How to Protect Vessel Design Files From Data Loss and Unauthorized Access

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect vessel design files with two separate controls: prevent unauthorized use and preserve recoverable copies. Inventory every repository and working copy, identify the authoritative version, give named users only the permissions they need, require strong authentication, control contractor access, transfer files through approved channels, encrypt sensitive data, and keep recovery copies separated from ordinary accounts and networks. Then test that representative files can actually be restored and opened in the software your team uses.

Backups address deletion, corruption and ransomware; access controls and encryption address confidentiality. Neither replaces the other. The process below is written for vessel designers, shipbuilders, engineering IT teams and maritime operators, with separate notes for obligations that apply only to particular U.S. maritime entities or contractually classified information.

Why vessel design files need both confidentiality and recovery controls

Vessel design data is exposed to more than one kind of failure. Ransomware or destructive malware can encrypt or erase files, an insider can misuse privileges, and an honest user can overwrite the wrong revision or send a drawing to the wrong recipient. NIST’s National Cybersecurity Center of Excellence summarizes the integrity problem this way: "Ransomware, destructive malware, insider threats, and even honest user mistakes present ongoing threats to organizations."

Confidentiality failures are different. Phishing can capture a designer’s credentials; a lost laptop can expose locally synchronized drawings; excessive privileges can let a user browse unrelated projects; an accidental email can disclose a plan; and eavesdropping can expose a transfer. NIST’s Data Confidentiality: Identifying and Protecting Assets Against Data Breaches (February 2024) uses these scenarios to illustrate why authentication, authorization, secure transfer and encryption must be designed together.

Risk What can happen to design data Primary control
Ransomware or destructive malware Working files and network shares become unavailable or are altered. Protected, versioned backups; recovery testing; restricted backup administration.
User error A current drawing is overwritten, deleted or synchronized incorrectly. Version history, recycle or retention controls, change logging and restoration procedures.
Credential theft An attacker enters a repository as a legitimate user. Named accounts, multifactor authentication, least privilege and sign-in monitoring.
Insider or contractor misuse A person copies plans outside the project or accesses unrelated vessels. Project-scoped permissions, time limits, contractual restrictions and audit review.
Lost device or intercepted transfer Local or in-transit copies are read by an unauthorized party. Encryption, managed devices and approved transfer mechanisms.

No topic-specific rate of vessel-design-file loss, theft or breach has been established in the sources used here. Treat the controls as risk management requirements, not as a promise that an incident cannot occur.

Build an inventory before choosing controls

You cannot protect an authoritative file that nobody can identify. Make an inventory for each project and update it when a new system, yard, vendor or transfer route is introduced.

Record every place a design file can exist

  • Primary project repositories, document-management systems and engineering file servers.
  • Designer workstations, laptops and temporary local folders.
  • Cloud synchronization folders and collaboration workspaces.
  • Removable drives, field laptops and media used aboard a vessel.
  • Archives, exports and files retained for regulatory, contractual or warranty purposes.
  • Copies held by shipyards, naval architects, fabricators, classification organizations or other vendors.
  • Automated jobs, scripts and integrations that copy, convert or publish drawings.

For each location, record the system owner, physical or cloud provider, data retained, administrator, backup method, encryption status, users and external parties with access. Include file metadata and related material such as specifications, calculations, configuration files, models, revision histories and transmittals when they are needed to interpret or rebuild a design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Declare the authoritative version

Assign a business owner for every project or vessel. Document which repository is authoritative, how revisions are approved, and how a released drawing is distinguished from a working copy. A synchronised laptop folder, an email attachment and a vendor export should not silently become competing masters. Use a written naming, revision and release convention that identifies status and approval without relying on a shared login or a person’s memory.

Classify by consequence and obligation

Mark files according to the harm their disclosure, alteration or loss would cause and according to any contract, customer instruction or regulation. Classification determines who may access a file, how long it is retained, where it may be stored and which transfers are permitted. Sensitivity alone does not establish that a design file is Controlled Unclassified Information (CUI); confirm that designation with the relevant agency, contract or competent compliance authority.

