Start with the government agency that owns or implements the project, or with the relevant State or local department. For a public-service complaint against a Central or State government organisation, you can file and track a grievance through the Centralised Public Grievance Redress and Monitoring System (CPGRAMS). Select the organisation responsible for the work, describe the delay with dates and evidence, attach supporting documents, and save the registration number. If the response is closed unsatisfactorily, CPGRAMS says that a feedback rating of “Poor” enables an appeal.
The correct department depends on the project and location. A road, municipal drain, railway work, public building, highway and utility project may each have a different owner, contractor arrangement and escalation route.

How do I identify the authority responsible for a delayed government project?
Do not begin by sending the same complaint to every office. First establish which public body owns, funds or supervises the work. A complaint routed to the wrong organisation may not reach the project officer who can check the site or contract.
Read the project signboard and public notices
Construction signs often name the implementing department, local body, public-sector undertaking, funding scheme, contractor and scheduled completion date. Photograph the sign, including its location and date, before it is removed or altered. Public notices at the site, ward office or district office may identify the responsible division.

Check official project and department pages
Search the relevant State department, municipal corporation, panchayat, development authority or central agency website for the project name, tender number, work order, completion notice or contact directory. Tender and project documents can distinguish the owner from the contractor: the public authority remains the usual starting point for a service-delivery grievance, even when a private contractor is doing the physical work.
Match the work to its likely public owner
| Work you see | Possible public owner to verify | What to confirm before filing |
|---|---|---|
| City street, storm-water drain or footpath | Municipal corporation, municipality or urban development authority | Ward, zone and engineering division |
| Village road, culvert or local building | Gram panchayat, block or State rural-development/public-works department | Block, district and scheme name |
| State highway or major bridge | State public works or highways department | Road number, division and project package |
| National highway | The national highways authority or the responsible highway department | Highway number, concession/project authority and location |
| Railway station, track or overbridge | Indian Railways or another named rail implementing body | Zone, division and work description |
| Government school, hospital or office | The department owning the building, often through a public works division | Department, building name and site address |
| Water, sewerage, electricity or other utility work | State utility, municipal utility or local service provider | Service area and the utility’s current grievance channel |
This table is a routing aid, not a substitute for checking the signboard or the authority’s current instructions. The same type of work can be assigned differently in different States and cities.
Where can I report a public works project that is taking too long?
Use the most direct current route available, then use CPGRAMS when the responsible organisation is a Central or State government body or when you need a national tracking route.
Department or project-authority channel
If the project website, signboard or local office gives a designated engineer, grievance officer or online form, that route can place the complaint with the people managing the work. Record the office, date and any complaint number. A State, city, public-sector undertaking or project authority may maintain a separate channel; its current instructions control the required format and escalation steps.
CPGRAMS for Central and State government organisations
CPGRAMS describes itself as “an online platform available to the citizens 24×7 to lodge their grievances to the public authorities on any subject related to service delivery.” The National Government Services Portal also lists registration and filing for grievances against Central and State government organisations at Registration on Public Grievances Portal (PG Portal) and Lodge your grievance against Central and State Government organisations.

CPGRAMS is useful when you need a central record of submission, status tracking and the portal’s post-closure feedback and appeal process. It does not identify the correct project authority for an unnamed site, so determine the organisation before selecting it in the form.
How the routes compare
| Route | Best fit | Jurisdiction to verify | Registration or review features |
|---|---|---|---|
| Project or department grievance channel | A complaint that can be handled by the site division or designated officer | Current instructions of that department or authority | Not stated uniformly; save any acknowledgement or complaint number issued |
| CPGRAMS | Service-delivery grievance involving a Central or State government organisation | Select the matching organisation in the portal | Unique registration ID, status tracking, feedback after closure and an appeal option when feedback is rated “Poor” |
| Local body or utility channel | Municipal, panchayat or utility work controlled locally | Ward, district, service area and the authority’s current channel | Not stated nationally; confirm whether the local system issues an ID or review route |
What evidence should I collect before filing?
A concise, dated evidence bundle makes it easier for an officer to identify the site and test the allegation. The following items are practical suggestions; CPGRAMS does not state that every item is mandatory.
- Project identity: the announced name, exact location, ward or village, road or building name, and any tender, work-order or package number.
- Public commitment: a signboard, official notice, published deadline, inauguration announcement or status notice showing what was promised.
- Current condition: dated photographs or videos showing the unfinished work, access obstruction, standing water, unsafe excavation, missing barriers or other observable condition. Keep the original files and note where and when each was taken.
- Chronology: a short sequence of the announcement or start date, promised completion date, periods of inactivity, recent visits and the condition on the day you file.
- Impact on residents: explain blocked access, school or hospital access problems, traffic disruption, flooding, dust, sanitation effects or other concrete service consequences. State who is affected without publishing unnecessary personal data.
- Earlier contacts: previous complaint numbers, dates, replies and any inspection or assurance received from the department or contractor.
- Requested action: ask for a site/status update, an explanation for the delay, a revised timeline, restoration of safe access or another specific administrative step.
Separate observation from inference. “The trench remains open at the southern entrance on 18 October” is verifiable; “the contractor is deliberately withholding work” is an allegation that may not be supported. Avoid accusing named individuals of misconduct unless you have reliable official evidence and the chosen process is designed to examine that issue.
How do I file a delayed-construction grievance on CPGRAMS?
- Open the official portal. Go to pgportal.gov.in. Use the portal itself rather than email. The home page says: “Any Grievance sent by email will not be attended to / entertained. Please lodge your grievance on this portal.”
- Provide your contact details. The National Government Services Portal describes the registration process as asking for contact details and a grievance description. Enter information that allows the authority to communicate with you and check it for errors before submitting.
- Select the responsible organisation. Choose the Central or State ministry, department or organisation that owns or implements the project. Use the project signboard, official notice or department directory to make this selection; do not choose an organisation merely because it is geographically nearby.
- Describe the grievance. State the project name and exact location first. Then give the promised or announced work, key dates, present condition, practical impact, earlier complaint references and the action you want. Keep the account factual and chronological.
- Attach supporting documents. The service listing says supporting documents can be attached. Add legible photographs, notices, status records and prior replies that directly support the account. Label files so an officer can understand what each shows, and remove unrelated personal information where possible.
- Review and submit. Check the organisation, location, dates, contact details and requested action. Submit through the portal’s filing process and wait for its confirmation.
- Save the registration number. Keep the confirmation page or message, the unique registration ID and a complete copy of the text and attachments. The portal says this ID can be used to track status.
What should the grievance say?
A useful complaint lets an officer answer five questions quickly: which project, where it is, what was promised, what has happened, and what decision or action you seek. This structure can be adapted to the portal’s description field:
Subject: Delay in [project name] at [exact location], [district, State]
Project and location: [official name, road/building, ward or village, landmark]
Expected work: [what the public notice, signboard or official document stated]
Chronology: [announcement/start date]; [promised completion date]; [dates of inactivity or changed status]
Current observation: On [date], [describe what is visibly unfinished or inaccessible].
Public impact: [specific effect on access, traffic, flooding, sanitation, safety or services].
Earlier references: [department or portal complaint numbers and replies, if any].
Request: Please provide a site/status update, explain the delay, state the current target date and take [specific immediate action, if needed].
Replace every bracketed instruction with your facts before submitting. If you do not know a date, say that it is unknown rather than guessing. If several locations are involved, identify each one separately and attach photographs that can be matched to the description.

