The reliable way to protect a coastal construction site is to treat corrosion as a system problem, not a paint problem. First classify each item by exposure and material: reinforcing steel inside concrete, exposed structural steel, temporary equipment, fasteners, or stored materials. Then combine low-permeability, well-cured concrete and adequate detailing with specified reinforcement protection; use an engineered coating, galvanizing, or metallizing system for exposed steel; control salt and moisture during construction; and inspect and maintain the work throughout its service life.

Salt-laden spray, seawater, wet-dry cycles and trapped moisture can put chlorides on steel. In reinforced concrete, chloride that reaches the reinforcement can break down the steel’s normally protective passive film. Moisture and oxygen then support corrosion, whose expanding products can crack and spall the concrete. On exposed steel, salt contamination and poor surface preparation can make a coating fail prematurely.

Why coastal corrosion starts

Corrosion risk depends on the combination of chloride burden, wetness, oxygen, temperature, drainage and the material’s protective system. A component near the ocean is not defined by a single distance-from-shore number. Wind direction, wave splash, elevation, sheltering, orientation, tidal exposure, condensation and how long surfaces stay wet can all change the severity.

Reinforced concrete: chloride ingress and loss of passivity

Fresh, sound concrete normally creates a highly alkaline environment that keeps embedded steel passive. Marine chlorides can move through pores and cracks until they reach the reinforcement. If the chloride concentration at the steel is sufficient to disrupt passivity, localized corrosion can begin wherever moisture and oxygen are available. The resulting rust occupies more volume than the original steel, generating internal pressure that cracks, delaminates and eventually spalls the cover concrete.

Cracking, honeycombing, inadequate cover, poor curing and water traps shorten the path for chloride ingress. A specification that addresses only the reinforcement, or only the concrete, leaves other routes for failure.

Exposed steel and hardware

Structural steel, embeds, bolts, temporary shoring, lifting hardware, formwork accessories and site equipment can receive salt deposits directly. Repeated wetting and drying concentrates salts at the surface. Crevices, lap joints, unsealed hollow sections, horizontal ledges and contact points retain water and debris, creating local cells that corrode faster than freely drained surfaces.

Start with an exposure and materials survey

Before selecting a protection system, make an inventory of what is present and how it will be exposed. Record the following for each component:

  • Material and function: reinforcing steel in concrete, exposed structural steel, galvanized hardware, stainless or other corrosion-resistant reinforcement, temporary works, electrical equipment or stored materials.
  • Exposure zone: direct immersion, tidal or splash zone, airborne salt spray, sheltered but humid location, or an interior area that can still receive contaminated runoff.
  • Time of wetness: continuous wetting, frequent wet-dry cycling, condensation, or brief exposure followed by full drying.
  • Water paths: drains, joints, penetrations, ledges, deck overhangs, mud traps and areas where dissimilar materials touch.
  • Construction and maintenance constraints: access for blasting or coating, weather windows, curing protection, inspection access and the ability to repair or renew the system later.
  • Required service life: the consequence of failure and the owner’s inspection and maintenance expectations.

Use this assessment with the governing structural and coating specifications. A qualified engineer or corrosion specialist should confirm the exposure classification and system for critical work.

Protect reinforced concrete as a coordinated system

For new concrete, protection comes from several compatible decisions made together. FHWA’s Best Practices for Corrosion Control and Mitigation (FHWA-HRT-24-127, 2024) identifies concrete mix design, epoxy-coated reinforcement, corrosion-inhibiting concrete or grout, protective concrete treatments and overlays, and corrosion-resistant reinforcement among available measures. The appropriate combination depends on the exposure and the structural design.

Specify concrete that limits chloride transport

Ask the design professional to specify a mix and construction process that produce dense, low-permeability concrete appropriate to the adopted standard. The specification may address cementitious materials, water control, admixtures, durability testing, placement temperature and finishing. Do not substitute a generic “waterproof” product for the required mix design.

