How to Redirect Customers to Your Business During a Road Closure

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The safest way to keep customers coming during a road closure is to confirm the permitted access with the road authority or works contractor, then repeat that confirmed route consistently across signs, messages, staff instructions and online updates. Tell people whether you are open, whether vehicle and pedestrian access differ, which approach is allowed, where parking is available if confirmed, and whom to contact if conditions change. Never improvise a shortcut through a restriction.

Road-closure rules vary by country, local authority, road type and the reason for the closure. The UK examples in this guide illustrate good practice; they are not a universal legal duty or a guarantee that vehicles can reach every premises. Obtain current, site-specific instructions before publishing directions.

1. Confirm exactly what access is available

Start with facts, not a customer announcement. Identify the highway authority and the organization carrying out the works, then ask for the current traffic-management plan. A closure can change as excavation, surfacing, utilities or safety barriers move, so an answer that was correct yesterday may be unsafe today.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask the responsible party these questions

  • What are the confirmed closure dates and daily hours?
  • Is the road fully closed, restricted to one direction, or closed only at certain stages?
  • Does the business remain open under the approved arrangement?
  • Which signed diversion should drivers follow from each approach?
  • Is vehicle access permitted, and for which vehicle types or times?
  • Is there a separate safe route for pedestrians, cyclists, deliveries or disabled customers?
  • Where may customers legally stop or park, if any parking information is confirmed?
  • Who should your team call when barriers, signs or conditions do not match the plan?
  • Who is responsible for temporary business-access signs, and where may they be placed?

Ask for the information in writing where possible. Keep the contact name, telephone number, reference number and date of confirmation in a shared log. If the works organization says access depends on site conditions, treat that as a live operational issue rather than a permanent promise.

Use local guidance as an example, not a blanket rule

Dorset Council guidance describes reasonable safe access and pedestrian access, while noting that specific arrangements depend on site conditions. Somerset Council’s road-closure page, updated September 17, 2026, says vehicle and pedestrian access will be maintained wherever possible and that contractors will give at least two weeks’ advance notice before work starts. Those statements describe each authority’s published process; they do not establish a right of access for every business elsewhere.

2. Separate vehicle access from pedestrian access

A shop can be open even when customers cannot drive to its frontage. Publish the two access questions separately so that a driver does not interpret a pedestrian route as permission to take a car through a barrier.

Vehicle route

Describe the official approach, not a route you have tested from memory. Use the same junction names, direction and destination wording that appears on approved diversion signs. If the authority has not confirmed a route for cars, say that vehicle access is unconfirmed and direct customers to call before travelling.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Pedestrian route

Explain which pavement, crossing or temporary walkway remains open and whether the entrance has moved. Mention steps, narrow paths, lighting or accessibility constraints only when they have been verified. If a temporary walkway closes during a work phase, update the notice immediately rather than leaving an old accessibility statement online.

Deliveries and special access

Ask whether delivery vans, taxis, emergency vehicles and customers with mobility needs have different instructions. Do not assume that a small vehicle is allowed because a larger vehicle is prohibited, or that a loading bay remains usable. Give suppliers the contractor’s contact route and a delivery window only when the works organization has confirmed it.

3. Build one clear customer message

Customers need a decision in the first sentence: are you open, and can they reach you? Put closure dates before background detail, then give the approved approach and a live contact method.

Recommended message structure

  1. Dates and times: state when the restriction applies, including any overnight or weekend change.
  2. Business status: say plainly whether the premises and normal services are open.
  3. Access type: distinguish vehicle, pedestrian, cycle and delivery access.
  4. Official route: tell drivers to follow the signed diversion and identify the permitted approach in ordinary language.
  5. Parking: include a location only if the authority or site manager has confirmed it.
  6. Help: provide a monitored phone number or other channel for customers who encounter a changed condition.
  7. Safety instruction: tell everyone to obey signs, barriers, marshals and worksite directions.

Keep the first version short enough to read on a phone. Put detailed directions, a map supplied by the authority and accessibility notes on a separate page if needed. Avoid saying that access is “guaranteed” or that the road is “closed everywhere” unless the responsible party has used those exact terms.

Example notice

Business open during [road name] closure, [dates and hours]. Customers on foot can use the signed temporary walkway to our usual entrance. Drivers should approach from [confirmed direction] and follow the official diversion signs to [confirmed access point]. Do not use [closed section] or move barriers. Conditions may change while work is under way; call [monitored number] before travelling if you need assistance.

Replace every bracketed item with confirmed information before publishing. A draft that still contains an assumption is not a customer notice.

4. Use the right workflow for a planned closure

Planned works give you time to coordinate, but they also create a risk: customers may receive old information weeks after the schedule changes. Use a dated version of every notice.

As soon as the closure is announced

  1. Identify the highway authority, closure applicant and works contractor.
  2. Request dates, hours, signed diversion, vehicle access, pedestrian route, parking information and the contact for changing conditions.
  3. Ask whether the authority requires a formal sign plan, stakeholder notification or business-access signs.
  4. Record which facts are confirmed and which are still pending.
  5. Tell staff what is known and set a date for the next check.

