Verify the product and the supplier separately. For a construction material, identify the exact manufacturer, grade or model, Indian Standard and licence or registration number; check that record in BIS’s official systems and confirm whether the product is currently subject to compulsory certification. Then use the GST Portal to validate the contracting entity and the Ministry of MSME’s Udyam portal to check any claimed MSME registration. A BIS mark does not prove every delivered batch, while GSTIN and Udyam records do not certify product quality.
The workflow below is designed for quotations, purchase orders and incoming deliveries in India. Certification notifications, licence status and registry data can change, so record the date of each check and recheck before accepting a critical shipment.

What each credential actually proves
Construction procurement often treats three different checks as if they were one. They answer different questions and must be matched to the right risk.

An ISO management-system certificate, a laboratory report, a GST record and a Udyam certificate should not be presented as substitutes for a product-specific BIS record. Use each document for the question it can answer.

Start with the exact product and claim
Do not begin with a logo image or a generic certificate PDF. Begin with the item you may actually buy.
Capture the identity before searching
- Material category and intended use, such as reinforcement steel, cement, electrical equipment or another construction input.
- Manufacturer’s legal name and the brand printed on the product.
- Exact model, grade, size, type, variety or formulation.
- Claimed Indian Standard (IS) number and edition where stated.
- BIS licence number or registration number shown on the product, packaging, quotation or certificate.
- Supplier’s quoting entity, GSTIN, address and any claimed Udyam number.
Ask the supplier to put these identifiers on the quotation. If a quotation says only “ISI quality” without an identifiable manufacturer, product scope and licence number, it is not ready for verification.
Separate a mark from a certification scope
The ISI mark is a product-level conformity claim. Its usefulness depends on the live licence record covering the same manufacturer, brand and product or variety. A logo copied into a brochure, a photograph of another product or an old certificate does not establish that match.

BIS describes its certification scheme as generally voluntary, but the Government makes certification compulsory for specified product categories. That means “does this material have an ISI mark?” is not the first question for every purchase. The first question is whether the exact product and use are covered by a current compulsory-certification requirement.
Use the current product-specific requirement
- Find the applicable Indian Standard for the material and intended use.
- Check BIS’s current compulsory-certification listing for that product category.
- Read the applicable product-specific government order or quality-control order (QCO), including its scope and effective dates.
- Record the date and the wording that applies to your product, because notifications and listings can change.
Do not infer compulsory status from a different construction product. The requirement for one category does not prove that another category must carry an ISI mark. If the listing or order is unclear, ask BIS or the project authority to confirm the route before placing the order.

Verify a BIS licence in BIS CARE
BIS’s BIS CARE app provides a “Verify Licence Details” function for ISI-marked products and a registration-number verification function for products covered by the Compulsory Registration Scheme (CRS). CRS verification is relevant to CRS-marked electronic products; it is not a replacement for checking the certification route applicable to a construction material.
Step-by-step licence check
- Open BIS CARE and choose “Verify Licence Details” for an ISI-marked product.
- Enter the licence number exactly as printed or supplied. Avoid relying on a screenshot; type the number into the official lookup.
- Read the returned manufacturer name, product description, brand or trade mark, covered varieties or models, standard and licence status.
- Compare every field with the quotation, packaging, technical datasheet and purchase order. The legal manufacturer and the brand must line up, and the offered grade or model must fall inside the listed scope.
- Save the result with the lookup date, product photographs and the document version used for procurement.
A record that is active but covers a different factory, brand, model or variety is not a match. Likewise, a certificate bearing a familiar number is not enough if the official record is expired, suspended, cancelled or otherwise does not show the status required for your purchase.
Read the scope, not just the status
Certification is bounded by the details in the licence. Check whether the record names:
- The same manufacturing location or legal manufacturer shown on the offer.
- The same brand, including private-label or trade-mark arrangements.
- The exact product family, grade, dimensions, model or varieties being ordered.
- The relevant Indian Standard and any stated limitations.
- A status that permits supply on the date of order and delivery.
If any of these differs, hold the purchase and request a corrected offer or documentary explanation. Do not “round up” a narrow scope to cover a broader product.
Inspect the physical mark and delivery documents
Online verification should be followed by document and goods control. A genuine licence record can be misapplied to non-certified stock.

At quotation and pre-dispatch stage
- Require a clear image of the mark, licence number, manufacturer identification and product label.
- Ask for the certificate or licence details that identify the covered standard and varieties, not a certificate with the number obscured.
- Require the batch, heat, lot or production identifiers that will appear on the delivery documents where the product uses such traceability.
- Make the contract state the Indian Standard, grade, acceptance tests, required records and what happens if the delivered item falls outside the stated scope.
At receipt
- Match the physical mark and label to the approved quotation and the BIS record.
- Record batch, heat, lot, manufacturing date and quantity before material is mixed, cut or installed.
- Quarantine damaged, relabelled, unmarked or mismatched stock until the supplier explains it and the project authority accepts the evidence.
- Link the delivery note, invoice, test report and inspection record to the same batch or lot.
An ISI mark on packaging does not certify every component inside a mixed shipment, nor does it prove that a substituted batch was made under the same licence. Batch acceptance and site testing remain project controls.

