Track every social value promise as a contract deliverable, not as a goodwill statement. At award, copy the accepted commitment into a register, define its output and numeric target, assign an owner, set dates and reporting intervals, specify acceptable evidence, and name the escalation route. During construction, compare recorded actuals with that baseline at agreed reviews. At handover, mark each commitment delivered, partly delivered, missed or still due, with an evidence trail supporting the status.
This approach works for employment, training, local procurement, community activity, environmental benefits and other social value outcomes. The exact obligations come from the client’s contract and procurement policy. UK Cabinet Office thresholds discussed below apply to specified central-government procurements; they are not universal rules for every public, private, devolved or international construction project.

What social value tracking means on a construction project
Social value tracking is the controlled process of checking whether the benefits promised during procurement are actually delivered during the contract. A promise such as “support local employment” is not trackable until the project defines what support means, who is eligible, where the benefit must occur, how much is required, by when, and what evidence proves it.

- Valued Carpenter Pencil Set: You will get 2 pcs solid carpenter pencils with 26 piece 2.8 mm refills, 1 replaceable sharpener, 1 plastic storage box.The complete carpenter pencils combination allows you to finish your work faster and more easily
- Deep Hole Marker Pencil: The deep-hole construction pencils adopts 45mm elongated tip design, which is more convenient to mark in the small hole or in other tight areas that other carpenter markers cannot reach
- Carpenter Pencils with Sharpener: The sharpener is screwed into the top of the work pencil, which won't get lost either. Built-in pencil sharpener that keep the lead with pointed and smooth to Improves line of sight in fine work
- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
- What was promised? Quote or accurately summarise the tender response and identify the contract clause, schedule or submission where it appears.
- What counts as delivery? State the deliverable, outcome, unit of measure and counting rules.
- Who is responsible? Name the contractor-side delivery owner and the client-side reviewer.
- When and how will it be checked? Set milestones, reporting cadence, evidence requirements and an escalation route.
- What happened? Record actual results, variances, decisions and final status.
Cabinet Office guidance describes standard reporting metrics as the means of recording and monitoring supplier commitments under a contract. It also expects processes for gathering and monitoring performance, governance, escalation, feedback and improvement. A spreadsheet can provide those controls on a small project; a contract-management system or specialist platform may be justified when the number of commitments, suppliers or projects makes manual control unreliable.
Start at award: transfer promises into the contract
The most common tracking failure occurs before mobilisation. A social value response is scored in the tender, but the accepted wording never reaches the operative contract documents. The project team then has no agreed baseline against which to assess delivery.
Create an award commitment register
Create the register as soon as the contract is awarded and reconcile it to the final tender submission. Keep the original wording, rather than replacing a specific promise with a broad theme. Add the contract reference so a reviewer can trace each row to an enforceable document.
| Register field | What to record | Why it matters |
|---|---|---|
| Commitment ID and contract reference | Unique ID plus clause, schedule, KPI or performance-indicator reference | Connects the operational record to the legal baseline |
| Theme and intended outcome | For example, apprenticeships, local spend, community engagement or carbon reduction | Explains the benefit without changing the promise |
| Deliverable | The activity or result that must be produced | Prevents vague status updates |
| Target and unit | Number, hours, pounds, percentage, people, events or another agreed unit | Makes performance calculable |
| Population and geography | Eligibility rules, postcode area, priority group or project boundary where relevant | Stops activity being counted outside the agreed scope |
| Start, milestone and due dates | Dates or periods tied to the programme | Reveals slippage before the final month |
| Delivery owner | Named contractor individual or role | Creates accountability for action |
| Review owner | Named client contract manager or delegated reviewer | Separates delivery from assurance |
| Reporting cadence | Monthly, quarterly, milestone-based or another contract-agreed interval | Sets a predictable control cycle |
| Evidence source | Records that demonstrate progress or completion | Allows a result to be audited |
| Dependencies and escalation | Approvals, community partners, recruitment constraints and the person or forum that decides unresolved issues | Turns problems into managed actions |
This register is an operational control, not a form prescribed by Cabinet Office guidance. Its purpose is to implement the guidance’s requirement for specific, measurable, time-bound commitments and a timed project plan.
Check the contract hierarchy
Confirm whether the promise is expressed as a contract term, KPI, performance indicator, schedule obligation, method statement or another incorporated document. If the awarded wording and the proposed KPI differ, resolve the difference in writing before site activity starts. Do not silently weaken a scored promise by changing its definition in a progress meeting.
Define a KPI that can be counted
An indicator should combine a deliverable with a numeric element. The number may measure an output, an outcome or a defined activity, but the contract must make clear which one it is. “We will engage with schools” is an activity intention. “Deliver six careers sessions for pupils at schools within the agreed project area by 30 June 2027, with attendance recorded” is a measurable commitment.

