Before laying any temporary surface, check that it stays stable when wet and under expected pedestrian or vehicle loads, and that it preserves a continuous accessible route. Mats should not rock, slide, or leave trip edges. Keep them clear of drains and avoid arrangements that obstruct the intended flow of water. Permeable paving or grids can also lose performance if mud and fine material clog the surface. Plan for inspection and cleaning, and ask a qualified local drainage or surfacing professional to assess substantial or permanent changes. Keep runoff, sediment and spills under control
Do not simply move water off the market site in a way that floods a neighbouring property or carries sediment and pollutants into a storm drain or watercourse. Event runoff can pick up oil, litter and food spills. Keep waste contained, clean spills promptly, and inspect drains and drainage features for accumulated mud and litter.

For example, the England-only Environment Agency position on temporary dewatering concerns certain short-term excavation discharges; it excludes drainage from surface areas such as haul roads and work areas. It is not general permission to pump water from an event site into surface waters. Environment Agency guidance on temporary dewatering in England sets out that limited scope. Event organisers can also consult EPA stormwater guidance for municipal sources; requirements vary by jurisdiction.
Use this setup and close-down checklist
- Inspect: Walk the site after rain if possible. Mark low spots, runoff paths, existing drains and routes that soften.
- Lay out: Place stalls, queues and heavy footfall away from vulnerable ground where practical, while preserving accessible routes and workable service access.
- Assign responsibilities: Before opening, decide who monitors the forecast, checks drains, handles spills and decides whether to close or reroute an area.
- Protect selectively: Use temporary mats or gravel only where traffic patterns justify them. Check stability, grip, load suitability, trip edges and accessible-route continuity.
- Plan for recurrence: For repeated problems, commission a site-specific drainage or surfacing assessment. Compare options by expected traffic and loads, installation and removal, accessibility, soil infiltration, slope, maintenance, clogging risk and where runoff will go.
- Close down: Remove litter and accumulated mud from drainage features, then note whether the layout and temporary route protection worked for the conditions.
