For suspected unauthorized construction, MCD lists its online complaint service, the MCD311 app, call center 155305 and a complaint-tracking link. In NDMC territory, the Enforcement Building Regulation (E-BR) department accepts complaints through PGMS, the NDMC 311 app or a written complaint, among other routes. Describe what you observed and request an inspection; do not present an allegation as a legal finding. If there is immediate danger, move away and contact emergency services rather than waiting for a routine civic complaint.
Choose the authority that covers the property
Delhi residents should determine the civic jurisdiction for the address before filing. MCD and NDMC publish different complaint channels, and a complaint sent to the wrong authority may not reach the department responsible for the property. The sources covered here do not provide an address-by-address jurisdiction lookup, so confirm the competent authority for the specific location through its official channels if you are unsure.

Do not choose a route solely because it is familiar or because a nearby property has used it. The first question is which authority covers the address where the work is taking place. Once you know that, select one of the channels that authority lists, describe the location precisely and retain the acknowledgement. This simple sequence—jurisdiction, report, reference number, follow-up—helps keep a complaint focused and gives you a record of what you submitted.
| Authority | Where its route applies | Listed complaint channels | Tracking or follow-up stated |
|---|---|---|---|
| MCD | Properties within MCD jurisdiction | Online “Lodge complaint MCD 311”; MCD311 mobile app; Citizen’s Call Center at 155305 | MCD lists “Track complaint MCD 311.” It does not state a response-time guarantee. |
| NDMC | Properties within NDMC territory | PGMS; NDMC 311 app; written complaint directly to E-BR; NDMC also lists complaints received through a Police Station or the LG Office | NDMC says complaints are checked or inspected on site for further action. “Immediately” is its description, not a guaranteed deadline. |
The two authorities’ published information establishes that routes are available, but it does not compare their speed or likely outcomes. Choose based on the property’s jurisdiction, not on an assumption that one route is faster or more effective. If you are uncertain whether an address falls in MCD or NDMC territory, verify before filing rather than treating the distinction as a minor administrative detail.

What counts as suspected unauthorized construction?
NDMC describes construction without sanction of a building plan, or construction that deviates from the sanctioned or completion plan, as unauthorized construction. Its E-BR department is responsible for enforcement against unauthorized construction in private properties within NDMC territory, including stopping, sealing and demolition action. Those descriptions concern NDMC’s territory; do not assume that every visible alteration is unlawful or that the same department handles every location in Delhi.
A resident may not know whether a plan was sanctioned or whether the work departs from it. A new floor, an extension or other visible work can prompt a concern, but appearance alone does not establish the legal status of the work. The authority needs to assess the relevant plan and circumstances. Report the visible facts—what has changed, where, and when you saw it—and state why you suspect a planning violation if you have a reliable basis. Ask the competent authority to inspect and determine compliance. Avoid declaring that a violation has been legally established unless an authority has made that determination.
This distinction in wording matters. “Suspected unauthorized construction” accurately signals that you are reporting a concern for review. By contrast, an unqualified claim that the owner or builder has broken the law may overstate what you know if you have not seen the sanction or completion plan. NDMC’s definition gives a useful description of the issue—no sanction of a building plan, or deviation from a sanctioned or completion plan—but it does not mean a neighbour can determine compliance from a street view alone.

