The exact checklist depends on the project, phase and jurisdiction. Use this process to manage the review, but have the responsible licensed professionals and authority having jurisdiction make technical and compliance decisions.
What a preconstruction plan-set review is—and is not
A plan-set review is a controlled check of documents before the team prices, orders, mobilizes or starts work. It establishes what the set is intended to accomplish, whether it is complete enough for that purpose, whether the sheets coordinate, and whether the approval path is satisfied.

It is not a substitute for the contract, code analysis, permit conditions, engineering judgment or a professional review of the actual project. The available municipal and professional guidance is United States-focused, and requirements vary by location, project type and document phase. A general checklist can expose omissions; it cannot certify that a particular design is safe, buildable or legally approved.

Start with the project agreement, scope and delivery method. Ask the design team to state, in writing, what the issue is intended to do: support design development, obtain a permit, solicit pricing, or direct construction. These are different deliverables. A design-development issue can support an approval process while still being a phase on the way to completed construction documents.

AIA guidance recommends shared objectives, clear deliverables and communication about what documents are meant to accomplish. Michael J. Lough, AIA, Principal at Integral Consulting, puts the starting point plainly: “The starting point should be the contract; refer to the specific project agreement as well as AIA B100 series documents.”
Record the decision before reviewing sheets
- Project name, address and legal description.
- Contract or agreement governing document responsibilities and deliverables.
- Current phase and intended use: design development, permit, pricing or construction.
- Scope boundaries, alternates, owner-furnished items and exclusions.
- Consultants responsible for civil/site, architecture, structure, mechanical, electrical, plumbing, fire protection and other disciplines.
- Reviewer, document controller and person authorized to release the construction issue.
- Required review dates, bid or procurement milestones and planned mobilization date.
If nobody can answer what the set is for, stop the review. A visually complete drawing package issued for pricing should not silently become the field’s construction set.
2. Create a controlled document register
Use the drawing index, cover sheet and issue blocks to make an inventory. Capture every sheet and supporting document, not only the drawings that are easiest to open. A register makes missing sheets and mixed revisions visible.
| Register field | What to record | Why it matters |
|---|---|---|
| Sheet number and title | Exact identifier from the index | Prevents a similarly named or superseded sheet being used. |
| Discipline | Site/civil, architectural, structural, MEP, fire protection or other | Shows who owns questions and reveals an absent discipline. |
| Issue date and revision | Date, revision letter or number, and issue description | Lets the team identify one controlled issue. |
| Status | Draft, issued for pricing, submitted for permit, approved or issued for construction | Stops an interim document being treated as an authorization to build. |
| Supporting file | Specifications, schedules, calculations, energy documents, reports and approval letters | Drawings may rely on documents that are not bound into the PDF. |
| Responsible reviewer | Name or role and response date | Every omission or conflict needs an owner. |
Keep the register with the project’s document-control system. Do not overwrite a previous issue; preserve the superseded record so a comment can be traced to the document that prompted it.
3. Check completeness against both scope and local requirements
“Complete plan set” does not mean every project has the same number of sheets. Compare the register with the project scope and the current submission checklist from the authority having jurisdiction (AHJ). Berkeley’s submittal guidance, for example, lists a cover sheet, site plan, architectural details, structural plans, mechanical, plumbing and electrical design, and energy or green documentation among its elements. That is a local example, not a national minimum.
New York City states that plan examiners begin review only when drawings are complete; an incomplete application receives a missing-information checklist and must be resubmitted. Treat completeness as a gate, not as a cosmetic preference.
Minimum inventory questions
- Does the cover sheet identify the project, address, code information, drawing index, issue status and design professionals?
- Is there a current site or civil plan showing the work covered by the contract and any required site information?
- Are architectural plans, elevations, sections, schedules and details present for the stated scope?
- Are structural plans and details present wherever the work affects foundations, framing, openings or supports?
- Are mechanical, electrical, plumbing and fire-protection documents included where applicable?
- Are energy, accessibility, sustainability or other required compliance documents included?
- Are specifications, equipment schedules, calculations, reports and special-inspection information included or clearly referenced?
- Do the sheets named in the index actually exist, and do the file names and revision blocks agree?
Mark an item “not applicable” only when the responsible professional or AHJ has confirmed that conclusion. Never infer that a discipline is unnecessary because its sheets are absent.

