Start by identifying whether you are dealing mainly with airborne sound, rattling caused by sound, or ground-borne vibration. Then use reversible measures at home while asking the construction team about quieter methods, work hours, barriers, equipment maintenance and vibration controls. Curtains and rugs may soften a room, but they cannot stop structure-borne vibration.
Keep a factual disturbance log. If the problem persists, affects sleep or use of your home, or raises a specific structural concern, contact the project’s community liaison and the council or environmental regulator responsible for that type of work in your area.

How can I tell whether construction is causing noise, vibration or both?
Construction disturbance reaches a home through more than one pathway. Airborne noise travels through the air and enters through windows, doors, vents and other openings. Ground-borne vibration travels from activities such as piling, breaking, compaction or heavy vehicle movement through soil and then into foundations, walls and floors. The two can occur together.
A window, cupboard or loose fitting can rattle when excited by loud sound. That sensation can feel like vibration even when the principal energy arrived through the air. Conversely, a movement you feel through a floor or wall may be structure-borne vibration. The character of the work, distance, soil, building construction and room location all affect what you experience. A subjective feeling of shaking does not, by itself, establish that a building has been damaged.

Make a simple observation record
- Write down the date, start and finish time, and approximate duration.
- Note which rooms are affected and whether the disturbance is heard, felt, or both.
- Describe the work visible at the time, such as demolition, drilling, piling, excavation, road breaking, trucks or compaction.
- Record specific effects: a window rattling, crockery moving, a floor feeling springy, or difficulty sleeping or working.
- Photograph a visible change only if it is safe to do so, and keep the original file with its date information.
This record helps you and the project distinguish a recurring source from an isolated event. It is more useful to an authority than a general statement that the site is “always noisy.”
What can I do tonight to reduce construction noise in my home?
Begin with actions that are reversible and do not create a safety or indoor-air problem.
- Use the quietest practical room. For sleep, calls or concentration, choose a room on the side of the home farthest from the site. A room with fewer windows facing the work may be preferable.
- Close windows and external doors during the loudest work. Do this only when ventilation, temperature, fire egress and any medical needs remain safe. Do not block an emergency exit.
- Check obvious gaps. Look at door perimeters, thresholds, window seals and service penetrations. A gap that admits daylight or produces a clear draught can also admit sound. Use only removable, appropriate seals unless you own the property and understand the building consequences.
- Stop secondary rattles. Secure loose blinds, ornaments, cupboard doors, light fittings and other items that buzz when the site is active. Do not wedge or alter a window in a way that prevents safe operation.
- Move vulnerable activities. If the work schedule is predictable, plan meetings, study or rest for quieter periods and use the most sheltered room.
These steps address sound reaching the room or objects in it. They do not isolate a building from ground-borne vibration.

Closing a reasonably well-sealed window can reduce some outdoor airborne sound, especially when the open window is the dominant path. The result depends on the glazing, frame, seals, wall construction and every remaining opening. A badly fitted window or a permanently open vent can become the weak link.
Curtains, rugs, bookcases and upholstered furniture absorb some reflections inside a room. That can make speech and other sounds seem less harsh, but absorption is not the same as blocking sound entering from outside. A curtain cannot be presented as a solution to piling, demolition impact or vibration transmitted through the structure.