Control identities and permissions

Use named accounts and strong authentication

Every person who can view, edit, export or administer a design repository should have an individual account. Shared credentials prevent reliable attribution and make prompt removal difficult. Require multifactor authentication wherever the repository, identity provider and operational constraints support it, prioritizing administrators, remote access and accounts that can alter or delete many files. Protect recovery codes and administrator credentials separately from ordinary project data.

Apply least privilege at the project and action level

Give a user only the projects, folders and actions needed for the assigned work. Separate view, edit, approve, publish, export, share and delete rights where the system allows. An engineer who needs to revise a model may not need permission to change retention settings; a vendor who reviews a drawing may not need bulk download or onward sharing. Use groups tied to roles and projects rather than one broad permission applied to an entire file server.

Review access and remove it promptly

Set a review schedule appropriate to project risk and contract terms. At each review, compare active accounts and permissions with current assignments, project phase and approved external parties. Remove access when a person leaves, changes roles, finishes a task or when a contract expires. Disable dormant accounts and revoke tokens, shared links, certificates and cached sessions when practical. Keep the review record so an auditor or incident responder can determine who was authorized at a given time.

Protect and review logs

Log sign-ins, failed authentication, permission changes, downloads, bulk exports, deletions, restoration activity and administrator actions when the platform supports them. Restrict log access so a compromised user cannot erase evidence, retain logs for a period useful to investigations and monitor for unusual locations, times, volumes or access to unrelated projects. Logging does not prevent an incident, but it can reveal misuse and establish which copies require containment.

Share design drawings with shipyards and vendors safely

Handle every outside organization as a separate access relationship. Before sharing, identify the exact files, purpose, users, location and end date. Do not treat a contractor’s network as trusted merely because the organization is familiar.

Define the relationship in writing

  • Specify permitted use, project scope, retention and deletion or return at the end of the engagement.
  • Prohibit onward sharing unless it is expressly approved.
  • Identify who may authorize new users, exports and subcontractors.
  • State required authentication, device, encryption, incident-notification and logging practices where applicable.
  • Define how access, tokens and shared links will be revoked.

MARAD’s 2026-007 maritime advisory recommends understanding contractual data-sharing and network permissions, validating third-party traffic and treating outside connections as untrusted until validated. Its secure-file-transfer example is specific to automated-crane operations; use it as an illustration of controlled transfer, not as a vessel-design-file rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prefer a controlled repository or approved secure transfer process

A project workspace with individual identities, expiration dates, download controls and audit logs is generally easier to govern than attachments or an unrestricted shared folder. If a file must be transferred, use an organization-approved encrypted method, verify the recipient through an independent channel, record the file version and checksum or equivalent integrity information when supported, and send the decryption or access instructions separately. Do not use personal email, unapproved consumer storage or an unknown file-transfer service for sensitive plans.

Limit the copy and its lifetime

Share only the minimum set of files needed for the task and choose view-only access when editing is unnecessary. Set an expiration date and remove access when the milestone is complete. Ask the recipient to identify where its copy is stored, who can reach it and how it will be deleted or returned. Recheck those answers before a new project phase or design revision creates another export.

Design a backup system that survives compromise

NIST SP 1800-25, Data Integrity: Identifying and Protecting Assets Against Ransomware and Other Destructive Events (December 8, 2020), discusses backups, secure storage, integrity checking and audit logs as possible protections. MARAD recommends recoverable backups and practicing recovery. The central test is not whether a job reports success; it is whether the organization can restore a usable design after an account, server or repository is unavailable.