Low permeability helps only when the concrete is placed and cured correctly. Consolidate around reinforcement without creating voids, avoid adding uncontrolled water at the site, finish at the specified time, and maintain curing conditions for the period required by the project documents. Protect fresh concrete from rapid drying, rain washout, salt spray and contamination.

Provide the designed cover and detailing

Cover is the physical distance chlorides must travel before reaching reinforcement. It must be the cover shown in the adopted design, with tolerances controlled during placement. Use proper bar supports and chairs, maintain clearances, and inspect congested areas before and during the pour.

Detail surfaces so water drains instead of collecting. Seal or detail joints and penetrations as specified, slope ledges where possible, and avoid unplanned pockets behind plates or attachments. Cracks and construction defects can defeat an otherwise durable mix, so repair them under the engineer’s approved procedure rather than masking them.

Select reinforcement protection for the exposure

Options include epoxy-coated reinforcing bars, corrosion-resistant reinforcement, corrosion-inhibiting admixtures or grout, and other systems listed in the project specification. Each has handling, fabrication, compatibility and repair requirements. Coating damage on epoxy-coated bars, for example, must be repaired with the specified material; field bending and tying should follow the coating and structural requirements.

Do not assume that one reinforcement type is best for every member. Compare the exposure, crack control, service-life target, availability, fabrication constraints, electrical compatibility and future repair strategy before procurement.

Use current marine-concrete guidance

ACI PRC-357.3-25 is a current ACI guide specifically covering waterfront and coastal concrete marine structures and reinforcement-corrosion protection. Confirm which ACI and other code editions the jurisdiction and contract have adopted. The guide does not replace project-specific structural design, durability calculations or inspection requirements.

How do I protect exposed steel from salt air?

Use a complete, specified coating or metallic protection system—not an arbitrary retail spray over rust or salt. FHWA identifies zinc-primer multi-coat systems, galvanizing and zinc/aluminum metallizing as available approaches for exposed steel. The owner and specifier should select a system compatible with the service environment, steel geometry, adjacent coatings and the access available for preparation and future repair.

Zinc-primer multi-coat systems

A zinc-rich primer can provide sacrificial protection at damaged areas when used as part of a compatible multi-coat system. The primer, intermediate coat and topcoat must be specified together, including surface preparation, recoat windows, environmental limits, dry-film thickness and inspection. A category such as “zinc-rich anti-corrosion primer for steel” does not prove that a retail product meets an engineered project specification.

Hot-dip galvanizing

Galvanizing places a zinc coating over fabricated steel and can be useful for components that can be transported and immersed in a galvanizing bath. Design and fabrication must allow drainage and venting, and the galvanized surface may require specified preparation before overcoating. Check dimensional tolerances, repair requirements for damaged areas and compatibility with adjoining materials.

Zinc or zinc/aluminum metallizing

FHWA’s technical note on metallized steel bridge coatings (1997) describes zinc and zinc/aluminum thermal-spray coatings as providing both barrier and sacrificial protection. Performance depends on clean steel, the specified blast profile, trained application and a uniform film build. Metallizing is not forgiving of oil, mill scale, soluble salts, dust or an unsuitable profile beneath the spray.

Protection approach How it protects Critical controls
Zinc-rich multi-coat paint Barrier layers plus sacrificial zinc protection Specified compatible coats, blast cleaning, profile, weather limits, film-thickness and holiday inspection
Hot-dip galvanizing Factory-applied zinc coating with sacrificial action Fabrication venting and drainage, bath-size logistics, handling, repair and overcoat compatibility
Zinc or zinc/aluminum metallizing Thermal-sprayed metallic barrier and sacrificial protection Very clean steel, correct blast profile, trained applicator and uniform deposited thickness
Uncoated conventional weathering steel Relies on a stable protective patina Requires suitable wetness, drainage and atmospheric conditions; generally unsuitable in severe chloride or prolonged-wet coastal locations

Why ordinary weathering steel can be a poor coastal choice

FHWA’s Improved Corrosion-Resistant Steel for Highway Bridge Construction (FHWA-HRT-11-062, 2011) describes limits of conventional weathering steel where chloride levels and time of wetness are high, including coastal locations. If a protective patina cannot stabilize because salt and moisture remain present, corrosion can continue. Do not specify uncoated weathering steel for a severe coastal exposure merely because it performs well in a drier inland environment.