Before work starts

Publish the short notice through channels customers already use, such as your website, booking confirmations, email list, social profile, voicemail greeting and printed notice at the entrance. The choice of channels is practical guidance rather than a universal legal requirement. Use the same wording and date stamp everywhere so a customer does not find conflicting routes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Herefordshire Council’s process requires notices to affected properties at least two weeks in advance and allows business-open signs where appropriate. Other authorities set different periods. Somerset’s published process also refers to at least two weeks’ contractor notice. Treat these as examples to check against your own authority, not as a guaranteed minimum.

On the final check

Walk the approaches, if the authority permits you to do so safely, and compare the installed signs with your notice. Confirm that the entrance, temporary walkway and any advertised parking are actually usable. If the site differs from the plan, pause publication and obtain a current instruction.

5. Handle an emergency or changing closure

An emergency closure leaves less time for polished content and more need for rapid confirmation. The first message should be narrow and honest: state that access is changing, whether you are currently open, and how customers can obtain the latest instruction.

Five-minute response plan

  1. Call the road authority, police contact supplied for the closure, or works organization to establish the immediate restriction.
  2. Ask whether anyone can safely reach the premises on foot and whether vehicles are prohibited.
  3. Update your website banner, phone greeting and highest-traffic social channel with the time of the update.
  4. Tell staff to use the same wording and to stop giving directions that have not been confirmed.
  5. Set a reminder to recheck conditions at a defined interval and after every contractor update.

The Department for Transport’s March 2020 data-discovery report recorded a qualitative concern that information can arrive too late. One anonymous interviewee, identified only as “Traffic Control Service and IT solutions, local authority,” said: “The faster we can get the information, the better. Ideally in 5 minutes, because once you reach critical levels, an email half an hour later is not going to meet that need.” This is an interview excerpt, not a current response-time standard, but it explains why an emergency notice should go out as soon as the essential facts are verified.

When the route changes again, edit or remove the old post rather than adding an unconnected correction that customers may miss. Keep a timestamped change log so front-line staff know which version is current.

6. Put up signs only with approval

A sign that helps customers can still create a safety or legal problem if it is placed in the highway without permission. First confirm who controls the road and who is responsible for the temporary traffic-management signs. Ask where a business-access sign may stand, what size and wording are allowed, and whether it must be installed by the closure applicant.

Useful wording

  • “Business open — follow diversion.”
  • “Access to [business] from [direction].”
  • “Pedestrian access this way.”
  • “Deliveries: call [number] for current instructions.”

Keep the message concise, high contrast and directional. Do not add a route that conflicts with an official arrow or place a sign where it blocks sight lines, pavement space, a crossing or an emergency route.

What council examples show

Surrey County Council’s application guidance describes business-open/access signs at either end of a closure, assigns them to the applicant and says closure and diversion signs should be checked at least daily. Dorset Council also describes special business-open signs with direction information where required. Another authority or closure type may allocate these duties differently, so obtain written confirmation before ordering or installing anything.

A commercially available phrase such as “business access directional sign” can help you source a sign, but buying one does not authorize roadside placement. If a formal traffic-management plan or approved signage is required, ask the responsible party whether a qualified traffic-management or temporary-signage contractor must supply it.

7. Do not rely on navigation apps alone

Digital maps can lag behind a temporary restriction, display a road as open when a barrier is in place, or send a driver toward an approach that the worksite has closed. Tell customers to follow official signs and on-site instructions even when an app proposes a shorter route.

The Department for Transport/Highways England March 2020 report captured the conflict in an anonymous interview excerpt attributed to a “Business driver, Bournemouth”: “If the sign tells me the road’s closed and Google Maps says it’s not, I’m going down that road.” The statement is qualitative evidence about user behavior, not traffic guidance. Your notice should therefore make the authority’s signs the controlling instruction and explain that app data may be delayed.

How to write an online route without creating a hazard

  • Describe the signed diversion by its approach and destination, not by a private shortcut.
  • Tell customers to stop and follow marshals or signs if the route differs on arrival.
  • Do not publish turn-by-turn directions through a closed road, bus gate, weight restriction or residents-only street.
  • Remove embedded maps or pins that show an obsolete entrance.
  • Ask the contractor to confirm any map correction process, but do not promise that a mapping service will update immediately.

8. Keep every channel synchronized during the works

Assign one person to own the access message and one backup. Give them the contractor’s contact details, the latest approved route and authority to edit the website and customer notices. A receptionist, estimator, delivery coordinator and social-media administrator should not each invent a different explanation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Minimum monitoring checklist

  • Check the physical approach and signs at the start of each operating day when safe to do so.
  • Check for contractor or authority updates before opening and after any incident.
  • Compare the website, booking pages, email footer, voicemail, social posts and printed signs.
  • Record customer reports of barriers, missing arrows, flooding, unsafe crossings or inaccessible entrances.
  • Escalate conflicting instructions to the works organization instead of choosing the route that looks fastest.

Surrey’s example calls for daily checks of closure and diversion signs; your local authority may specify a different frequency. Even without a formal daily requirement, a change log and scheduled review prevent stale directions from remaining online.

