Start by confirming exactly when your driveway access changes, where you can park, and whom to call if access is blocked. Road work can bring short-term closures, detours, vibration, dust, noise, traffic changes and damage risks. The safest preparation is a project-specific plan: get the municipality’s schedule and contact details in writing, document your property before work starts, move vulnerable household items, keep people and vehicles out of active work areas, and report access, safety or damage concerns promptly.
1. Get the project’s access plan before crews arrive
Do not assume the notice date is the day your driveway will close. Road projects are usually staged, and the phase affecting your block may differ from the overall project schedule. Read every letter, door hanger, email or website notice, then contact the municipality or project manager with questions specific to your address.

Write down the contacts and dates
Create one project file—paper or digital—and save:
- The project name, limits and construction phase affecting your street.
- Anticipated start and completion dates, plus any dates when vehicles must be moved.
- The project manager’s name, phone number and email address.
- The municipality’s general construction contact and an after-hours or emergency number, if provided.
- Every notice you receive, including maps, parking instructions and revisions.
Schedules can change because of weather, utility conflicts, inspections or other site conditions. Treat published dates as the current plan, not a guarantee, and check for updates before moving a vehicle or arranging a delivery.

Ask the questions that affect your driveway
Use a written list so you receive a complete answer rather than a general assurance that “access will be maintained.” Ask:
- On which dates and during which work phases will my driveway be closed, narrowed or difficult to use?
- Will the restriction last all day, only during active work, or overnight while new pavement or concrete cures?
- Where should household vehicles park when my driveway is unavailable? Is a permit required?
- How will pedestrians reach the home, and will the route change for people using mobility aids, strollers or walkers?
- How should deliveries, medical visits, home-care workers and contractors reach the property?
- What is the arrangement for garbage, recycling, mail and other regular services?
- Who should I call if a vehicle is trapped, an access route is blocked or a promised accommodation is missing?
- Are there planned water, gas, electricity or telecommunications interruptions associated with this phase?
Municipal arrangements differ. For example, the City of Kitchener says residents may receive a letter about temporary driveway or street-access loss and describes a nearby-street parking permit for affected residents. The City of Raleigh says residents may still be able to reach home while parking is farther away. Burlington describes advance notice for some closures and service interruptions. These are examples of local practice, not promises for every project.
2. Compare the actual arrangements for your project
Before work begins, make a side-by-side note of what your project has confirmed. The comparison below shows the questions to resolve and illustrates why a neighboring city’s procedure cannot be treated as a universal rule.

| Issue | What to confirm locally | Examples described by municipalities |
|---|---|---|
| Driveway closure | Exact dates, phase, hours and whether emergency access remains possible | Kitchener describes temporary driveway or street-access loss; Burlington says advance notice may be provided for closures. |
| Vehicle parking | Approved parking area, permit requirement, time limits and overnight rules | Kitchener describes a nearby-street parking permit for affected residents; Raleigh warns parking may be farther from home. |
| Pedestrian route | Designated walkway, crossing points, accessibility and nighttime lighting | Raleigh advises following construction markings, signs and flaggers; the route on your project may be different. |
| Deliveries and services | Where delivery drivers, caregivers, garbage crews and emergency responders should go | Burlington and Kitchener describe different local arrangements for access and services. |
| Damage or vibration concern | Named contact, evidence required, claim form and applicable deadline | Burlington lists a city contact for vibration concerns; Kitchener and Winnipeg describe different damage-reporting approaches. |
Driveway permits, access design and traffic-control requirements also vary by state, province and locality. The Federal Highway Administration’s access-management guidance explains that driveway access decisions are made under local and state rules, so use the instructions for the authority responsible for your road.
3. Make a dated pre-construction record
A clear record made before crews begin gives you a baseline for separating old conditions from new ones. It does not prove who caused a problem by itself, but it preserves useful evidence while details are visible.
Photograph and video the driveway
Take photos in daylight and record the date. Capture the full driveway from the street and from the garage or house, then take closer images of:
- Cracks, settled areas, patched asphalt, broken edges and stains.
- Curbs, sidewalks, retaining walls, steps, pavers and drainage channels.
- Garage doors, exterior walls, windows, foundations and visible interior finishes near the road.
- Fences, gates, landscaping, mailboxes, light posts and other features close to the work area.
Use several angles and include a fixed reference such as a doorway, curb joint or ruler when it helps show scale. Walk slowly through a video and narrate the location of existing defects. Keep the original files rather than relying only on compressed versions shared in a message.