Surface preparation and soluble-salt control

Coating failure often begins before the first coat is applied. Salt, oil, dirt, dust, flash rust and old coating residues can interfere with adhesion or draw moisture through the film.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Blasting is not proof that salts are gone

Do not assume abrasive blasting alone removed soluble salts. Follow the coating specification for pre-cleaning, abrasive selection, blast cleanliness, profile, rinsing or other salt-removal steps. Where the specification requires field testing, test representative areas before coating and after cleaning as directed.

FHWA’s Coating Performance on Existing Steel Bridge Superstructures (FHWA-HRT-20-065, September 2020) discusses several studied and recommended values for soluble-salt contamination. Those values are not one universal acceptance threshold for every project. Use the limit stated in the adopted coating specification, including its test method and sampling plan.

Control the application environment

  • Measure steel and air temperature, relative humidity and dew point as required by the coating manufacturer and project specification.
  • Do not coat when condensation can form or when rain, fog, salt spray or wind can contaminate the prepared surface.
  • Keep prepared steel within the allowable time before priming; re-clean surfaces that flash-rust or become contaminated.
  • Maintain the specified blast profile and verify it with the required instrument or comparator.
  • Mix, thin, stripe-coat and apply each product exactly as specified, observing pot life and recoat windows.
  • Verify wet- and dry-film thickness, cure and continuity; repair runs, pinholes, holidays and damaged areas under the system’s repair procedure.

Jobsite storage, handling and temporary works

Corrosion control can be lost while materials wait for installation. Store steel off the ground on dunnage that permits drainage. Keep tarps from trapping humid air against the metal; provide ventilation while still preventing salt spray and rain entry. Remove standing water, mud, bird deposits and other moisture-holding debris promptly.

Separate incompatible metals where galvanic corrosion is possible, and use the isolators or sealants shown in the design. Protect coated members during lifting, transport and bolting. Mark damaged coating areas and repair them before the component is exposed to marine conditions. Do not bury contaminated steel in concrete or close up an inaccessible cavity without inspection approval.

Temporary works deserve the same discipline as permanent work when they remain on site through multiple wet seasons. Inspect shoring, access platforms, lifting points, formwork hardware and temporary electrical enclosures, and remove or replace items whose section loss affects capacity or safe operation.

Inspection and maintenance after installation

Corrosion protection is an operating plan, not a one-time acceptance event. The owner should define inspection intervals, access arrangements, cleaning methods, repair materials and records before handover.

What to inspect

  • Coating blistering, rust staining, underfilm corrosion, peeling, cracking, impact damage and exposed steel.
  • Drainage paths, joints, seals, crevices, ledges and connections where water or salt deposits collect.
  • Concrete cracks, delamination, spalls, rust staining, leaking joints and damaged cover.
  • Fasteners, anchors, welds, embedded plates and interfaces between different metals.
  • Areas repeatedly wetted by spray, runoff, cleaning water or condensation.

Clean and repair deliberately

Remove deposits that hold moisture using the cleaning method allowed by the coating and concrete specifications. Repair coating damage after suitable cleaning and preparation; feathering a patch over salt or loose rust only hides the initiating problem. For concrete, determine the cause and extent of cracking or delamination before selecting patching, overlay, electrochemical or other treatment.

Cathodic-protection systems can be appropriate for some existing reinforced-concrete structures, but FHWA’s legacy corrosion-protection literature shows that anode, current, monitoring and installation requirements are specialized. They require an engineered assessment rather than a general jobsite application.