4. Review the set sheet by sheet
Cover sheet and index
Confirm the project address, legal description, scope statement, code edition or other governing criteria shown, sheet index, issue purpose and revision history. Check that the names and seals or signatures required for the jurisdiction appear where required. Compare the index with the actual files and with the contract’s deliverable list.
Site and civil information
Check that the site plan depicts the work included in the contract and aligns with the approved site or preliminary site plan when one is required. Compare property lines, building footprint, access, grading, utilities, drainage and other site features shown by the civil team with architectural and structural locations. Route any boundary, survey or utility question to the appropriate professional rather than resolving it by assumption.
Architectural plans, elevations and sections
Follow the drawing references from floor plans to elevations, sections, enlarged plans, schedules and details. Check that room names, dimensions, doors, windows, stairs, equipment spaces, rated assemblies, finishes and ceiling information are represented consistently where the scope requires them. A discrepancy is a question to log, not permission to choose whichever sheet is convenient.
Structural plans and details
Compare grids, foundations, columns, beams, bearing lines, slabs, openings and structural details with the architectural plans and sections. Look for an architectural opening without a structural treatment, a support that lands outside the intended bearing line, or a change in floor or roof level that appears on only one discipline’s sheets. The structural engineer must make the design determination.
Mechanical, electrical, plumbing and fire protection
Trace major equipment, shafts, risers, panels, service entries, plumbing groups, fire-protection zones and distribution routes between plans, diagrams, schedules and architectural spaces. Check that required access and maintenance clearances are not contradicted by structure, walls, ceilings or other equipment. Confirm that the systems shown match the project scope and that the specifications and schedules identify the same equipment and performance requirements.
Details, schedules and specifications
Use details and schedules to test the general plans. Verify that wall, roof, floor, door, window, finish and equipment references point to existing details and that notes do not conflict with specifications. Where the contract documents assign an item to an owner, contractor or another trade, record the boundary explicitly so an apparent omission is not discovered during installation.
5. Coordinate interfaces across disciplines
AIA describes construction documents as illustrating how building systems and materials generally coordinate. Its checklist is intentionally general and does not cover every project-specific technical task. Use it to organize questions, then have each responsible professional resolve technical conflicts.

| Interface | Compare | Typical question to log |
|---|---|---|
| Site ↔ architecture | Footprint, entries, grades, accessible routes and utilities | Do the building entrances and finished-floor elevations agree with the site plan? |
| Architecture ↔ structure | Grids, openings, walls, stairs, roof and floor levels | Is every architectural opening shown and supported structurally? |
| Architecture ↔ MEP/FP | Ceilings, shafts, equipment rooms, risers and access panels | Can the specified equipment fit and remain serviceable in the space shown? |
| Structure ↔ MEP | Penetrations, sleeves, embeds, beams and slab zones | Are penetrations located and treated consistently on both sets? |
| MEP ↔ specifications | Equipment tags, capacities, controls and schedules | Do the plan tag, schedule and specification identify the same item? |
| Fire protection ↔ life-safety information | Rated assemblies, egress, alarms and suppression coverage | Are the systems and ratings shown for the applicable scope? |
Compare plans, elevations, sections, schedules and details rather than reviewing each sheet in isolation. For each issue, record the sheet and detail reference, a neutral description of the conflict, the responsible discipline, required response and due date. Do not mark a technical conflict “resolved” until the revised documents show the decision consistently.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors6. Confirm the approval path separately from plan check
Ask the AHJ which approvals, supporting documents, agency reviews, inspections and conditions apply to this project. Building plan check is not automatically the same as zoning or site approval. Berkeley expressly states that its plan check does not include zoning. Phoenix describes preliminary site-plan approval as a prerequisite before building plans can be logged when site review is necessary.
Build an approval matrix
| Approval or requirement | Authority or owner | Evidence to retain | Status before mobilization |
|---|---|---|---|
| Building permit or plan check | Building department or AHJ | Approved drawings, permit record or written status | Identify the approved issue and conditions. |
| Zoning or land-use approval | Planning or zoning authority | Approval, clearance or written confirmation | Do not assume building plan check includes it. |
| Site or preliminary site-plan approval | Relevant local authority | Approved site plan and conditions | Confirm whether it is required before building-plan intake. |
| Agency reviews | Utilities, fire, environmental or other applicable agencies | Clearances, comments and conditions | Track each requirement separately. |
| Special or progress inspections | AHJ and designated inspectors | Required inspection list and responsibilities | Assign who will schedule and document them. |
New York City identifies additional approvals, supporting documents and special or progress inspections that may have to be satisfied. The exact list is jurisdiction-specific. Obtain the AHJ’s current checklist rather than copying another city’s process.
7. Track comments, corrections and resubmittals
Maintain one comment log for owner, consultant, contractor and plan-check comments. A useful entry is specific enough that another person can verify the response without reopening the entire project.
| Field | Example content |
|---|---|
| Comment ID | Sequential identifier linked to the review round |
| Source | AHJ, architect, engineer, contractor or owner |
| Reference | Sheet, detail, specification section or approval condition |
| Issue | Objective description of omission, conflict or requested clarification |
| Responsible party | Discipline or individual who must decide and revise |
| Response | Answer, revised sheet number and revision description |
| Status | Open, answered, incorporated, accepted or closed |
| Verification | Reviewer, date and evidence that the change appears wherever required |
New York City describes correction and resubmission for incomplete or deficient submissions; Phoenix likewise describes correction and resubmission where required. When a response changes one sheet, search for every plan, section, schedule, detail and supporting document affected by that change. Close the comment only after the complete response is present.
8. Identify the controlled issue before anyone mobilizes
At the release gate, name the exact approved revision: issue date, revision identifiers, file package and any permit conditions. Remove superseded files from field distribution or label them unmistakably as superseded. Confirm that printed sets, tablets, shared folders and subcontractor extracts all point to the same issue.
Release-gate questions
- Does the approved issue match the purpose stated at the start of the review?
- Are all required sheets and supporting documents present at that issue?
- Do revised sheets incorporate closed comments consistently?
- Are zoning, site, building and other applicable approvals documented?
- Are special or progress inspections assigned and understood?
- Are unresolved items clearly identified as conditions, not hidden in email?
- Has the responsible design professional authorized the issue for its intended use?
If any answer is no, pause work that depends on the missing decision. Proceeding with a mixed or unapproved set transfers a document-control problem into the field, where correction is slower and more expensive.