Older home-noise advice: useful concept, not a performance promise
The US Environmental Protection Agency’s historical Quieting in the Home booklet discusses measures such as storm windows and solid-core doors with perimeter and threshold seals. Those examples illustrate the importance of a continuous, sealed building element. The booklet is decades old, and much of its quantified material concerns traffic noise rather than a particular modern construction project. Treat it as background for discussing the transmission path, not as a guaranteed reduction or current specification.
Permanent changes such as secondary glazing, replacement windows or a new door should be considered only after the path has been diagnosed. Check ownership, lease and planning requirements, ventilation, fire safety, condensation risk and maintenance before authorising work.
Why can I feel nearby construction through the floor?
Impact equipment and heavy plant can inject energy into the ground. Soil conditions, foundations, distance and the building’s own resonances determine how much reaches a particular room. Low-frequency motion may be felt more readily than it is heard, while a high-level sound can make windows or fittings visibly shake.
Residents cannot normally stop this pathway with soft furnishings. Acoustic foam, decorative wall panels and curtains absorb reflections in the room; they do not disconnect the foundations from the soil. A specialist may need to measure vibration, inspect the building and relate the timing and frequency of the event to the site operation.
When a specialist assessment is sensible
- Vibration is strong, repeated or increasing rather than occasional and minor.
- You can identify a specific crack, sticking door, displaced tile or other change and want it documented.
- The disturbance continues after the project says the relevant operation has stopped.
- You need an objective assessment for a landlord, insurer, project team or authority.
Ask for a suitably qualified environmental acoustician or vibration specialist with experience of construction monitoring. Competence in measurement and interpretation matters; a consumer sound-level app cannot establish compliance with a vibration criterion or prove a structural cause.

What should the construction project do to control the source?
The strongest controls are usually at the site, before sound or vibration reaches your home. Contact the builder, principal contractor, project manager or the community-relations contact shown on the site notice. Ask factual questions rather than demanding a particular product.
Controls for airborne construction noise
- Use quieter construction methods or equipment where practicable instead of more impulsive alternatives.
- Maintain plant, mufflers and enclosures so defective equipment does not create avoidable noise.
- Schedule the loudest operations for permitted, less sensitive periods and avoid unnecessary out-of-hours work.
- Limit simultaneous noisy operations when sequencing allows.
- Place barriers or enclosures close to the source and keep them continuous.
- Seal barrier gaps and joints; an incomplete barrier can undermine an otherwise high-quality design.
- Enclose the work area where practicable and move barriers as the work front progresses.
Guidance from Singapore’s National Environment Agency emphasises source proximity, complete barrier coverage, sealed joints and work-area enclosures. It also highlights resident engagement and feedback channels. Those are practical questions for any project, but the guidance is not a universal legal standard.
Controls for ground-borne vibration
- Consider lower-impact alternatives to impact methods where the engineering solution permits.
- Schedule vibration-producing work for periods that are less sensitive for nearby occupants.
- Locate the source as far from adjoining structures as practicable.
- Avoid running multiple vibration-producing operations at the same time where sequencing can reduce the combined effect.
- Isolate equipment or use appropriate mounting and separation details.
- Separate activities from adjoining structures when the method and site layout allow.
- Assess likely impacts and plan monitoring where the project’s approvals or permits require it.
These controls must be designed and implemented by the project. A resident-installed curtain or consumer acoustic panel cannot substitute for source control.
What should I ask the project contact?
Use your log to make the request specific. Ask for:
- The current schedule for demolition, piling, drilling, breaking, compaction and other high-impact work.
- The name or channel for reporting an event, including an out-of-hours process if one exists.
- The quieter methods, barriers, enclosures and equipment-maintenance measures being used.
- How the team prevents barrier gaps and whether barriers will move as the work advances.
- Whether vibration impacts were assessed and what controls or monitoring apply to your building.
- Expected changes in the next few weeks, so you can plan sleep, work or temporary relocation within your home.
- How the project records, investigates and responds to complaints.
Keep the tone factual and retain the response. A project may be able to change sequencing or repair a loose fitting quickly, even when it cannot eliminate all disturbance.

How should I document a complaint?
A concise log should contain dates, times, duration, room, activity, sound or vibration description and the practical effect on you. Distinguish what you observed from what you infer. For example, “window in front bedroom rattled from 10:14 to 10:18 while a breaker was operating” is stronger than “the building shook all morning.”
Send a copy to the project contact and keep the original. If you report possible damage, identify the exact location and photograph it with a scale if safe. Do not touch unstable material or enter a restricted site to obtain evidence.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Who do I complain to about construction noise?
Complaint routes depend on jurisdiction, the type of site and whether the work is covered by a permit or special notice. Start with the local council or environmental regulator responsible for that work, and use the project’s own reporting channel in parallel.
Victoria, Australia: an example of divided responsibility
Victoria’s Environment Protection Authority states that local councils handle noise complaints about residential construction sites. The EPA responds to specified commercial or industrial sites and major infrastructure. Its published page gives advisory normal hours for several site categories, but permits and local requirements can vary. A Victorian resident should check the relevant council and the project’s approvals rather than assume that an EPA process applies.
England: construction or demolition notices
In England, a council notice for construction or demolition can specify noise levels, machinery, working hours and mitigation steps. The council’s environmental-health or planning service can explain which notice, condition or local rule applies to a particular site. The English example should not be applied automatically in Scotland, Wales, Northern Ireland or another country.

