The most effective protection is coordination before equipment arrives: make a dated photographic record, obtain the project representative’s contact information and access plan, identify trees, irrigation, drainage and driveway edges that need protection, and learn how damage must be reported. During construction, stay outside the work zone, follow the approved access route and report changes promptly. Afterward, compare the site with your original record before agreeing that restoration is complete.
Road and utility projects differ in scope, ownership and local rules. The procedures below are practical safeguards, not a promise that a particular agency or contractor must pay for a particular repair. Confirm requirements with the project owner and your local authority.

Start with a written plan before construction
Do not wait for the first excavator to arrive. Contact the project owner, utility, municipality or contractor listed on the project notice and ask for a written or emailed explanation of how work will affect your frontage. Keep the contact’s name, role, phone number and email with your property records.

| Topic | What to confirm |
|---|---|
| Work limits | Which portions of the road, curb, shoulder, verge or right-of-way will be excavated, removed or used for access? |
| Schedule | When will preparation, excavation, paving, planting or restoration occur, and how will schedule changes be announced? |
| Driveway access | Which entrance will remain open, when will it be blocked, and what approved temporary route will be provided if access changes? |
| Staging | Where will trucks, spoil, pipe, barriers, dumpsters and other materials be placed in relation to your driveway and landscape? |
| Landscape protection | What measures are planned for tree trunks, roots, branches, beds, fences, irrigation components and drainage paths? |
| Damage reporting | Who inspects complaints, what photographs or forms are required, and where should a written report be sent? |
Point out vulnerable features during a walk-through or on a marked plan. Identify trees with low branches or roots near the pavement, planted beds that could be used as shortcuts, sprinkler valves and lines, downspouts, swales, retaining edges, fences and places where water normally leaves the property. Ask the project team to confirm which of these lie inside the work or staging area and which will be protected.

Write down every agreed temporary access arrangement and follow-up promise. A short email that says what was discussed, the date, and the expected next step creates a useful shared record without assuming that the project has accepted liability.
Create a defensible record of existing conditions
Photographs taken before work are your clearest way to distinguish pre-existing wear from a later change. Portland guidance specifically treats documentation of existing conditions, including driveways and private features that may be affected, as useful when reported damage is evaluated.
How to photograph the property
- Choose daylight and take wide views from the road and from your property so each feature’s position relative to the curb or road is clear.
- Take closer images of the driveway surface, apron, curb transition, lawn edges, planting beds, tree trunks and visible roots, fences, drainage structures and irrigation access points.
- Capture existing cracks, patched areas, settlement, rutting, chipped edges, leaning fences, dead branches, bare soil and damaged plants. Do not conceal or repair these conditions before recording them.
- Photograph the same feature from more than one direction when a single image could be ambiguous. Include a ruler or another fixed reference only when it helps show scale; do not move landscape elements to make a picture.
- Record the date, approximate location and a short description for each image. Keep the original files at their original resolution and make a backup rather than relying on a social-media upload or a screenshot.
A simple folder named with the project and date can contain the originals, a written inventory and copies of project notices. Continue using the same viewpoints during and after construction so changes can be compared consistently.

Access problems are often more disruptive than the excavation itself. Ask exactly when your driveway will be unavailable, whether pedestrians can still reach the home, and how deliveries, emergency access, waste collection and mobility needs will be handled. Request notice before each planned change rather than assuming the first schedule will hold.