Choose among systems by life-cycle consequences

Decision factor Questions to answer
Exposure severity Is the member immersed, splashed, salt-sprayed, sheltered, or repeatedly wet? Are chloride deposits likely to remain?
Substrate and role Is it reinforcing steel, a primary structural member, a fastener, temporary equipment or a replaceable accessory?
Service life and access How long must the protection last, and can the owner safely reach it for cleaning, inspection and renewal?
Preparation and application Can the site provide containment, blasting, testing, controlled humidity and trained applicators?
Compatibility Will the system work with adjacent concrete, sealants, galvanizing, existing coatings and dissimilar metals?
Inspection and repair What defects will be measured, who accepts them, and how will repairs be documented?
Cost over the life of the asset What are the installation, access, outage, cleaning, repair and replacement consequences—not only the first cost?

The available sources support considering exposure and life-cycle consequences, but they do not establish a universal product, price, concrete mix, cover dimension, coating thickness or salt limit. Those values belong in the adopted project documents.

Symptom: cracks, honeycombing, inadequate cover or leaking joints near reinforcement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: document the defect, obtain an approved repair design, restore the intended durability detailing and verify curing and drainage.

Ignoring maintenance access

Symptom: salt deposits and damaged coatings remain untreated because no safe access or budget exists.

Correction: include access, cleaning, inspection and repair tasks in the asset-management plan from design through handover.

Why prevention is financially important

FHWA publication details for FHWA-HRT-07-039 (2007) reported an historical estimate of $5.9 billion to $9.7 billion in annual direct corrosion costs to U.S. bridges. That estimate is from 2007, covers bridges nationally and is not a current cost for any particular coastal construction site. It nevertheless illustrates why durability decisions should account for inspection, traffic or operational disruption, repairs and replacement—not just the initial coating or concrete price.

A practical coastal corrosion-control checklist

  1. Map each component’s material, exposure zone, wetness, chloride sources and structural consequence.
  2. Adopt the governing structural, concrete and coating standards and identify the responsible design professional.
  3. Coordinate concrete permeability, cover, detailing, curing and reinforcement protection in the design.
  4. Specify exposed-steel preparation, coating or metallic protection, environmental limits, film build, testing and repair procedures.
  5. Plan storage, transport, lifting, temporary works and protection from salt spray and trapped moisture.
  6. Require inspection records for concrete placement, reinforcement condition, surface preparation, soluble salts where specified, coating application and completed repairs.
  7. Define cleaning, inspection, access and renewal tasks in the owner’s maintenance plan.
  8. Investigate unexpected rust, cracking, delamination or coating failure before making cosmetic repairs.

Frequently Asked Questions

What is the best coating for coastal steel?

There is no single best coating for every coastal project. FHWA identifies zinc-primer multi-coat systems, galvanizing and zinc or zinc/aluminum metallizing as available approaches. The owner and specifier must match the system to chloride exposure, wetness, geometry, preparation capability, adjacent materials, service life and inspection plan.

How do you prevent rebar corrosion near the ocean?

Use a coordinated design: low-permeability, properly placed and cured concrete; the specified cover and drainage detailing; and reinforcement protection such as epoxy-coated or corrosion-resistant reinforcement, inhibitors, grout or other measures when required. Control cracks and construction defects, and maintain the structure so chlorides and water do not accumulate.

Does blasting remove salt contamination from steel?

Not necessarily. Soluble salts can remain after abrasive blasting. Follow the project specification for cleaning and field testing; FHWA’s 2020 coating-performance study discusses multiple salt values rather than one universal limit.

Is weathering steel suitable for a coastal construction site?

Conventional uncoated weathering steel is generally unsuitable where chloride exposure and time of wetness are severe or drainage is poor. FHWA describes these limits, so the exposure assessment should be completed before selecting it.