How to file a complaint with MCD
- Confirm MCD jurisdiction. If the address is covered by MCD, use the MCD portal’s “Lodge complaint MCD 311” route, the MCD311 app, or the Citizen’s Call Center at 155305. These are the routes MCD lists; check its official service page for current access details before you submit.
- Give enough detail to locate the site. Include the full address, locality, nearest landmark and ward or zone if known. Describe the work you observed and when you saw it. A precise location is more useful than a general report such as “construction near my house,” particularly if there are multiple sites or buildings nearby.
- Make a specific request. Ask the authority to inspect the property and take any action warranted. Keep the wording factual and identify the issue as suspected unauthorized construction unless there has already been an official determination. Separate what you witnessed from what you infer about approvals.
- Save the acknowledgement. Keep the complaint reference or acknowledgement and a copy of what you submitted. If you use the call center, note any reference information provided during the interaction. The point is to retain the details needed to identify your filing later.
- Track the complaint. Use the portal’s “Track complaint MCD 311” link and the reference details associated with your filing. The listed service confirms that tracking is available; it does not promise a particular response time or outcome. If the complaint remains unresolved, the existence of a tracking route lets you check its status, but the cited material does not say what status updates will appear or when.
MCD’s listed channels offer different ways to submit the same basic report: online, through the mobile app, or by calling 155305. The information reviewed does not establish that one channel should be preferred in every case, or that a call creates a different enforcement process. Pick the channel you can use reliably, provide clear location and observation details, and keep the reference information.
How to complain in NDMC territory
- Confirm NDMC jurisdiction. NDMC’s Enforcement Building Regulation department (E-BR) handles unauthorized-construction enforcement in NDMC territory, including action concerning private properties.
- Choose a listed route. NDMC identifies the Public Grievance Monitoring System (PGMS), the NDMC 311 app and a written complaint directly to E-BR. It also lists complaints received through a Police Station or the LG Office. These are the routes stated by NDMC; the sources do not set out a required order in which a resident must use them.
- Describe the concern and request an inspection. Give the precise address, what you observed and when. Explain the apparent concern without asserting that the authority has already found a violation. If you believe work differs from a sanctioned or completion plan, say what supports that belief, if anything, and ask E-BR to check.
- Keep proof of submission. Save any acknowledgement, reference number or copy of a written complaint so you can follow up through the channel used. If you submit in writing, keep a copy of the letter and any receipt or confirmation you receive.
NDMC says complaints are checked or inspected at the site for further action. Its use of “immediately” describes its stated handling approach, not a service-level deadline or assurance that a particular enforcement action will follow. An inspection is not the same thing as a finding that the work is unauthorized, nor does the source promise that every complaint will result in stopping, sealing or demolition. The department describes those as enforcement actions within its responsibility; the authority determines what action is warranted.
What to include so the complaint is actionable
This is practical guidance, not a statutory checklist published on the cited municipal pages. A concise, specific report is easier to assess than a broad accusation. Focus on information that identifies the property and explains the reason for your concern. You do not need to claim access to a plan or permit if you do not have one.
- Location: full property address, locality, nearest landmark and ward or zone if known. Check that the address points to the site in question rather than your own home or an adjacent property.
- Observed work: what is being built, added or changed, and whether work is currently underway. A plain description is preferable to legal conclusions you cannot verify.
- Timing: dates or times you personally observed the work. Distinguish direct observation from information you heard from someone else. If you do not know when work began, do not guess.
- Basis for concern: explain why the work appears to lack approval or depart from an approved plan, if you have a sound basis. Do not guess about permits or plans. If you do not have that information, say that you are requesting an inspection to determine whether the work complies.
- Requested action: ask the competent authority to inspect and determine whether the work complies with applicable requirements. This is clearer than demanding a predetermined outcome before the authority has assessed the facts.
- Supporting material: attach photographs or video only if they can be collected safely and lawfully. Do not enter private premises or confront workers to obtain evidence. Supporting material is optional practical assistance, not a reason to put yourself at risk.
- Follow-up details: provide contact information if the complaint channel requires it, and retain the submission and acknowledgement. Keep the material together so you can refer to the same facts if you check the status later.
A useful report can be short. For example: “I am reporting suspected unauthorized construction at [full address, locality and landmark]. On [date/time], I observed [specific work]. I do not know whether the work has an approved plan; I request that the competent authority inspect the site and determine whether it complies. [Optional: I have attached material taken safely from a lawful location.]” Adapt the wording to what you actually know. Do not copy the example’s uncertainty statement if you do know something specific, and do not claim a deviation from a sanctioned plan unless you have a reliable basis for saying so.