9. Compare review approaches by purpose, not by checklist length
Projects sometimes debate whether to perform a contractor-led coordination review, a consultant quality review, or an administrative permit check. They answer different questions and should not be treated as interchangeable.
| Review approach | Best question answered | Strength | Limitation |
|---|---|---|---|
| Administrative completeness check | Are the required sheets, forms and approvals present? | Finds missing deliverables and status errors quickly. | Does not establish technical constructability or code compliance. |
| Multidiscipline coordination review | Do the systems and interfaces agree? | Finds conflicts among architecture, structure, MEP, fire protection and site work. | Requires qualified discipline leads and project-specific judgment. |
| Plan-check or AHJ review | Does the submission satisfy the authority’s process and requirements? | Provides the jurisdiction’s formal comments or approval path. | May not include zoning, site approval or every construction-management concern. |
| Constructability and procurement review | Can the approved scope be sequenced, procured and installed as documented? | Surfaces access, scope-boundary and long-lead questions before mobilization. | Cannot replace the design professional’s technical decision or an AHJ approval. |
Compare approaches on project phase, jurisdiction, disciplines included, technical depth and revision tracking. There is no single universally applicable checklist or software platform.

10. Common failure modes and practical fixes
The team reviews an interim set as if it were for construction
Symptom: The title block says design development, pricing or permit, but field personnel receive it as an instruction to build.
Fix: Reconfirm the intended use against the agreement, label the issue clearly and obtain an authorized construction release.
The drawing index and files do not match
Symptom: A referenced sheet is missing, duplicated or on a different revision.
Fix: Reconcile the index, register and file package; have the document controller issue a corrected set rather than silently renaming files.

Symptom: One revised plan changes an opening, equipment location or material while sections, schedules or specifications remain unchanged.
Fix: Search all referenced views and supporting documents, then close the comment only after a coordinated revision is issued.
A general checklist is used for a technical decision
Symptom: A manager treats a checklist tick mark as proof that a structural, fire, accessibility or systems question is compliant.
Fix: Route the question to the responsible qualified professional and record the decision and its document reference.
11. A practical final checklist
- Read the agreement and state the set’s phase and intended use.
- Assign responsibility for each discipline, approval and comment.
- Inventory every sheet, revision and supporting document.
- Compare the inventory with the project scope and the AHJ’s current checklist.
- Review site, architectural, structural, MEP, fire-protection and other applicable sheets.
- Cross-check plans against elevations, sections, schedules, details and specifications.
- Log every conflict or omission with a sheet reference and owner.
- Confirm zoning, site-plan, building, agency and inspection requirements separately.
- Resolve comments through revised documents and verify the changes across interfaces.
- Identify the approved, controlled issue and distribute only that issue before work starts.
The American Institute of Building Design lists a Construction Drawing Checklist in PDF and XLSX formats, organized by drawing pages such as floor plans, site plans and elevations, with IRC code-section references. It can provide a useful sheet-by-sheet prompt, but it does not replace the project agreement, local checklist or professional review.
When to escalate instead of guessing
Escalate any question involving structural adequacy, fire or life safety, accessibility, code interpretation, zoning entitlement, utility capacity, hazardous materials, environmental conditions, professional seals, or a conflict that changes scope or cost. Give the responsible architect, engineer, consultant or AHJ the exact sheet references, photographs or field facts needed to decide. Keep the question open until the decision is documented in the controlled set or in an approval record.
A disciplined review ends with a traceable answer to four questions: what set is this, is it complete for its purpose, do the disciplines and approvals align, and which revision is authorized for work? If those answers are documented before mobilization, the team has a defensible starting point. If they are not, construction is beginning on assumptions rather than on a controlled plan set.
