Apply a documented rate

State whether the rate comes from payroll, an approved labor schedule, an equipment hire invoice, an ownership-cost calculation, or a contract schedule. Identify what the rate includes and excludes. Do not apply a full composite rate to hours that already contain supervision, overhead, or profit elsewhere in the valuation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Investigate redeployment and mitigation

Record alternative work considered, access or safety constraints, transport requirements, and the decision maker. If a crew could have moved to another activity but did not, that fact may affect management action or contractual evaluation. It does not by itself establish responsibility or entitlement.

Estimate and value a variation transparently

Build the estimate from the baseline delta. Show quantity, unit, rate, extension, and source for each line. Add documented time effects and credits as separate lines.

Line Illustrative calculation Amount
Additional concrete 40 m³ × approved or substantiated rate of 180 7,200
Reinforcement 4,800 kg × rate of 1.65 7,920
Extra crew 160 labor-hours × loaded rate of 32 5,120
Plant and access Documented additional hire and access period 2,400
Credit for deleted formwork Baseline allowance less avoided cost (3,000)
Illustrative direct subtotal 19,640

The figures above are an illustration of presentation, not a market rate or a project valuation. A real submission should identify the contract pricing rule, labor and plant records, tax treatment, and whether time-related costs are valued separately. Keep the estimate, incurred actual, submitted claim, agreed adjustment, and paid amount in distinct fields.

Evidence, causation, and interfaces

Evidence should allow a reviewer who was not on site to reconstruct the event. Link the instruction to the affected drawing, the drawing to the programme activity, the activity to the daily record, and the daily record to the ledger entry. Use document dates and revision numbers, not just file names.

Record causation as an observed or attributed fact: “access unavailable after owner instruction,” “delivery missed by supplier,” or “crew held pending safety release.” Reserve conclusions such as “employer delay” or “contractor fault” for the person authorized to make that determination under the contract process.

Interfaces deserve special attention. FHWA guidance notes that concurrent contracts can create coordination and delay costs. Treat that as a reason to investigate sequencing, access, and responsibility—not as automatic proof of a claim. Compare contemporaneous programmes, instructions, possession records, and mitigation actions before assigning a time or cost effect.

Reconcile every reporting period

Period-close checklist

  • Compare the approved baseline, current design and programme revisions, and forecast dates.
  • Reconcile posted actuals to timesheets, invoices, plant logs, and subcontract applications.
  • List commitments and accruals not yet invoiced.
  • Update approved changes, pending changes, identified disruption, and credits.
  • Check that every idle entry has a duration, rate, cause, mitigation note, and evidence link.
  • Remove duplicate event IDs and explain any transfer between cost codes.
  • Update time impact and resource plans alongside money; a cost-only forecast hides the operational consequence.
  • Report gross exposure and confidence separately.

Use status and confidence fields

Status Meaning for management reporting
Identified Condition observed; scope or cost is not yet quantified.
Estimated Basis and assumptions documented; work may be pending.
Incurred Actual cost posted or supported by a valid accrual.
Submitted Notice or valuation issued under the contract process.
Under review Authority, valuation, causation, or evidence is being assessed.
Agreed or approved Formal adjustment recorded with reference and date.
Paid Amount processed; retain the payment reference.
Closed Scope, time, cost, evidence, and forecast treatment are complete.

A forecast should show at least the best current estimate, a conservative exposure where justified, and the confidence or unresolved issue behind each material item. Do not present a pending claim as committed revenue.

Contract and accounting rules vary by jurisdiction

Use external guidance as a framework, then read the governing contract, notice clauses, applicable law, and accounting standard for the project.

US federal change orders

FAR Subpart 43.2 describes written change orders and provides examples of segregable direct costs. Federal procedures, thresholds, and clauses do not automatically govern private, state, or non-US work.

Public-sector cost planning

Scottish Government guidance emphasizes alignment of design, programme, and cost-plan versions. NSW Government guidance describes variation cost as direct, indirect, and consequential components and discusses valuation of deleted work. These are useful control concepts, not universal entitlement rules.

