Before you move, read the latest construction notice or call the contractor’s field representative, project inspector, municipality or project hotline. Confirm whether your driveway is open, which entrance or temporary route is approved, and whether a flagger, escort or scheduled access window controls the crossing. At the driveway, stop before the work-zone limit, follow every temporary sign, barrier, signal, STOP/GO board and flagger, and proceed only along the marked route. If the route crosses an excavation, fresh paving, an unprotected edge or an equipment path, wait for the crew to provide an approved alternative.
Confirm the access arrangement before you start the engine
Driveway access changes as paving, drainage, utility and traffic-control stages move. A driveway that was open yesterday may be closed today, while a second entrance may remain available. Treat the current project notice and the project representative’s instructions as the source of truth, not the apparent width of a gap in cones.

- Read the latest notice. Look for closure dates, working hours, contact numbers, one-way arrangements and instructions for residents.
- Call before moving if anything is unclear. Ask the field representative, inspector, municipality or emergency contact whether the driveway is open at that moment.
- Identify the approved entrance. If the property has two entrances, ask which one is permitted; a project may keep one open while restricting the other.
- Ask how the crossing is controlled. Confirm whether you must wait for a flagger, escort, signal phase or a specific access window.
- Plan for delay. Keep the project and emergency contact numbers available, and allow time for a crew to stop equipment and release a vehicle safely.
Do not rely on an informal promise from a passing worker if the project has a designated contact. The person coordinating traffic control can confirm the route and communicate a change to the crew.

| Question | Why it matters |
|---|---|
| Is the driveway open now? | Work stages can close an entrance temporarily even when the overall project notice says access is maintained. |
| Which entrance should I use? | One of two entrances may remain open while the other is excavated or used by construction traffic. |
| Is movement one-way? | A temporary route may allow entry but not exit, or may release vehicles only in alternating directions. |
| Do I need a flagger, escort or time window? | Controlled releases prevent vehicles from meeting machinery, haul trucks or opposing traffic in a narrow passage. |
| Can emergency or mobility vehicles use it? | A route that fits a passenger car may not provide the width, surface or turning space required by an ambulance or mobility device. |
Know which traffic-control instruction governs your movement
Temporary signs, drums, cones, barriers, portable signals, STOP/GO boards and flaggers form one traffic-control system. Follow the device or person controlling your approach, and stop whenever the instruction is not clear.

Signs, signals and STOP/GO boards
A red signal means wait. Proceed on green only when the route ahead is open and no worker or flagger is holding you. A STOP board requires a complete stop; a GO or SLOW instruction authorizes movement only through the controlled opening. Temporary lane markings may not match the permanent road layout, so use the current markings and signs.
Flaggers
Stop where the flagger directs, make eye contact if possible, and wait for an unmistakable release. A flagger may hold you even when the driveway appears physically clear because equipment may be backing, another vehicle may be approaching, or the crew may be changing the route. Never pressure a flagger to shorten the stop.
Conflicting instructions
If a flagger, portable signal or sign appears to conflict, stop before entering the work area. Do not choose the instruction that seems more convenient. Ask the flagger or project representative which control is active; the crew can resolve a misaligned device before you move.
Convoys and escorts
Some restricted sections use an escort or convoy vehicle. Wait for the escort and remain in the controlled line. UK Department for Transport guidance says drivers should not follow works vehicles into the site and, on single-carriageway roads, must not overtake the convoy vehicle. A work vehicle entering an opening is not an invitation for a resident to follow.

Safe procedure at the driveway mouth
- Stop before the work-zone limit. Do not stop in a travel lane, on a crossing or beside an excavation. Leave space for workers and equipment.
- Scan in every direction. Check for workers, backing plant, haul trucks, pedestrians, cyclists, temporary lane lines and vehicles leaving the site.
- Read the active control. Follow the current sign, signal, STOP/GO board or flagger. If no clear release is given, remain stopped.
- Check the surface and edges. Confirm that the marked route is firm, wide enough for your vehicle and separated from trenches, soft shoulders, drops and machinery paths.
- Enter or exit slowly. Stay inside the marked channel, keep a safe gap from barriers and be ready to stop immediately.
- Clear the crossing completely. Do not pause halfway through a narrow route or block a pedestrian path, lane or equipment access.
- Follow the project’s exit direction. A temporary route may require a particular turn or one-way movement; do not make a turn that takes you across a closed lane.
Use extra caution at night, in rain or when dust obscures signs. If you cannot see the flagger, surface or edge of the route clearly, stop and request assistance rather than edging forward.
Situations in which you must not proceed
Open trenches and excavations
An open trench, unprotected excavation or exposed edge is not a driveway. Do not drive around a barrier or use a narrow shoulder to get past it. Wait for a protected, approved crossing.
Fresh concrete, asphalt or unstable ground
Fresh paving can be damaged by a vehicle and may not support its weight. Soft shoulders, uncompacted fill and wet subgrade can pull a vehicle toward an excavation or leave it stuck. A surface that looks level is not proof that it has been released for public traffic.
Steel plates and temporary bridges
Cross a steel plate or temporary bridge only when the project has marked and authorized it for public use. An unmarked plate may be unsecured, uneven, too steep or unsuitable for the vehicle’s weight.