Before sending, check that you have not mixed separate properties or events into one unclear allegation. If the work has changed since your first observation, say what you saw and when rather than presenting old material as current. A factual chronology can help an authority understand the concern without turning the complaint into speculation about motives or legal findings.
Unsafe work and immediate danger are different reporting situations
The municipal routes described above address civic complaints and suspected unauthorized construction; the available information does not establish that they are emergency response services. There is an important difference between suspected planning noncompliance that needs inspection and an imminent threat to life. Do not wait for a routine complaint to be processed if a building appears at immediate risk of collapse, there is an active fire, or another imminent threat to life exists. Move away from the danger and contact emergency services through the current official route for the situation.
The Delhi Fire Service contact reviewed for this topic concerns building-permit applicants seeking permit-related assistance. It is not presented as a public emergency line or a general route for reporting unsafe buildings. Do not use that permit contact as a substitute for emergency services, and do not assume that an ordinary MCD or NDMC complaint will summon an emergency response.
Recommended Free Tools
The reviewed material does not establish a dedicated emergency structural-danger hotline or a separate general unsafe-building complaint route. For that reason, this guide does not name an unverified number or present the permit contact as an emergency channel. In an immediate threat, prioritize getting away from the danger and use current, verified emergency services. A routine civic complaint about suspected unauthorized work can still be appropriate for a non-immediate concern, but it is not a substitute for emergency action.

Follow-up and escalation
For an MCD complaint, start with the portal’s complaint-tracking route and use the reference number from the filing. For NDMC, retain the submission proof and follow up through the channel used or the relevant E-BR contact route. The cited municipal material does not establish comparative response times, success rates or a universal sequence for escalation. It also does not say that using an additional forum guarantees a faster inspection or a particular enforcement result.
A Public Grievances Commission order dated 27 March 2019 illustrates one historical case involving an alleged extra floor on DDA flats. It records municipal demolition action and directs a municipal assistant engineer to take further action under the DMC Act and submit an action-taken report to the Commission. This example shows that a PGC grievance was used in that case; it does not establish that every resident is eligible for the same route, that it is the required next step, or how quickly a current complaint will be handled.
MCD’s portal also links to the Government of India’s PG portal. The presence of that link alone does not settle which forum is best for a particular complaint, or whether it is the right escalation route for every dispute. Treat the 2019 PGC order as an illustration of one case, not a template that guarantees a similar path today. If you consider escalating, keep the original complaint details and any response or tracking information so that the issue can be described consistently.

Where do I complain about illegal construction in my area?
The appropriate route depends on which civic authority covers the property, not simply where you live. Use MCD’s listed channels for an MCD address and NDMC’s routes for an address in NDMC territory. The reviewed sources do not provide an address-by-address jurisdiction lookup, so confirm the authority through its current official service information if you are unsure.
How can I track an MCD 311 complaint?
MCD’s portal lists a “Track complaint MCD 311” link. Keep the reference or acknowledgement associated with your filing and use the tracking route to check it. MCD’s published information confirms that tracking is available but does not promise a response time, outcome or particular status-update schedule.
What should I write in a complaint about suspected unauthorized construction?
Include the full property address, locality and nearest landmark; describe what you observed and when; explain the basis for your concern if you have one; and request an inspection. Use qualified wording such as “suspected unauthorized construction” unless an authority has already made a determination. Attach photos or video only if they were obtained safely and lawfully.

Does NDMC inspect complaints immediately?
NDMC says complaints are checked or inspected at the site for further action and uses “immediately” to describe its handling. That wording is not a guaranteed deadline, response-time commitment or promise of a particular enforcement result.
What should I do if a building may collapse or there is an active fire?
Treat an imminent threat as an emergency, move away from danger and contact emergency services through the current official route for the situation. The MCD and NDMC civic complaint routes described here are not established as emergency response services. The reviewed Delhi Fire Service contact concerns building-permit applicants, not a public emergency line.
Can I complain to the Public Grievances Commission if my complaint is not resolved?
A 27 March 2019 Public Grievances Commission order describes one complaint about an alleged extra floor on DDA flats and subsequent municipal action. It is a historical example, not proof of a universal escalation sequence, eligibility rule or current processing time. The sources do not establish which forum is best for every dispute.
The Bottom Line
Confirm whether the property is in MCD or NDMC territory, then use that authority’s listed complaint route. Give a precise location, describe what you actually observed, request an inspection and keep the acknowledgement for follow-up. If there is an immediate threat to life, move away and contact current emergency services; do not wait for a routine civic complaint.
