Build one integrated, logic-linked schedule that includes design, approvals, land and site information, utilities, procurement, construction, testing, commissioning and handover. Give every dependency an owner, make uncertainty visible in a live risk register, and update the forecast using actual progress. No method removes every delay, but this approach exposes threats early enough for the owner and contractors to act.
The framework below is deliberately practical. It combines schedule controls described in United States federal guidance, risk and procurement practices from New Zealand public procurement guidance, and lessons about housing productivity reported by Australia’s Productivity Commission. Your project’s contract, jurisdiction, approval regime, market and site conditions determine the final procedures.

1. Establish a credible baseline before mobilization
A baseline is a management instrument, not a decorative bar chart. It becomes useful only when it represents the full scope, realistic durations, logical dependencies, contractual milestones and a method for recording actual progress.

Define the work before assigning dates
Start with a scope breakdown that reaches the level at which a manager can confirm readiness and progress. For a large housing project, that normally means separate activities for surveys and investigations, design packages, authority submissions, design reviews, utility coordination, procurement, submittals, site establishment, earthworks, structures, building services, finishes, external works, testing, balancing, commissioning, inspections, punch-list work and handover. Include owner decisions and information releases, not only contractor production.
#1 Best Overall
List the contractual completion date, sectional or phased handovers, required inspections, utility energisation dates, occupancy approvals and any funding or lender milestones. A missing decision date can become a hidden predecessor that stops an entire trade package.
Use logic, not optimistic sequencing
Every activity should have sensible predecessor and successor relationships so the plan forms a connected sequence. Record the assumptions behind each duration: crew size, production rate, access, workface availability, curing or testing time, material lead time and expected working calendar. A duration that is achievable only if several uncertain events all go perfectly is not a reliable baseline.
Invite the people who understand the work to build and challenge the schedule. Design leads, site managers, procurement staff, utility coordinators, commissioning specialists and relevant external experts should review the logic. Interdisciplinary input is specifically encouraged in major-project schedule guidance from the Federal Highway Administration (FHWA).

Use a work breakdown structure and activity IDs that remain stable as the project develops. Define what “started,” “complete” and “percent complete” mean for each type of work. A design activity might require an approved issue; a procurement activity might require an executed purchase order and confirmed delivery; an installation activity might require inspection acceptance rather than a claimed quantity.
A quality schedule supports progress measurement, realistic completion forecasts, analysis of change and an understanding of schedule-related cost effects. The U.S. Government Accountability Office (GAO) Schedule Assessment Guide treats these qualities as core schedule and program-management practices.
Set a baseline approval gate
Before construction release, hold a schedule review with the owner, designer, principal contractor and key package contractors. Confirm:
- the scope and design deliverables are complete enough for the activities shown;
- durations reflect resources, physical constraints and the project calendar;
- logic connects design, approvals, procurement, construction and handover;
- long-lead items and owner decisions have dates;
- interfaces between contracts and shared work areas are explicit;
- contingency is identified separately from ordinary activity duration; and
- the update, change-control and escalation rules match the contract.
2. Make schedule uncertainty visible
Do not hide uncertainty inside an unexplained “buffer.” Maintain a risk register that records the event, likelihood, impact, mitigation, responsible owner, trigger and current status. New Zealand Government Procurement publishes risk-management guidance, a risk-register template and a risk-allocation table that provide a practical model, although its public-procurement context and local rules do not automatically govern another jurisdiction.