Equipment lanes and site entrances
A gap in cones may be a work-vehicle entrance, not a resident route. Keep clear of reversing trucks, loaders, rollers and delivery vehicles. The UK Department for Transport specifically warns drivers not to follow works vehicles into the site and to watch for vehicles leaving it.
Instructions to wait
If a worker or flagger tells you to wait, wait even when the driveway looks open. The crew may be protecting a hidden operation, a change in traffic stage or a pedestrian movement outside your line of sight.
What to do when construction blocks your driveway
Do not remove a barricade, move cones, drive around a closure sign or enter the work area to negotiate with an equipment operator. Contact the project’s field representative, hotline or road authority and request the approved temporary route or the next authorized access time.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsAsk for a defined temporary route
Construction specifications commonly require the contractor to keep a driveway open or provide an engineer-approved temporary location, with coordination before each stage. Illinois Department of Transportation project language states: “The Contractor shall keep driveways open to traffic by keeping at least half of the width of said driveway open or by providing access at a temporary location, as approved by the Engineer.” That requirement does not authorize a resident to select an unapproved crossing; the project must identify the usable route.

When the route changes during the day
Ask the representative to confirm the change with the crew controlling the entrance. Clarify the hours of access, the direction of travel and whether you must call ahead. If the approved route is temporarily unavailable, wait off the live roadway and request a release rather than creating a second entrance through the barriers.
Emergency access
Tell the project immediately if a medical, fire or other emergency requires access. Toronto’s construction-notice model states that access for emergency vehicles will be maintained at all times. Residents should still call emergency services first and follow the dispatcher’s and crew’s directions; do not attempt to clear a barricade yourself.
How to compare two temporary access options
When a project offers more than one entrance or temporary crossing, compare the options with the project representative rather than choosing based only on distance.
| Comparison point | Safer arrangement | Warning signs |
|---|---|---|
| Separation | Physically separated from live traffic, excavations and machinery by barriers or a clearly defined channel. | Route shares an equipment lane, has an open edge or relies on a gap in cones. |
| Control | Flagger, signal or escort visibly controls each release. | No person or device can confirm when opposing traffic or equipment has stopped. |
| Vehicle suitability | Width, turning space and surface support the vehicle, including emergency vehicles where required. | Sharp ramps, narrow plates, soft shoulders or a route that cannot accommodate a larger vehicle. |
| Pedestrian and mobility access | Signed, unobstructed route separated from moving vehicles and compliant with accessibility requirements. | People must walk in the live lane, through mud or around barriers. |
| Availability | Clear hours or construction stages when the entrance is open. | Access depends on guessing when machinery will pause. |
Protect pedestrians, children, pets and mobility-device users
Keep children and pets away from the work edge, stockpiles and equipment path. Do not let a pedestrian walk beside your vehicle through a constrained opening.

Use only the signed temporary pedestrian route. Caltrans Section 12, published in September 2026, requires a nearby route off the traveled way when construction closes an existing pedestrian route and requires that route to remain clean, unobstructed and ADA-compliant. If the route is blocked, muddy, too narrow or inaccessible, report it to the project representative instead of entering the live lane.
Before crossing with a wheelchair, walker, stroller or other mobility device, confirm the temporary route’s width, surface, grade and separation. A route suitable for a small car is not automatically suitable for a mobility device.
Responsibility for traffic-control devices
Cones, drums, barriers, signs, signals and pedestrian channels are installed and changed under the project’s traffic-control plan. Residents must not place, move, rotate or remove them. A warning triangle, mirror, high-visibility vest or extra vehicle lights cannot authorize entry or replace a project-controlled device.
Recommended Free Tools
Report a displaced sign, missing barrier, blocked sidewalk or confusing signal to the project contact or road authority. Give the exact address, entrance, time and direction of travel so the crew can correct the condition without requiring you to enter the work area.
Official guidance behind these practices
The rules are consistent across the guidance used by road agencies, although the exact access arrangement remains project-specific.
- The UK Department for Transport guidance, updated 5 December 2023, warns drivers not to follow works vehicles into the site, to watch for vehicles leaving the site and not to overtake a convoy on a single-carriageway road.
- The Federal Highway Administration’s Temporary Traffic Control Devices Rule was published on 1 November 2024 and provides the national framework for temporary traffic-control devices.
- Virginia’s Work Area Protection Manual version 11.0 was adopted in January 2026.
- Caltrans Section 12, published in September 2026, addresses maintaining a nearby, clean, unobstructed and accessible pedestrian route when construction closes an existing one.
- Toronto’s construction-notice model explains that residents are notified of temporary driveway restrictions, emergency access is maintained and, where two entrances exist, one may remain open.
These documents describe traffic control and access obligations; they do not give a resident permission to cross a particular trench, plate or lane. The project’s signed route and current instructions determine whether you may move.
Quick Recap
Common mistakes and the safer response
| Mistake | Safer response |
|---|---|
| Assuming a visible gap in cones is an entrance | Stop and confirm that the opening is an authorized public route. |
| Following a dump truck or roller through a restricted opening | Wait for the resident release, flagger or escort; work vehicles may be entering a site-only path. |
| Choosing a different entrance without checking | Ask which entrance is open and whether its traffic direction has changed. |
| Driving over fresh paving or an unmarked plate | Wait for the project to authorize and mark the surface. |
| Walking around a closed sidewalk | Use the signed temporary pedestrian route or report that it is inaccessible. |
| Moving a barrier to avoid a delay | Contact the project representative and request an approved access time or route. |