How do I track a CPGRAMS complaint?
Use the registration ID saved at submission to check the grievance status through CPGRAMS. Keep a simple log containing the filing date, status changes, requests for information, replies and any new photographs. If the authority asks for clarification, answer through the official channel and refer to the registration ID so the material stays connected to the case.
A status entry or closure is an administrative response, not proof that construction has been completed. Compare the response with what you can observe at the site, and retain copies of both the reply and the evidence that prompted your follow-up.
What if CPGRAMS closes the grievance without solving the delay?
CPGRAMS permits feedback after closure. The portal states that an appeal option is enabled when the feedback rating is “Poor,” and it allows appeal-status tracking. If the response does not address the facts you reported, use the feedback and appeal functions available for that registration, explain the specific gap, and attach or refer to the relevant record. Do not create a new narrative that loses the original registration ID unless the portal or department instructs you to do so.
An appeal can request consideration of the unresolved service issue; it is not a court order and does not guarantee a construction-completion date, repair date or particular outcome.

CPWD works
The CPWD Works Manual 2014 describes a department-specific grievance mechanism for works. Because that manual is from 2014, treat its officer assignments and procedures as historical guidance. Verify the current CPWD officer and process before relying on it for a present complaint.
What CPGRAMS does not handle, and what requires urgent action?
Excluded or restricted subjects
CPGRAMS states that it does not take up RTI matters, court-related or sub judice matters, religious matters, or government employees’ service grievances unless the prescribed channels have first been exhausted. An RTI request for records therefore belongs under the applicable information-access process, while a matter already before a court should be handled through that legal proceeding or professional advice. These limits do not remove the need to report an ordinary public-service delay through the appropriate department route.
Immediate danger at an unfinished site
If an open excavation, unstable structure, exposed wiring, flooding or another condition presents an immediate danger, contact the locally responsible emergency or safety authority as well as documenting the issue through an appropriate grievance channel. A general grievance portal is not an emergency-response service, and the official pages reviewed here do not establish one nationwide urgent-hazard procedure for every project type. Give the emergency authority the exact location, immediate hazard and safest way to reach the site.

Common filing mistakes and how to avoid them
- Wrong organisation: verify the owner or implementing department before selecting it; a contractor’s name alone may not identify the public authority.
- No precise location: add ward, village, road number, landmark, GPS information if useful, and a project or tender number when available.
- Unverifiable accusations: describe observable conditions and documented statements instead of assigning motives or alleging corruption without evidence.
- No requested remedy: ask for a status explanation, site inspection, revised timeline, safe access or another concrete action.
- Missing records: save the registration ID, confirmation, attachments, replies and closure details in more than one location.
- Emailing instead of filing: CPGRAMS expressly says grievances sent by email will not be entertained; submit through the portal.
- Expecting a guaranteed result: filing creates a documented request for consideration and response, not an order that construction must finish by a particular date.
How to make a delayed-construction complaint easy to act on
Before pressing submit, read the text as if you were an engineer who has never visited the site. Can that person identify the asset, locate it, understand the promised milestone, verify the delay from your dates and photographs, and see exactly what you want done? If not, remove speculation and add the missing project identifier, date or document. A short, well-indexed account is more useful than a long message that mixes several unrelated works or authorities.
