How to Report Unsafe Road Conditions or Recurring Congestion to Local Officials

Use the agency that maintains the specific road, and match your reporting method to the urgency. Call 911 for a life-threatening emergency. For an unexpected obstruction or washout that could endanger motorists, follow the responsible agency’s urgent law-enforcement or emergency instructions. For non-emergency hazards, submit an official public-works, transportation-department, or 311 request with an exact location, clear description, and timing. Recurring congestion belongs with the local transportation or public-works agency, often through a traffic-study or traffic-safety review request.

Road ownership is the first routing decision. A state transportation department may maintain a numbered state route, while a city or county may maintain the street beside it. Boundaries can be complicated, so verify responsibility for the particular segment rather than assuming the agency whose name appears on a nearby sign will handle it.

Decide whether the situation is an emergency

Do not put an online maintenance form ahead of an immediate danger. A web queue may not be monitored continuously, and a routine request is not an emergency-dispatch system.

Call 911 for a life-threatening emergency

Use 911 when a crash, exposed live electrical equipment, a vehicle or person trapped in danger, or another condition requires immediate emergency response. Give the dispatcher the road, direction of travel, nearest cross street or address, and the hazard’s exact position if you can do so without delaying the call.

Report an unexpected roadway hazard immediately

A sudden landslide, washout, major debris field, collapsed pavement, or obstruction that may cause motorists to crash should be reported through the urgent channel specified by the responsible agency. The North Carolina Department of Transportation advises immediate notification of local law enforcement when a roadway unexpectedly becomes unsafe or a public-road obstruction may pose a hazard.

California’s transportation department illustrates the distinction in its customer guidance: its service-request form is not for highway emergencies and directs people to 911 or the California Highway Patrol. Other jurisdictions may use different emergency contacts, so follow the instructions published by the road owner.

Do not approach live traffic to document a hazard

Move to a safe location before calling or submitting a report. Take a photograph only if it can be made without standing in a travel lane, stopping dangerously, or distracting a driver. A clear description is more useful than an unsafe picture.

Identify who maintains the road

The correct agency depends on the road segment, not simply on the city where you live.

State routes and highways

State departments of transportation generally handle state routes and highways, including their pavement, signs, signals, shoulders, and roadside assets where the state has maintenance responsibility. Confirm that the route is actually state-maintained before filing.

City streets

Municipal public-works, transportation, or streets departments commonly handle local city roads. California’s Department of Transportation explicitly says, “We do not have jurisdiction over local city and county roads.” That means a state agency may redirect a pothole, signal, or drainage complaint to the city even when the road is busy or connects to a state route.

County roads

County public-works or transportation departments often maintain roads outside incorporated cities. A road can have a city mailing address while still being county-maintained, or it can pass through several jurisdictions with different responsibilities.

Use the agency’s own routing tools

Some agencies ask you to choose whether the issue is on a city, county, or state roadway. Iowa’s Department of Transportation uses that kind of selection and warns that city or county roads may require contact with the appropriate local agency. If you are unsure, check the road-owner map, maintenance page, or 311 directory for the jurisdiction where the hazard physically occurs.

Choose the reporting channel that fits the problem

Situation Road responsibility Best first channel What to provide
Life-threatening danger or active crash Any public road 911 Exact location, direction, immediate danger, injuries or blocked lanes
Sudden washout, slide, debris, or obstruction threatening motorists State, county, or city road Local law enforcement or the road owner’s urgent route, as instructed locally Hazard type, travel direction, lanes affected, location, time
Pothole, damaged sign, drainage problem, or signal fault that is not an immediate emergency Maintaining agency Official maintenance form, public-works line, or 311 Road, direction, nearest cross street or address, landmark, description, date and time
Congestion that repeats on a predictable schedule City, county, regional, or state transportation agency Traffic-study, traffic-safety, planning, or 311 request, where available Segment or intersection, direction, days, times, duration, queue or crossing observations
Unclear ownership Not yet established Jurisdiction’s 311 or transportation directory, then redirect if necessary Road name, route number, city or county, and nearby landmark

A maintenance form is designed for a physical defect; a recurring operational pattern may need traffic engineering or planning review. Sending a congestion pattern through a pothole form can delay routing, while sending an emergency into a routine queue can leave people exposed.

Report a non-emergency road hazard step by step

  1. Move away from danger. Park legally or use a safe location. Never stand in a traffic lane or on an unprotected shoulder just to collect evidence.
  2. Confirm the maintaining authority. Identify whether the segment is state-, county-, or city-maintained. Use the official service directory or 311 system for that jurisdiction.
  3. Open the official request channel. Use the agency’s online service request, public-works telephone number, mobile reporting route, or 311 service. Avoid unofficial social-media posts as your only notification.
  4. Pinpoint the location. Enter the road or route name, direction of travel, nearest cross street or street address, and a recognizable landmark. For a long road, identify the side of the road and the closest mile marker, intersection, entrance, or property.
  5. Describe the condition precisely. State what is damaged or obstructed, its approximate size if known, which lane or shoulder is affected, and whether it is worsening. Distinguish a pothole from a sinkhole, a failed signal from a timing concern, and a fallen tree from ordinary roadside debris.
  6. Give the timing. Include when you observed it and whether it appears continuously, intermittently, or after a particular event such as rain. A recurring time pattern can help crews locate the problem.
  7. Attach evidence only when safe and permitted. Add a photograph, video, or document only if the agency accepts attachments and the file was obtained without creating a hazard. Do not include unnecessary personal information or identifiable faces and license plates when the system does not require them.
  8. Review and submit. Check the road name, direction, cross street, and contact details before sending. Save the confirmation page, email, or reference number.