Use a standard metric when it fits
Cabinet Office guidance says to use an applicable Standard Reporting Metric where appropriate, or agree another suitable metric with the supplier when no standard measure fits. Select the metric before work starts. Record the definition, inclusion and exclusion rules, unit, data source and calculation method in the register.

A training-hours measure cannot, by itself, prove that a qualification was achieved. Conversely, a complicated outcome measure may be disproportionate for a small, one-off community event. The agreed measure should be suitable and proportionate to the promise.
Examples of measurable definitions
| Commitment type | Trackable definition | Possible evidence |
|---|---|---|
| Apprenticeships | Employ two new apprentices meeting the contract’s eligibility criteria, each completing at least the agreed number of paid hours by the stated date | Redacted payroll or workforce report, apprenticeship-start confirmation and completion record, subject to agreed privacy controls |
| Work experience | Provide four placements of at least five working days for eligible local participants during the construction phase | Dated placement schedule, attendance record and participant or host confirmation |
| Local procurement | Spend the agreed amount with qualifying suppliers located within the defined geography during the reporting period | Supplier list, invoices or approved spend report with the qualification test documented |
| Community engagement | Hold three accessible information sessions before specified programme milestones and respond to recorded questions within the agreed time | Event notices, attendance or reach data, agenda, questions log and response record |
| Environmental benefit | Deliver the specified tonnes of material reuse or the agreed percentage reduction against the contract baseline by completion | Weight tickets, transfer notes, baseline calculation and approved environmental report |
The examples illustrate how to write a measure; they do not impose a universal evidence type. The client and supplier should agree what is reasonable for the particular commitment, data sensitivity and contract.
Assign governance, owners and escalation
Every row needs two accountable roles. The contractor-side owner arranges delivery and supplies evidence. The client-side contract manager checks whether the evidence supports the reported result and applies the contract’s governance process. A social value lead can coordinate several workstreams, but coordination does not remove the named owner for each commitment.
Set the review rhythm
Match the cadence to the risk and delivery window. A commitment that must be achieved before a planning milestone needs an earlier checkpoint than a benefit measured only at completion. State the cadence in the contract or agreed project plan and keep it stable unless both parties approve a change.

- Milestone review: test whether a time-critical commitment is on course before the opportunity closes.
- Exception review: convene when a target is at risk, evidence is missing or an assumption has changed.
- Completion review: reconcile all commitments to final evidence and approved decisions.
Define an escalation route
Write down who receives an overdue action, how quickly it must be acknowledged and which forum can approve corrective action. Escalation may run from the delivery owner to the project manager, contract manager, senior responsible owner and, where necessary, the contract’s formal remedies process. The route must distinguish a late report from a likely failure to deliver so that management attention is proportionate.

Collect evidence without creating a paperwork burden
Evidence should be sufficient to show what happened, when, for whom and how it was counted. It should be gathered as part of normal project controls rather than reconstructed at the end.
Specify the evidence pack
For each KPI, state the source record, required fields, submission date, approver and retention location. Depending on the commitment, useful records may include dated activity logs, attendance or completion records, workforce reports, supplier confirmations, invoices, purchase-ledger extracts, photographs of an agreed activity, survey results or other contract-agreed material. These are examples, not a mandatory list for every measure.
- Use a consistent file name containing the commitment ID, reporting period and document date.
- Keep the calculation sheet with the source records, not just the final percentage.
- Record who prepared and checked the evidence.
- Redact personal data and restrict access where workforce or participant information is involved.
- Preserve the original record when a correction is made; explain the correction in a dated version history.
Test evidence quality
At each review, ask whether the record is attributable, contemporaneous, complete, relevant to the defined population and reproducible from the stated calculation. A photograph may show that an event occurred, but it may not establish attendance or eligibility. A spend total may show value, but not that each supplier met the contract’s local definition. Request supplementary evidence or record the limitation rather than overstating delivery.