Compare backup approaches by recovery properties

Approach Strengths Questions to resolve
Separate online backup repository Frequent automated copies and relatively quick recovery. Can a compromised administrator or identity delete every copy? Are backup credentials and management planes separate?
Offline or otherwise isolated copy Harder for ransomware in the production network to reach. Who controls physical custody, how is media encrypted, and how often is it connected and checked?
Cloud-based backup service Off-site resilience and potentially scalable retention. Where are copies held, who controls keys, what are the recovery-time and data-egress terms, and can large CAD dependencies be restored together?
Encrypted removable drive Practical for a separately stored recovery copy or a constrained site. It is only one component; custody, key management, versioning, malware scanning and tested restoration determine whether it is suitable.

Maintain more than one recoverable copy and keep at least one copy separated from routine user access so a stolen credential or ransomware event cannot readily destroy all versions. Separation can be technical, administrative, physical or a combination. Restrict deletion and alteration of backup sets to a small, separately authenticated group.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preserve versions and dependencies

Choose retention that covers the project’s revision cycle, approval process and contractual obligations. Retain enough history to recover from a corruption discovered later, not just the latest copy. Include the related files and configuration needed to interpret the design, and document the software version, licenses or conversion steps required for restoration. A model that restores without its referenced components, metadata or approved revision record may not be operationally useful.

Monitor backup health

Review failed jobs, skipped files, capacity warnings, credential errors and unusual changes in backup volume. Alert on a sudden loss of backup coverage or an unexpected deletion of retention points. Keep backup logs protected from ordinary project users and make sure an attacker cannot silently disable notifications.

Test restoration with representative files

  1. Select representative assemblies, drawings, calculations and their dependencies, including a large file and an older revision.
  2. Restore them into an isolated environment without overwriting production data.
  3. Open and validate the files in the required design software; check references, permissions, revision metadata and readability.
  4. Measure the elapsed time, staff effort and any missing components.
  5. Record the result, correct the failure and repeat on a schedule and after major system changes.

For entities within the scope of 33 CFR § 101.650, critical IT and OT backups must be sufficiently protected and frequently tested. Even where that rule does not apply, restoration exercises are the practical evidence that a backup is usable.

Use encryption without mistaking it for a complete solution

Encrypt sensitive files and storage where appropriate, and protect transfers in transit. Encryption reduces exposure when a laptop or removable drive is lost and when a file is intercepted, but it does not stop an authorized user from deleting a file, guarantee that a backup is clean, or replace least-privilege access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan key custody and recovery first

Document who can create, use, rotate and recover encryption keys. Keep recovery material available to authorized personnel during an outage while preventing a single compromised account from gaining unrestricted access. Test key recovery as part of restoration exercises, and revoke access when a person or vendor no longer has a business need. If a provider manages keys, establish what happens if the contract ends or the provider is unavailable.

Apply the maritime rule only where it applies

33 CFR § 101.650 includes effective encryption for confidentiality of sensitive data and integrity of IT/OT traffic when technically feasible for covered entities. The section is framed for U.S.-flagged vessels, facilities and outer continental shelf (OCS) facilities as specified in the regulation. Determine whether a particular vessel, facility, system and cybersecurity plan falls within that scope from the current e-CFR text and qualified compliance advice; do not present the requirement as universal for every design office or ship.

Secure workstations, removable media and onboard copies

Designers often create temporary copies while traveling between an office, yard and vessel. Use managed devices with current security updates, screen lock, storage encryption and the minimum local synchronization needed for the assignment. Avoid leaving authoritative files in downloads or unsupervised temporary folders. When removable media is necessary, use organization-approved encrypted media, record custody and scan it before it connects to a production environment.

For equipment aboard a vessel, document who has physical custody, whether connectivity is intermittent, how updates and backups are performed, and how media is returned or destroyed. A copy that is protected in the office can still be exposed through an unattended laptop, an unlocked workstation or a drive left in a workshop.

Monitor for misuse and prepare an incident response

Define in advance what happens when a credential is phished, a device is lost, a vendor account is misused or files are encrypted. The response should preserve evidence while stopping further access.

