Start with the site’s approved pitch plan, access points and fixed features; then size and orient stalls around how traders serve customers. Keep customer routes, emergency access and service routes clear, and check the finished arrangement on the ground. There is no universal aisle width or stall count: confirm dimensions and safety rules with the market operator and relevant local authority.
Start with the site, not a preferred stall pattern
A market layout has to fit the place it occupies. Road or walkway width, fixed street furniture, utilities, entrances, exits and neighbouring frontages can all restrict where stalls go. The Greater London Authority’s Tomorrow’s Market: Good Practice Guide (September 2025) discusses ways to improve visibility and route choice within constrained London street-market settings; its suggestions are design guidance, not universal requirements.

Before drawing pitches, ask the market manager for the approved plan and operating rules. Mark the market boundary, fixed objects, changes in level, entrances and exits, service points, waste locations, emergency access, and any vehicle movements during setup, trading or replenishment. Include neighbouring access that must remain open. The Institution of Engineering and Technology (IET) says emergency vehicles must be able to gain access at all times, and identifies supply points and cable routes as layout considerations in its Guide to Highway Electrical Street Furniture.
Match pitches to how traders serve
A pitch should accommodate the display, the trader’s serving position and reach, stock and storage—not just the table. Ask traders what they sell, how much display space they need, where they take payment, and whether they stand behind a table, sit and reach across produce, or serve from the aisle with goods displayed behind them. The FAO’s market-planning guidance describes these different arrangements and recommends consulting traders before finalising stall dimensions. A physical mock-up can help when plans are difficult to interpret.

Published dimensions are examples from different contexts, not a combined standard. FAO gives 1.5–1.8 metres as a minimum pitch width in its guidance, while the IET gives a 3-metre stall with a 1-metre gap as a rule of thumb and says the approach needs evaluation. Ask the operator which measurements apply at your market rather than treating either figure as a legal aisle-width requirement.
Choose an arrangement that makes stalls visible
Where site conditions allow, orient stalls so customers can see active selling faces and choose between routes. Provide room to pause or queue without blocking circulation, and avoid creating leftover areas that feel like unwelcoming backs to the market. The London guide recommends as many trading faces as practical while retaining space behind stalls for products and waste. It notes that back-to-back stalls can offer three trading faces while concealing storage.

The same guide suggests limiting runs to a maximum of three stalls to improve visibility in the constrained street-market example it discusses. That is a context-specific design suggestion, not a general rule or legal limit. Perimeter stalls, central aisles, back-to-back arrangements and shorter runs each need to be checked against the site and trader requirements.
Protect customer, emergency and service movement
Keep circulation routes, exits, emergency access and service routes unobstructed. Decide when vehicles may enter for loading or replenishment so those movements do not conflict with customer activity. Keep stock and waste within the stall footprint where feasible. Route cables and other equipment so they do not create trip hazards; electrical supply, distribution, testing and installation should be covered by the operator’s risk assessment and qualified expertise, not improvised as a stallholder task.

Plan for people to move at different speeds and with different mobility needs. Check whether queues, displays or temporary equipment narrow routes, and whether people using wheelchairs or pushing prams can turn and pass. There is no universal clearance figure established by the guidance cited here, so obtain the applicable dimensions and requirements from the venue and local authority.
Mark and test the layout before trading
FAO recommends clearly outlining pitches in open areas and using markings that will not wear away under normal foot traffic. Once marked, walk the plan in person or test it with a full-size mock-up. Check sightlines, bottlenecks, queue space, turning areas, trader access, replenishment, waste handling and emergency routes. If possible, test the arrangement under expected busy conditions and adjust it where actual movement exposes a pinch point.

Check food, electrical and local requirements
Food stalls may need arrangements for water, handwashing, temperature control, cleanliness and waste. Requirements depend on location: the Australian Government’s Set up a market stall overview explicitly says rules vary by state, territory and council, so it is not a universal food-safety checklist.
Other local rules may address obstruction, fire spread, permitted equipment and access. The UK Ministry of Housing, Communities & Local Government’s Markets: model byelaw set 10 is model guidance for England, updated 7 September 2018; it should not be treated as the law everywhere. Confirm current requirements with the market operator and the relevant local authority before fixing the plan.