The following cycle turns the register into an active control rather than a static spreadsheet.
- Freeze the baseline. Confirm the current target, definition, dates and contract reference. Any approved change must be linked to a dated decision.
- Request the period return. Give the supplier a standard template showing the commitment ID, target for the period, actual result, cumulative result, forecast, explanation and evidence links or file names.
- Validate the numbers. Check units, eligibility, geography, duplicate counting, dates and arithmetic. Reconcile totals to underlying records.
- Update status. Use a controlled status such as on track, at risk, overdue evidence, variance agreed, delivered or not delivered. Define the status rules so different reviewers apply them consistently.
- Record variance and cause. Note the gap against target, the reason, affected milestone, owner and proposed corrective action.
- Escalate exceptions. Send unresolved risks through the named governance route and record the decision, decision-maker and due date.
- Approve and retain. The reviewer signs off the period record, stores evidence in the agreed location and carries open actions into the next review.
Keep both period and cumulative views. A project can be behind one month but still forecast to meet its final target, or appear on track cumulatively while missing a deadline that cannot be recovered. The register should show both facts.
Manage slippage, changed assumptions and partial delivery
Escalate early
Do not wait for completion to disclose a shortfall. If recruitment, supply-chain availability, planning consent, community access or another dependency threatens a commitment, log the risk when it becomes visible. State the original target, the new forecast, the cause, options considered and the decision required.

Change the baseline only by agreement
A revised target, date or counting rule should be approved through the contract’s change-control process. Keep the original commitment, the reason for change, the approving authority and effective date. Never overwrite the baseline, because doing so removes the evidence needed to assess the promise that was scored or agreed.

Distinguish activity from outcome
Record what the contract defines. If the KPI is the number of training sessions, a completed session may count even if a participant does not obtain a job. If the KPI is sustained employment, a session is only an input and cannot be reported as the outcome. Where a commitment contains both stages, track each stage separately.
Classify the final result
At close-out, classify each commitment as delivered, partly delivered, missed or still due under an approved extension. Give the factual basis for the classification, including actual quantity, date, evidence and any accepted variation. These categories are practical close-out controls; the governing contract may use different terms or remedies.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Report accurately to the client and stakeholders
A useful report lets a reader move from the headline to the evidence without guessing. Include a summary by theme, a commitment-level schedule, period and cumulative actuals, forecast at completion, variances, open actions, decisions and links or references to the evidence store.
Separate outputs, outcomes and narrative context. A case study can explain why an apprenticeship mattered, but it should not replace the numeric KPI return. Likewise, a high spend figure should not be labelled local value unless the supplier qualification and geography match the contract definition.
Report negative information plainly. Missing evidence, a missed milestone or a partial result is more useful when identified early, with an owner and corrective action, than when hidden behind an overall percentage.

What the current UK policy numbers mean
Two Cabinet Office policy notes are relevant but have different scopes and functions. Confirm the client, procurement route, contract value, edition and jurisdiction before applying any threshold.
| Policy point | Published context | What it means for tracking |
|---|---|---|
| At least 10% of the total score, or an equivalent measurement, for social value | PPN 002, Cabinet Office, 2025, for the central-government procurements within that note’s scope | This is an award-stage evaluation weighting or equivalent, not a delivery KPI. The accepted commitments still need contract terms, metrics and evidence. |
| At least one social value KPI for contracts valued at £5 million or more | PPN 026, Cabinet Office, version updated 5 August 2026, for the central-government organisations and contracts covered by the note | At least one KPI must be included in the stated scope. The KPI still requires a definition, target, owner, evidence and review process. |
| Minimum 10% weighting or equivalent for contracts estimated at £1 million and above but under £5 million | PPN 026’s tiered policy in the stated central-government scope | Check the current note and the procurement documents; do not treat the threshold as a rule for every construction client. |
| Minimum 20% weighting or equivalent for contracts estimated at £5 million or above | PPN 026’s tiered policy in the stated central-government scope | This concerns procurement evaluation. It does not specify a universal percentage of site activity or evidence. |
These figures do not replace the contract. Local authorities, devolved administrations, private clients and international projects may follow different policies, and a project may have additional planning or funding requirements. Use the policy and contract applicable to the procuring organisation.
Choose a tracking method that fits the project
The method matters less than whether it controls the required information. Compare options against the same practical criteria: fit with contract deliverables and metrics, evidence attachment and audit trail, ownership and escalation workflow, reporting and roll-up, number of commitments and projects, supplier access, and setup and administration burden.