What a workable access plan includes
- The entrance that remains open and the hours or project stages when it can be used.
- A clearly identified temporary entrance if the normal driveway is closed.
- The surface and route vehicles should use, including any turning restrictions that prevent tires from crossing beds or lawn.
- How residents should receive notices when the route changes or a closure lasts longer than expected.
- A contact to call immediately if the agreed route is blocked or unsafe.
An Illinois Department of Transportation project specification illustrates the type of coordination to seek: partial driveway access may be maintained, or an approved temporary alternative may be arranged, with staging coordinated with affected homeowners and businesses. That specification applies to its project terms, not automatically to every road job, but it is a useful model for the questions to put in writing.
Never create your own crossing over an excavation, move barriers, or direct traffic around a closure. If access is blocked contrary to the plan, contact the project representative and ask for the approved alternative rather than entering the work area or improvising a route across unprotected ground.
Protect trees, planting beds, soil and drainage
Construction traffic can damage more than visible turf. Compaction in a root zone, scraped bark, buried irrigation, displaced soil and concentrated runoff may not be obvious until weeks later. Tell the project team which plants and drainage paths matter before work starts and ask what controls will be installed.

Portland Water Bureau guidance states: “Before construction begins on a street, crews will install tree protective fencing where necessary to protect tree trunks, roots, and branches from damage.” Treat that as a project-specific example, not a universal guarantee. Ask whether fencing is needed around each tree, where it will be placed, and whether branches must be pruned or equipment kept outside the protected area. Do not attach signs, lights or materials to a tree, and do not move project-installed fencing to make room for a vehicle.

Point out valuable or vulnerable trees even when their trunks are outside the apparent excavation. Roots can extend beyond the canopy, and a driveway edge or staging area may be close enough to cause compaction. Ask who will inspect a tree if roots are exposed, bark is struck or branches break, and record the condition before crews arrive.
Beds, lawn and soil
Mark the practical boundary of beds and lawn in your discussion with the crew, but do not place stakes or barriers in a public right-of-way without permission. Ask where workers may walk, where spoil will be stored and how topsoil or mulch will be kept separate from construction debris. A project may have its own restoration specification; obtain that information instead of promising yourself a particular replacement material or grade.
Ontario guidance for access-road construction identifies general erosion-control principles that are relevant to the questions you ask: minimize exposed soil, retain vegetation where feasible and divert runoff away from exposed ground. The guidance concerns Ontario access-road work, so local projects may use different methods. Nevertheless, ask how bare soil will be stabilized and where stormwater and sediment will be directed during rain.
Drainage and irrigation
Show the project team downspouts, swales, catch basins, culverts, cleanouts, sprinkler valves and other components that are easy to miss. Ask whether temporary grading, spoil piles or barriers could redirect water toward the house, driveway or a neighboring property. Do not operate, disconnect or relocate a utility or irrigation component that the project has installed or marked without instructions. If runoff changes, sediment accumulates or irrigation stops working, photograph the condition from a safe location and report it promptly.

Understand utility marks and public right-of-way limits
Portland guidance describes underground-service markings made with paint, flags or stakes and notes that markings communicate work information. Treat every mark as official: do not erase it, move it, cover it with soil or reinterpret its location by eye. Ask the project contact what each marked area means if you are unsure.
If excavation on your private land is proposed, use the utility-locating service required in your jurisdiction and confirm the process with the project team before digging. A homeowner should not mark utilities independently as a substitute for the applicable locating process.
Rights-of-way are controlled spaces. Do not install protective barriers, stake signs, store materials, park equipment or place driveway covers in public space unless the responsible authority has authorized it. Napa County, for example, requires permits for covered work in its county road right-of-way and uses a utility-alert tag requirement for applicants. That process is specific to Napa County; another municipality or project owner may use different permits and notifications.

Stay safe and monitor from outside the work zone
Keep household members, visitors, pets, vehicles and stored items behind project barriers and away from excavations, moving equipment and stockpiles. Use only the access route the project has approved and obey posted directions. A familiar shortcut across a verge or a quick attempt to retrieve an item can put you in a changing work area without the crew knowing you are there.