  1. Report the event through a named channel and record the time, account, device, project and files involved.
  2. Disable or challenge the suspected account, revoke sessions and shared links, and isolate affected devices without destroying useful evidence.
  3. Preserve relevant authentication, repository, transfer and backup logs with restricted access.
  4. Determine whether the authoritative copy, backup sets or contractor copies were viewed, changed, deleted or exfiltrated.
  5. Restore into a clean environment from a known-good recovery point and validate the design before returning it to production.
  6. Notify customers, authorities, insurers or contractual contacts when applicable, then correct the control failure and document lessons learned.

Do not assume that paying or removing malware restores design integrity. Confirm the trusted revision from approval records and compare restored files with known-good versions where possible.

Keep regulatory and CUI claims precise

33 CFR § 101.650

The regulation’s scope is not every maritime business. It addresses specified U.S.-flagged vessels, facilities and OCS facilities and includes cybersecurity-plan measures such as protected and frequently tested critical IT/OT backups, logs, encryption, monitoring of third-party remote connections and network segmentation. Check the current regulation, the entity’s designation and the applicable plan before treating any item as a legal requirement. Organizations outside the scope can still adopt the practices as risk controls, but should label them as such.

Controlled Unclassified Information

NIST’s CUI guidance concerns protecting CUI in nonfederal systems. The reviewed NIST project material reports SP 800-172 Revision 3 issued May 13, 2026, but it does not establish that vessel design files are CUI. Confirm a file’s designation and the required controls in the relevant contract, agency direction or classification decision. Do not mark every vessel plan CUI solely because it is sensitive or commercially valuable.

A practical implementation sequence

First 30 days: establish visibility and ownership

  • Complete the repository, device, media and third-party inventory.
  • Name an owner and authoritative location for each project.
  • List active users, administrators, external parties and current permissions.
  • Identify existing backups, retention, encryption and restoration evidence.
  • Block unapproved sharing routes while the inventory is completed.

Days 31–60: close the highest-risk gaps

  • Replace shared accounts with named identities and enable multifactor authentication where supported.
  • Reduce permissions to project and role needs; set expiration dates for contractor access.
  • Separate backup administration from production administration and protect at least one recovery copy from routine access.
  • Standardize an approved repository or secure transfer process and update agreements.
  • Turn on logging and alerts for authentication, exports, deletion and permission changes.

Days 61–90: prove recovery and sustain the controls

  • Run a restoration exercise using representative design files and dependencies.
  • Test key recovery, contractor revocation and incident contacts.
  • Correct failed restores, missing dependencies or excessive permissions.
  • Set recurring access reviews, backup checks, restoration tests and policy updates.
  • Map any additional obligations to the current regulation, customer contract or CUI determination rather than assuming they apply.

Operational checklists

Before granting a person access

  • Is the identity individual and authenticated strongly enough for the risk?
  • Which project, action and time period are required?
  • Can the person export, delete, approve or share, and are those rights necessary?
  • Are logging, device and training requirements satisfied?
  • What event will trigger automatic or manual revocation?

Before sending a file to a contractor

  • Is the recipient and its authorized user list verified?
  • Does the agreement control use, onward sharing, retention and deletion?
  • Is the transfer method approved and encrypted?
  • Is the revision, integrity information and expiration recorded?
  • Will the copy be removed when the task ends?

Before declaring a backup successful

  • Is there a copy outside ordinary user access?
  • Are deletion rights and encryption keys separately controlled?
  • Are versions, dependencies and required software documented?
  • Did a restoration test open and validate the files?
  • Are failures monitored and assigned to an owner?

Bottom line for vessel design teams

Protecting vessel design files is an operating discipline, not a single product purchase. Know where every authoritative and working copy resides, constrain each identity and contractor to a defined need, use approved encrypted transfers, and maintain isolated, versioned backups that your team has restored in practice. Apply 33 CFR § 101.650 and CUI controls only after confirming their scope, then document the decision so security, engineering and compliance teams work from the same answer.