Use the GST Portal’s taxpayer search to establish who is registered, then compare that identity with the entity that will sign the contract and issue the invoice.
GST Portal procedure
- Open the GST Portal and select the taxpayer search function.
- Choose the search by GSTIN or UIN and enter the number from the quotation or invoice.
- Review the legal name and trade name, effective registration date, business constitution, principal place of business, cancellation date where shown and available return-filing details.
- Compare those fields with the purchase order, bank or payment instructions, contract signature block, invoice and delivery address.
- Save the result and its date in the procurement file.
A mismatch may be an innocent trading-name issue, a branch arrangement or a serious identity problem. Ask the supplier to explain it in writing and amend the contract or invoice where necessary. A GST match confirms information in the tax record; it does not certify the material, factory, capacity or performance.
Check a claimed Udyam registration
When a supplier claims to be an MSME, use the Ministry of MSME’s Udyam verification page rather than accepting a certificate image alone. The Udyam portal states that registration is free and that certificates contain a dynamic QR code leading to enterprise details.
Udyam verification steps
- Enter the Udyam registration number in the official Udyam verification service.
- Use the certificate’s dynamic QR code, where available, and confirm that it resolves to the enterprise details rather than a static copy or unrelated page.
- Compare the enterprise name and address with the quotation, GST record, contract entity and delivery location.
- Check whether the supplier appears in the searchable MSME database; that database covers registered MSMEs.
- Keep a dated copy of the verification result and the certificate supplied by the vendor.
Udyam status can help identify the enterprise and may matter for a procurement policy, but it is not evidence that a cement, steel, coating or other product meets an Indian Standard. Do not let MSME registration replace the BIS and batch checks.

Evaluate laboratory reports and testing evidence
When conformity depends on a test report, verify the report as carefully as the certificate.
Minimum fields to reconcile
- Test method and the Indian Standard or specification against which the result is reported.
- Sample description, manufacturer, grade or model and unique sample, batch or lot identifier.
- Sampling date, receipt date, test date and report issue date.
- Laboratory identity and the competence or scope relevant to that test.
- Measured results, units, acceptance limits and any deviations or qualifications.
- Signatory, report number and page continuity.
BIS provides information about testing facilities, but a facility listing alone does not establish that a particular laboratory’s current scope covers your test. Confirm the relevant scope, location, fees and project acceptance requirements directly before relying on a report.
Compare suppliers on one evidence sheet
For two or more bidders, compare the same fields rather than counting logos or certificates. A simple evidence matrix keeps product conformity, identity and commercial risk separate.

Performance references, delivery history, warranty response and commercial terms require separate evidence. None is proved by a BIS, GST or Udyam lookup.
Red flags and what to do next
The number cannot be found
Check transcription, spaces and digits against the original label. Ask for the licence or registration number in text and a current product document. If the official record still cannot be found, stop approval until BIS or the supplier resolves it.

The record exists but the product differs
Compare manufacturer, factory, brand, model, grade, dimensions and varieties line by line. Treat an out-of-scope item as unverified; do not accept a general statement that “the company is BIS approved.”
The supplier sends only a certificate image
Request the live lookup result and the exact scope. Certificates can be old, edited or issued for another product. Keep the official result in the file.
GST or Udyam details do not match
Pause contracting and obtain a written explanation, corrected invoice or evidence of the disclosed relationship between entities. Do not pay a different legal entity merely because a trade name is familiar.

Return to the current BIS listing and product-specific government order. A supplier’s statement cannot override a compulsory requirement. Escalate the interpretation to the project authority or BIS before purchase.
A report is valid but the batch is unknown
Do not use a report for unidentified stock. Require a sample or report linked to the delivered batch, perform the contractually required acceptance test and quarantine material that cannot be traced.
A repeatable procurement workflow
- Define: write the exact product, use, standard, grade or model and required certification route into the enquiry.
- Collect: obtain licence or registration number, labels, manufacturer details, GSTIN, Udyam number if claimed, test reports and batch information.
- Verify BIS: check compulsory status, then use BIS CARE or the applicable official BIS record to compare scope and status.
- Verify identity: run GST taxpayer search and Udyam verification separately; reconcile names and addresses with the contracting entity.
- Assess evidence: review test method, sample identity, dates, laboratory scope, traceability and project acceptance limits.
- Contract: specify records, inspection rights, rejection or replacement, warranty and responsibility for nonconforming material.
- Receive: photograph labels, record batch or lot identifiers, match documents and quarantine discrepancies.
- Recheck: repeat time-sensitive lookups before a major order, renewal or high-consequence installation.
Keep the three decisions separate
Approve a product only when its exact BIS route and scope fit the item being bought. Approve a supplier’s identity only when GST and any claimed Udyam details fit the entity that will contract and invoice. Approve a delivery only when batch traceability, testing and project acceptance requirements are satisfied. This separation prevents a genuine registration from being stretched into a guarantee of product quality or site performance.