Which measures address sound, vibration and source control?
| Measure | Main pathway addressed | Where control occurs | Important limitation |
|---|---|---|---|
| Use a room farther from the site | Airborne sound and direct exposure | Resident’s home | Changes where you spend time; it does not reduce the site’s emissions. |
| Close and properly seal windows or doors | Airborne sound through openings | Resident’s home | Effect depends on the weakest opening and safe ventilation. |
| Secure rattling fittings | Secondary noise from objects | Resident’s home | Stops a local rattle but not sound or vibration entering the building. |
| Curtains, rugs and soft furnishings | Indoor reflections | Inside the room | Softens room acoustics; does not soundproof the room or stop ground vibration. |
| Storm windows or solid-core, sealed doors | Potential airborne transmission through building elements | Installed at the building envelope | Historical EPA examples; suitability and performance depend on design and installation. |
| Quieter methods and maintained equipment | Airborne noise and sometimes vibration | Construction source | Requires project cooperation and engineering judgment. |
| Barriers and enclosures with sealed joints | Airborne noise | Between source and receiver | Incomplete coverage can substantially weaken the control. |
| Scheduling, separation and isolation of vibration work | Ground-borne vibration | Construction source and path | Must be planned around the method, soil, structures and site constraints. |
| Environmental acoustician or vibration specialist | Diagnosis and objective assessment | Independent assessment | Choose someone with relevant construction-monitoring competence. |
Are earplugs useful?
Foam earplugs can be an optional, short-term way to reduce perceived sound while sleeping or concentrating. They do not reduce vibration through the floor, stop windows from rattling or change what the project emits. Fit, comfort and safe use vary by product and person; no specific attenuation or clinical performance should be assumed without product evidence.
Health and safety advice from the UK Health and Safety Executive treats hearing protection as supplementary to controlling noise at the source. That is occupational guidance for workers, not a residential product comparison. Earplugs should therefore be a coping measure while you pursue source and regulatory remedies, not the main solution.

- Do not describe curtains, acoustic foam or rugs as “soundproofing” for a construction site.
- Do not treat a phone app reading or a subjective sensation as proof of a legal breach or structural damage.
- Do not seal vents, disable alarms or block exits to make a room quieter.
- Do not rely on a historical traffic-noise reduction figure as a prediction for your building and this construction project.
- Do not assume that hours or complaint rules from another country apply locally.
- Do not confront workers in restricted areas; use the project contact and official complaint route.
When should I escalate beyond the project contact?
Escalate when the project does not respond, the disturbance appears outside permitted hours, controls are missing or ineffective, or the impact is persistent and significant. Provide your dated log, correspondence and precise site address. Ask the authority what evidence it needs and whether it can inspect, review permit conditions or require monitoring.
If you have a defined structural concern, arrange an assessment by an appropriately qualified building professional or vibration specialist rather than relying on visual reassurance alone. Regulatory duties described in environmental guidance generally apply to the regulated operator or permit holder; they do not automatically create a monitoring obligation for every household complaint.
Quick Recap
A practical decision sequence
- Identify the pathway: separate heard sound, rattling and movement felt through the structure.
- Log the pattern: match times and rooms with visible site activities.
- Try safe, reversible measures: use a quieter room, close openings, check seals and secure fittings.
- Contact the project: request schedules, controls, a reporting route and information about vibration assessment.
- Check local responsibility: contact the council or environmental regulator for the site type and jurisdiction.
- Seek specialist help: obtain competent acoustic or vibration advice when the issue is persistent, substantial or tied to a specific structural concern.