| Method | Strengths | Limitations and suitable use |
|---|---|---|
| Controlled spreadsheet | Fast to set up, flexible and inexpensive; works for a small number of commitments with disciplined version control | Weak permissions, notifications, evidence linking and cross-project roll-up unless carefully designed; suitable for a simple project with one reporting team |
| Existing contract-management system | Can connect commitments to clauses, actions, approvals, document retention and supplier workflows already used by the client | May require configuration, user training and reporting development; best where the organisation already operates the system |
| Specialist social value or monitoring platform | May provide structured metric libraries, supplier submission, dashboards, evidence storage and portfolio reporting | Adds subscription, implementation and data-governance decisions; justify it by scale and control needs rather than assuming specialist software is required |
National TOMs is a measurement framework used to structure social and local economic value reporting. A framework or platform can help standardise records, but the guidance does not prescribe a particular vendor or require dedicated software. Whichever method is chosen, retain an exportable contract-level record that can be read without proprietary dashboards.
Common failure modes and fixes
- Vague promise: “Support the community.” Fix: define the activity or outcome, population, geography, quantity, date and evidence.
- Promise lost at handover: the tender response sits in procurement files. Fix: copy the accepted wording and reference into the contract register and mobilisation plan.
- Number without a definition: “100 local hours” is reported differently by the supplier and client. Fix: define whose hours count, where they occur, whether training time is included and how duplicates are handled.
- Evidence requested only at completion: records are missing or cannot be recreated. Fix: specify period returns, owners and retention at mobilisation.
- Activity reported as outcome: an event is counted as a job or qualification. Fix: track each stage and report only what the KPI defines.
- Unapproved baseline change: the target is quietly reduced after a problem. Fix: preserve the original, document the cause and use formal change control.
- Dashboard without audit trail: a green status has no underlying record. Fix: require evidence references, calculations, reviewer and date for every reported result.
- Policy copied across jurisdictions: a central-government threshold is applied to a private project. Fix: verify the client’s current policy, contract and jurisdiction first.
Worked example: tracking a local training commitment
Suppose the accepted tender commits to “provide construction training opportunities for local residents.” The phrase is not yet a KPI. During mobilisation, the parties agree the following contract deliverable: provide six paid placements for eligible residents of the defined project area, each lasting at least five working days, between site start and practical completion. The commitment has a named contractor owner, a client reviewer, monthly reporting and a final deadline.
- The register records the exact wording, contract reference, six-placement target, eligibility and geography rules, start and completion dates, and the evidence requirement.
- The metric definition states that a placement counts when the participant meets the eligibility test, attends at least five working days and has a dated completion record. A person cannot be counted twice for separate placements unless the contract expressly permits it.
- At mobilisation, the contractor submits a recruitment and placement plan, including dependencies such as referral partners, supervision and site induction.
- Each month, the return lists participant codes rather than unnecessary personal details, placement dates, attendance, cumulative total, forecast and evidence references.
- If only four placements are secured by the next-to-last milestone, the report shows a target of six, actual four, forecast, cause and corrective action. The issue is escalated to the named forum rather than hidden in narrative.
- At completion, the reviewer reconciles six placement records, checks the eligibility and attendance evidence, records the final status and retains the approval.
The same logic applies to local spend, apprenticeships, community events or environmental outputs: translate the promise into a defined deliverable, measure it consistently, review it during the work and preserve the evidence.
Quick Recap