Useful wording for a maintenance request

Issue: [specific hazard]
Location: [road or route], [direction], near [cross street/address/landmark]
Observed: [date and time]
Details: [lane or shoulder affected, approximate extent, and any change over time]
Safety note: [whether traffic is blocked or the condition is immediately dangerous]

Replace each bracketed item with factual information before submitting; do not include the brackets in the final report.

Report recurring congestion as a traffic pattern

Persistent congestion is different from a single slow commute. Officials need a repeatable pattern they can evaluate through traffic operations, planning, signal timing, access management, or a formal traffic study.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Find the appropriate review channel

Start with the city, county, regional, or state transportation agency responsible for the affected road. Look for a traffic-study request, traffic-safety concern, transportation-planning intake, or 311 category. Cincinnati’s municipal 311 service, for example, lists traffic-study requests involving safety or congestion. That is an illustration of a service category, not a universal form or response standard.

Record the pattern before submitting

  • Location: Name the intersection or road segment and identify the direction of travel.
  • Schedule: List the days of the week and the approximate start and end times.
  • Duration: State how long the queue or delay typically lasts.
  • Observed effect: Describe a recurring queue, blocked intersection, missed signal progression, blocked crosswalk, bus delay, or vehicles entering a shoulder.
  • Scope: Explain whether the issue affects one approach, both directions, a nearby school or work shift, or a particular movement such as left turns.
  • Safety facts: Report near-conflict conditions or blocked crossings factually; do not assign blame or present an unverified cause as established.

Keep a congestion log

A short log can make a pattern easier to evaluate. On several representative days, note the date, weather if it appears relevant, observation times, direction, approximate queue length or delay, and any blocked crossing or intersection. You do not need specialized equipment; consistent observations are more useful than a single dramatic anecdote.

Separate a pattern from an immediate incident

A traffic-study request is not a substitute for reporting a crash, a fallen signal, a blocked lane, or another immediate hazard. Send the emergency or urgent report through the route required for that event, then submit the longer-term congestion pattern separately if it continues.

What happens after you submit

Keep the confirmation

Save the case number, confirmation email, screenshots, date submitted, and the agency or service category used. If the form allows updates, add new observations to the existing case rather than opening multiple duplicate tickets.

Do not assume a deadline or guaranteed fix

Response times, inspections, repairs, referrals, and traffic studies vary by jurisdiction, severity, funding, and workload. The official guidance reviewed here does not establish a general response-time standard or promise a particular outcome. No agency-wide deadline should be inferred from the fact that a request was accepted.

Follow up through the same official channel

If the condition remains, refer to the original number and state what has changed: for example, the pothole expanded, the signal still fails at specific times, or the queue now blocks a crosswalk. If the agency confirms that it does not maintain the road, submit the same factual report to the referred city, county, or state office and retain both references.

Common reporting mistakes and how to avoid them

  • Choosing the wrong owner: A state DOT may not maintain a city or county street. Verify the segment and redirect promptly if necessary.
  • Using a routine form for an emergency: Call 911 or use the locally specified urgent law-enforcement route for immediate danger.
  • Giving a vague location: “On Main Street” is usually insufficient. Add direction, nearest cross street or address, and a landmark.
  • Reporting opinion instead of observable facts: State what you saw, when, and how often. If you believe signal timing contributes to congestion, identify the observed pattern rather than presenting the cause as proven.
  • Sending a congestion complaint as a maintenance defect: Ask for a traffic-study or safety review when the issue is recurring and operational.
  • Creating a roadside danger to gather proof: Do not enter a lane, stop in an unsafe place, or use a phone while driving.
  • Expecting a universal contact method: 311, web forms, phone lines, and emergency procedures differ by location. Use the current official directory for the jurisdiction.
  • Submitting duplicates without the original number: Follow up with the existing reference so staff can connect the history and new evidence.

Jurisdiction examples: what the official guidance shows

Examples from several jurisdictions demonstrate the routing principles without creating a nationwide contact list:

  • California: The state transportation department distinguishes highway service requests from emergencies, says it does not have jurisdiction over local city and county roads, and directs highway emergencies to 911 or the California Highway Patrol.
  • North Carolina: The state transportation department advises immediate notification of local law enforcement when an unexpected roadway condition or public-road obstruction may endanger motorists.
  • Iowa: The state transportation department asks reporters to select whether an issue is on a city, county, or state roadway and warns that the appropriate local agency may be required.
  • Cincinnati: The municipal 311 catalog includes traffic-study requests concerning safety or congestion, showing how a recurring pattern can have a different intake category from a maintenance defect.
  • Multnomah County, Oregon: Its hazardous-road-conditions reporting guidance asks for a detailed description and location, illustrating the level of specificity a local service request may require.

These examples are not substitutes for your own city, county, or state instructions. Agency names, forms, phone numbers, and hazard procedures can change.

A practical checklist before you press Submit

  • Is anyone in immediate danger? If yes, use 911 or the locally specified urgent route instead of a routine form.
  • Did you identify the agency that maintains this exact road segment?
  • Did you provide the road or route, direction, nearest cross street or address, and landmark?
  • Did you describe the physical condition or recurring traffic pattern in observable terms?
  • Did you include the date, time, frequency, and affected lane, movement, or direction?
  • Were all photos or attachments obtained safely and accepted by the agency?
  • Did you save the confirmation or case number?
  • If following up, are you using the original reference and describing what changed?

The Federal Highway Administration’s resident guidance on creating safer walking and biking communities also supports the broader value of documenting local safety conditions, but the immediate reporting route still comes from the agency responsible for the road.