9. Plan for customers who need extra help

Offer a live contact route for anyone who cannot interpret the diversion or who arrives to find a changed condition. Train staff to ask whether the person is walking, driving, using a mobility aid, making a delivery or travelling with a child, then give only the instruction appropriate to that mode.

If the confirmed route is not accessible for a particular customer, offer a lawful alternative such as a different appointment time, delivery, collection point or remote consultation. Do not tell a customer to move a barrier, enter a signed work zone or walk in the carriageway. Any alternative must still comply with the authority’s instructions.

10. Close the communication loop when the road reopens

Reopening creates its own confusion because temporary signs and old warnings can remain after the restriction ends. When the authority confirms that the road is fit for normal traffic:

  1. Update the website and customer channels with the reopening time.
  2. Remove or request removal of business-access and diversion signs that you control.
  3. Restore the normal entrance, parking and delivery instructions.
  4. Tell staff which temporary directions are no longer valid.
  5. Archive the closure notice and keep the contact log for your records.

Surrey guidance says closure and diversion signs should be removed as soon as the road is fit to return to the travelling public. That instruction belongs to its process; confirm who is responsible for removal in your own case.

11. Planned and emergency closures: choose the right communication approach

Issue Planned closure Emergency or changing closure
Warning time Often enough time to coordinate with the authority, contractor and affected businesses; the exact notice period varies. May be minutes or none; publish only verified essentials and label the update time.
Route certainty Confirm the signed diversion and test the wording before work starts, then recheck on site. Expect route changes; use a live contact and update after each confirmed change.
Customer message Include dates, hours, opening status, vehicle and pedestrian routes, parking if confirmed and accessibility notes. State whether access is currently possible, what is prohibited and where to obtain the next update.
Signage Ask who supplies and checks business-open signs and whether an approved sign plan is required. Do not install an improvised roadside sign; coordinate with the party controlling the emergency traffic management.
Review cycle Schedule checks before opening and whenever the contractor reports a stage change. Set short recheck intervals and remove superseded messages immediately.

12. Common mistakes and the fix for each

“The business is open, so cars can get there.”

Why it fails: opening status does not prove vehicle access. Fix: state vehicle and pedestrian arrangements separately and confirm both with the works organization.

“The map says this shortcut is open.”

Why it fails: temporary restrictions may not appear promptly in digital navigation. Fix: direct customers to official signs and prohibit any route that conflicts with the worksite.

“We put a sign wherever drivers can see it.”

Why it fails: an unauthorized sign can obstruct a pavement, distract traffic or conflict with the approved plan. Fix: obtain placement permission and clarify who installs, checks and removes it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“We posted once and left it up.”

Why it fails: construction stages and access conditions change. Fix: timestamp updates, assign an owner and remove stale notices across every channel.

“We promised parking that looked available.”

Why it fails: apparent space may be reserved, unsafe or removed during the next stage. Fix: publish parking only when the authority or site manager confirms it.

“Staff will work it out at the door.”

Why it fails: inconsistent verbal directions send customers toward restrictions and create avoidable complaints. Fix: provide a one-page staff brief with the approved route, prohibited approaches, accessibility instructions and escalation number.

13. What the rules do—and do not—promise

There is no single advance-notice period, sign-placement permission, compensation entitlement or guaranteed vehicle-access rule that applies to every closure. Requirements depend on the country, local authority, road classification, closure reason, permit and organization doing the work.

For planned high-street events in England, GOV.UK advises businesses and organizations to speak with the local authority; planning may include signs, alternative routes, bus routes and emergency routes. That event guidance should not be treated as a rule for utility works, private developments or closures outside England.

Similarly, a council statement that it will maintain access wherever possible does not mean access will be continuous through every construction stage. Ask for the current arrangement and retain the answer. If customers or the business face a safety-critical problem, contact the authority or works organization immediately rather than relying on a general promise.

14. A ready-to-use operating checklist

Before publishing

  • Closure dates and hours are confirmed.
  • Business opening status is confirmed.
  • Vehicle and pedestrian routes are listed separately.
  • Parking and delivery information is verified or omitted.
  • Official diversion wording matches the site signs.
  • A monitored telephone number or channel is included.
  • Staff have the same current instructions.
  • Any roadside sign has approval and an identified owner.

During the closure

  • Check signs and access at the agreed frequency.
  • Check for stage changes before opening.
  • Update every customer channel at the same time.
  • Remove or correct superseded routes.
  • Log customer reports and escalate unsafe conditions.
  • Never direct anyone through a barrier or restricted lane.

After reopening

  • Obtain confirmation that normal traffic can return.
  • Update all notices and staff instructions.
  • Remove or request removal of temporary signs.
  • Restore normal parking, delivery and entrance information.
  • Archive the final notice and contact record.

15. The practical standard to aim for

A customer should be able to answer four questions before setting out: Is the business open? Can I walk there, drive there or both? Which officially signed approach should I use? Who can confirm the latest condition? If your notice answers those questions without contradicting the worksite, it is doing its job. Keep the route current, make approved access visible and let official signs and instructions override any app or informal shortcut.