Convert risks into schedule actions
For each material risk, identify the activity or milestone it could affect and the action that reduces exposure. A risk without an owner is only a note. A mitigation without a due date is not a control.
| Exposure | Early warning | Preventive action | Owner |
|---|---|---|---|
| Incomplete design or late documents | Review comments remain unresolved near a release date | Set package release dates, review turnaround times and escalation thresholds | Design manager |
| Unknown utilities or differing site conditions | Conflicting records, survey gaps or unexpected trial-pit results | Investigate early, map services and keep a defined response allowance | Site and utilities lead |
| Long-lead procurement | Quotations, approvals or manufacturing slots are slipping | Identify long-lead items at baseline, approve submittal dates and confirm supplier capacity | Procurement manager |
| Third-party utility or authority work | No confirmed design, permit or attendance date | Agree information and response dates and link the third party to the affected work | Interface manager |
| Weather-sensitive work | Seasonal activities approach a high-exposure period | Overlay the construction sequence with local weather seasons and plan alternative workfaces | Construction manager |
| Multiple contractor interfaces | Handoffs, access or shared areas lack an agreed date | Publish an interface register with a named owner and acceptance criteria | Project manager |
Use contingency honestly
Contingency should be tied to identified uncertainties and revisited as design, site knowledge, procurement and approvals mature. FHWA cautions against false precision and unsupported early optimism. Do not claim a universal contingency percentage: the appropriate allowance depends on the activities, risks, contract relief events and project data.
Keep separate allowances where that improves decision-making, such as utility uncertainty, authority coordination, weather seasons, procurement and contractor interfaces. A single generic reserve can conceal which problem is consuming time and who must respond.
3. Finish preconstruction dependencies early
Complete investigations and buildable information
Plan adequate time for geotechnical, environmental, topographical and service investigations required by the project. Tie each investigation to the design package it enables and to the decision date for releasing work. If the design relies on information that will not arrive until after mobilization, show that dependency rather than assuming it will be available.

Create an approvals schedule listing the authority, submission package, responsible person, planned submission, review period, response date and escalation route. Include owner selections, design clarifications, samples and mock-up approvals. Agree the information and response dates with external parties; otherwise the contractor may carry an apparent start date that no one can actually achieve.
Map utilities and third-party work
Locate and avoid existing utilities during design where possible. For services that must be diverted, protected or connected by a third party, show the design, permit, outage, attendance and reinstatement activities in the integrated schedule. FHWA identifies third-party work as a recurring source of uncertainty and recommends contingency when its timing remains outside the project team’s control.
Release procurement early enough to matter
Identify long-lead materials and equipment during planning, not after the construction sequence is approved. Link each item to design approval, submittal review, purchase order, manufacturing, shipping, inspection, delivery and installation. Track supplier capacity and manufacturing slots, not merely the date on a purchase requisition.
4. Select a delivery and contract strategy that fits the risk
No procurement model is proven to be universally fastest. Compare the model with the maturity of the scope, who can manage design and interface risks, market capability and appetite, the owner’s capacity, the number of contracts and the treatment of changes and relief events.

New Zealand Government Procurement provides evaluation resources covering delivery models, procurement strategy, contract types, market engagement and risk allocation. Use those decision questions as a framework, then apply the law and standard forms that govern your project. FHWA also notes that procurement type can affect completion-date uncertainty and that contract relief-event provisions should be reflected in contingency.
England’s collaborative procurement guidance published on January 10, 2022 was developed to support safe, high-quality buildings. It is an England-specific reference, not a global rule.
5. Control interfaces between contracts and trades
Concurrent contracts can create more uncertainty when they depend on one another. Build an interface register alongside the schedule. For each handoff, record the predecessor, successor, location, information or physical condition required, acceptance criteria, planned date, owner and escalation date.
Examples of interfaces to schedule
- structure released for building-services installation;
- waterproofing accepted before finishes begin;
- utility trench or plant room available for specialist equipment;
- temporary access removed only after deliveries are complete;
- controls and power available before testing and balancing;
- all systems ready before integrated commissioning and authority inspection.
Review shared areas and access constraints at the weekly coordination meeting. If two contractors need the same crane, road, riser or commissioning engineer, the conflict belongs in the plan before it becomes a stoppage.
6. Plan for weather and seasonal exposure
Overlay the programme with local weather seasons and identify which activities are genuinely sensitive. Earthworks, concrete placement, roofing, external finishes, landscaping, road construction and utility installation may have different thresholds and recovery options. Add contingency based on the project’s actual exposure rather than applying a generic allowance.
Where practical, sequence weather-sensitive work into lower-risk periods, protect workfaces, pre-order temporary protection and maintain alternative indoor or preparatory activities. Record the evidence required to claim a weather impact under the contract; a forecast alone may not establish entitlement or a critical-path effect.
7. Update the forecast and act on variance
The schedule is valuable only when it reflects what has happened. Update it at the cadence required by the contract and use actual starts, finishes, remaining durations and objective progress evidence. Federal construction clauses differ: the basic clause can require weekly updates, while certain alternatives use monthly updates. Never transfer one clause’s requirement to another contract without checking the executed terms.
Every update should answer five questions
- Which critical and near-critical activities changed?
- What float was consumed or created?
- Which design decisions, submittals, approvals or purchases are late?
- What work is ready, and what is blocked by a named constraint?
- What corrective action, owner and date will protect the completion milestone?
When revising the programme, document the reason, the effect on completion and any float change where the contract requires it. Do not erase history by overwriting the baseline; preserve approved versions and the contemporaneous explanation for each material change.
Use a short look-ahead plan
A practical look-ahead translates the master schedule into near-term commitments. List the work planned, prerequisites, labour and materials required, inspections, access needs, constraints, owner and removal date. Escalate an unresolved constraint before its activity becomes critical. This is an implementation practice derived from schedule-control principles, not a universal mandated meeting format.