Accounting treatment

The IAS 11 text hosted by EUR-Lex describes a variation as a customer instruction changing contract scope. It says a variation enters contract revenue only when customer approval is probable and the amount can be reliably measured. The same text lists depreciation of idle plant not used on a particular contract among costs excluded from construction contract costs. IAS 11 has been superseded in many reporting regimes, so verify the standard that applies to your financial statements before posting or capitalizing a cost.

Allowability in defence contracting

UK Ministry of Defence Allowable Costs guidance states that idle facilities or capacity costs are generally not allowable in its covered setting, subject to specified exceptions and separate-agreement requirements. That restricted rule illustrates why “idle” does not automatically mean allowable or recoverable elsewhere.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Agency-specific thresholds and forms

TxDOT material illustrates that change thresholds and approval routes can be agency- and contract-specific. Do not import another owner’s threshold, form, or notice period into a different project. Confirm the live contract and current local rules with the project’s commercial and legal advisers.

Common failures and how to correct them

  • One spreadsheet total for every change: split direct, time-related, disruption, credits, and separate financial effects.
  • Retrospective reconstruction months later: require a daily event ID and evidence link while the condition is visible.
  • Overwriting the original estimate: append dated revisions so the approval path remains auditable.
  • Calling all waiting time “idle cost”: record partial productivity, alternative work, and the actual resource condition.
  • Mixing claim and accounting language: maintain separate fields for incurred, allocable, recoverable, approved, and paid.
  • Ignoring deleted work: show the baseline allowance, revised quantity, and avoided cost as a visible credit.
  • Charging the same overhead twice: inspect composite rates and time-related additions before period close.
  • Assuming a notice is proof of entitlement: verify authority, causation, valuation, mitigation, and contract compliance.
  • Closing the event when the work is finished: keep it open until cost, time, evidence, and forecast disposition are resolved.

A workable governance routine

Daily

  • Site supervisors identify new events and update resource waiting or disruption entries.
  • Commercial staff check instructions, notices, and affected activities.
  • Project accountants verify cost codes, timesheets, invoices, and accrual support.

Weekly

  • Hold an event review with project, planning, commercial, and finance representatives.
  • Compare event logs with the latest programme and three-week or look-ahead plan.
  • Decide which items need a notice, revised estimate, mitigation action, or owner decision.

Monthly

  • Reconcile registers to the general ledger, commitments, forecast-to-complete, and cash projection.
  • Present gross exposure, approved value, unresolved value, and confidence by cost category.
  • Review recurring causes and assign preventive actions in procurement, design coordination, or sequencing.

A numbered paper daily log can be a useful field aid where electronic access is unreliable, provided pages are dated, signed, indexed to event IDs, and entered into the approved system. It is a recordkeeping aid, not a substitute for the project’s contract, accounting policy, or document-control process.

Compare event types before choosing a response

Event type Primary test Records to emphasize
Approved variation Was the change authorized and valued under the contract? Instruction, revised scope, quantities, rates, approval, and time impact.
Pending change Is authority or valuation still unresolved? Notice, assumptions, estimate revisions, correspondence, and exposure range.
Idle-cost entry Was a resource unavailable or underused, for how long, and why? Timesheet or plant log, planned task, actual utilization, rate, mitigation, and cause.
Disruption claim Can the loss of planned productivity be demonstrated and separated from ordinary inefficiency? Baseline productivity, contemporaneous records, sequence comparison, resource data, and mitigation.
Ordinary overrun Is the cost within the contractor’s original scope and risk allocation? Production records, estimate-at-completion analysis, and internal corrective action.

For each category, compare authority and notice compliance, causation evidence, valuation basis, direct versus indirect treatment, schedule effect, mitigation, accounting attribution, recoverability, and status. Do not infer entitlement merely because an amount appears in the ledger.

Final control principle

A defensible record is a chain: dated baseline, authorized or observed event, changed scope or resource condition, contemporaneous evidence, transparent valuation, separate accounting and contract status, and a reconciled forecast. Apply that chain consistently to variations, waiting labor, idle plant, rework, disruption, and deleted work. Then the project team can manage exposure early while leaving the final recovery and financial-reporting decisions to the governing contract, applicable law, and accounting framework.