What to watch for
- New runoff flowing toward the home, driveway or planting beds.
- Sediment collecting at a curb, drain, fence line or lawn edge.
- Fresh ruts, crushed pavement edges, broken curb transitions or new cracks.
- Exposed roots, scraped bark, damaged branches or plants covered by spoil.
- Broken sprinkler heads, cut irrigation lines, displaced valves or standing water.
- Barriers, signs or staging that no longer match the access plan.
Observe from a safe location and do not enter an active zone to obtain a closer photograph. Report a problem while the condition is visible; early notice gives the project team a chance to correct drainage, protect a plant or change a route before damage spreads.
Report changed conditions or damage promptly
When you see a change, make a dated record and notify the listed project owner or contractor in writing through the local reporting process. Include the address or precise location, the date and time observed, a concise description, photographs from the same viewpoints used in your baseline record, and any immediate access or safety consequence.
| Observed condition | Immediate response |
|---|---|
| New driveway crack, rut or settled edge | Photograph the full area and close-up, note whether it appeared after a particular delivery or stage, and report it before cleaning or patching. |
| Blocked driveway or changed route | Stay out of the closure, contact the project representative and request the approved alternative access plan. |
| Broken irrigation or displaced soil | Photograph the component and surrounding ground, note whether water is escaping or pooling, and report it promptly. |
| Damaged plant, exposed root or scraped bark | Photograph the whole plant and detail the injury, then ask who will inspect and protect it. |
| Runoff or sediment leaving the work area | Record the flow path and accumulation from a safe place and notify the project contact immediately. |
Ask who is responsible for inspection, restoration and timing. Keep copies of emails, forms, photographs and responses. Do not assume that a contractor has accepted a payment obligation merely because a report was submitted, and do not hire a repair service before responsibility and the project’s inspection process are clear unless an urgent safety issue requires temporary action.
Compare the site after work and agree on restoration
When the roadwork or a project stage is declared complete, repeat the baseline photo route in similar light and compare each feature with the original record. Record the date, location and visible difference for any crack, rut, settlement, blocked drain, plant loss, soil displacement or fence movement that remains.
Send the comparison to the project owner or contractor using the local reporting process and ask for a written inspection decision and restoration schedule. Clarify whether the project will replace soil, repair a driveway edge, restore irrigation, replant vegetation or refer a matter to another public authority. The answer depends on project terms, property boundaries and local law; the Portland, Illinois, Napa County and Ontario materials are not a universal legal standard.
If the project responds but tree, soil or driveway damage remains disputed or unresolved, a qualified local arborist, landscape professional or driveway contractor can provide an independent assessment. Choose a professional who can document the condition and separate construction-related change from ordinary wear. This assessment does not itself establish who must pay.
Use a simple timeline checklist
Before crews arrive
- Save dated, wide and close-up photographs of every affected driveway and landscape feature.
- Back up original files and create a written condition inventory.
- Obtain the project representative’s name and reporting contact.
- Confirm work limits, schedule, staging, driveway access, tree controls, runoff measures and the damage-report process.
- Identify vulnerable trees, roots, beds, irrigation, drainage paths, fences and driveway edges.
- Write down all temporary access agreements and notice procedures.
While work is active
- Keep people, pets, vehicles and belongings outside barriers.
- Use the approved route and leave utility marks and contractor fencing in place.
- Observe from a safe location for runoff, sediment, rutting, broken irrigation and landscape impacts.
- Photograph and report changed conditions promptly.
- Call the project representative if access differs from the agreed plan.
After a stage or the whole project
- Repeat the baseline photographs and compare each feature.
- Record the date, location and visible change for every unresolved issue.
- Submit a written report and retain all correspondence.
- Ask who will inspect, restore and set the completion date.
- Obtain an independent local assessment only if a remaining tree, landscape or driveway issue requires it.
What these precautions can and cannot guarantee
Documentation, clear access coordination, respect for utility markings, project-installed tree and erosion controls, and prompt reporting reduce preventable confusion and give the project team a chance to correct problems. They cannot guarantee that a driveway, tree or planting bed will remain untouched, nor do the cited agency examples establish a compensation rule for every location. Local project documents and right-of-way requirements control, so confirm them before construction and keep the project contact involved whenever conditions change.