8. Recover time without creating new delay
When an activity slips, first establish whether it is on the critical path or near-critical path and whether the forecast logic is sound. Then choose a response that addresses the actual constraint.
- Resequence: move unaffected work into an available workface.
- Change resources: add a crew, shift or specialist only after confirming access, supervision, materials and safe productivity.
- Expedite procurement: seek an approved substitute, alternate supplier or partial shipment while checking design, warranty and approval consequences.
- Accelerate decisions: set a decision meeting with the person who has authority to close the issue.
- Protect handoffs: complete prerequisite inspections and acceptance records before bringing in the next trade.
Do not call a programme “recovered” because a contractor has added labour. Confirm that the revised logic, remaining durations, cost, safety controls, quality checks and downstream interfaces support the new date.

Project controls cannot solve every industry constraint. Australia’s Productivity Commission reported in 2025 that housing construction produced half as many homes per hour worked as in 1995. It also reported a 12% decline in quality-adjusted housing-construction labour productivity over the comparison period, while labour productivity in the broader Australian economy increased 49%. These are national Australian comparisons, not delay rates or forecasts for an individual project.
The Commission also reported that the average Australian residential building firm employs fewer than two people. If your project relies on many small firms, allow for onboarding, supervision, information flow, payment administration and interface management. The statistic does not describe every market or prove that fragmentation will delay a particular development; it signals why owner capacity and coordination deserve explicit planning.
10. Common failure modes and corrections
Starting with a headline completion date
Failure: Teams reverse-engineer an optimistic date before testing scope, logic, resources and approvals.
Correction: Build the network first, challenge durations with the people doing the work, then test whether the required date is credible.
Using one giant contingency
Failure: A large unexplained float hides utilities, weather, procurement and design uncertainty.

Best Value
Reporting optimistic percent complete
Failure: A package is reported as 80% complete even though testing, approvals or rework remain.
Correction: Define objective completion rules and record actual evidence, remaining duration and acceptance status.
Treating interfaces as someone else’s problem
Failure: Each contractor has a plausible individual programme, but no one owns the handoff.
Correction: Assign every interface a responsible person, required condition and date in the integrated plan.
Choosing a delivery model by reputation
Failure: A team assumes one model is always faster.
Correction: Compare design maturity, risk ownership, market capability, owner capacity, interfaces and relief-event provisions for this project and jurisdiction.
11. Owner’s delay-prevention checklist
- Scope, design deliverables and investigations are defined at a level that supports release decisions.
- The baseline contains logic-linked activities from preconstruction through handover.
- Milestones include approvals, owner decisions, inspections, testing, commissioning and occupancy requirements.
- Long-lead procurement, submittals and supplier capacity are visible.
- Utilities, site conditions, weather, interfaces and third-party work have named owners.
- Contingency is linked to risks rather than an unsupported percentage.
- The contract’s required update cadence and schedule-submission rules are understood.
- Progress measures use actual starts, finishes, remaining durations and objective evidence.
- Each look-ahead constraint has an owner and a removal date.
- Approved baseline and update histories are retained with explanations for material changes.
12. What “on time” should mean
For a large housing project, on-time delivery is not simply the absence of a late final date. It means the team can see the path to completion, identify which uncertainty threatens it, assign someone to act, and make a timely decision when the forecast changes. A complete integrated schedule, an operational risk register, disciplined interface control and contract-specific updates give the owner that visibility. Local law, contract wording, approvals and professional advice still govern the project; the controls must be adapted to those facts.