Save the record with the project documents
Use a folder named with the address and the project date. Keep the original photos and video, a simple written condition log, copies of notices, and notes of calls or site visits. For each contact, record the date, person, issue reported and response promised.
Kitchener recommends a homeowner photo or video log and describes a voluntary pre-condition survey that may help with a later property-damage claim. If your project offers a survey, ask what areas it covers, who performs it, how you receive a copy and whether participation is voluntary. Do not assume a survey replaces your own photos.
4. Prepare the house for vibration and noise
Road construction can transmit vibration through the ground and structure, especially during demolition, compaction or heavy equipment operation. The City of Raleigh summarizes the disruption plainly: “Construction creates noise, vibration, and dust and disrupts normal neighborhood activity.”
Protect fragile objects
Before vibration-producing work, move breakables away from shelves and walls. This includes glassware, framed pictures, ceramics, collectibles, mirrors and items balanced on narrow bases. Place them in stable, padded storage away from edges; bubble wrap or other packing material can be useful for this limited purpose. Check tall furniture, freestanding shelving and wall-mounted objects for secure anchoring.

Your goal is to remove preventable household hazards, not to diagnose damage in advance.
Plan for noise-sensitive occupants
Identify rooms where infants, older adults, people who work night shifts or pets are most affected by noise. If feasible, schedule sleep, telehealth appointments or remote work away from the road during the loudest announced phase. Keep windows and doors closed when dust or noise is worst, while maintaining safe ventilation and indoor-air practices appropriate to your home.
5. Set up safe movement around the work zone
Construction boundaries can change daily. Fences, cones, plates, excavations, trucks and temporary walkways create hazards even when the road appears quiet.

- Keep children, pets, bicycles and personal vehicles away from equipment, stockpiled materials and open excavations.
- Never enter a fenced or active worksite to retrieve an item or speak with a crew.
- Use only signed pedestrian routes and obey flaggers, temporary signals and posted crossings.
- Do not move barricades, cones or warning signs to make a shortcut.
- At night, use the designated route rather than walking through a darkened work area.
- Tell visitors, delivery drivers and contractors about the approved entrance before they arrive.
Raleigh’s construction guidance emphasizes following site markings, signs and flagger directions. If a marked route is blocked or appears unsafe, stop and contact the project representative instead of improvising a path.
6. Manage driveway closures, parking and deliveries
Move vehicles before the restriction begins
Confirm whether the closure affects the entire day or only a defined work window. Move cars, trailers, motorcycles, boats and equipment before crews install barriers. Keep the project contact’s number accessible in case a promised access window does not occur.
If the municipality offers a permit or designated nearby parking, follow its rules exactly. A permit may apply only to specified streets, dates or vehicles. Do not block hydrants, intersections, sidewalks, accessible parking spaces or neighbors’ driveways while seeking an alternative.
Coordinate deliveries and essential visits
Reschedule routine deliveries for a confirmed access period or provide the driver with the approved drop-off location. For medical transport, home-care visits, disability-related access or other essential services, tell the project manager early and ask for a documented procedure. If an emergency vehicle may need access, ask how responders are notified; never rely on a private arrangement with a crew member.
Handle garbage and recycling
Ask whether you should place bins at the usual curb, at a temporary collection point or on an alternate street. Set them out only where they will not obstruct workers, pedestrians or drainage. Burlington notes that service arrangements can change during neighborhood construction, so follow your project’s instructions rather than a neighbor’s assumption.

7. Prepare for dust, vibration, traffic and changing conditions
Expect conditions to vary by phase. Raleigh identifies noise, vibration, dust, traffic delays and changed neighborhood activity as possible disruptions. Dust may increase beyond what you expect, particularly during demolition, excavation or dry weather.
Reduce dust entering the home
- Keep windows and exterior doors closed during dusty operations when practical.
- Move outdoor furniture, toys and bicycles away from the curb or cover them with materials suitable for dusty conditions.
- Protect sensitive equipment in rooms facing the work, especially during demolition or sweeping.
- Clean settled dust with methods appropriate to the surface; avoid spreading it through the house with a dry broom if a damp method is safer for that material.
Do not obstruct construction equipment, place objects in the roadway or ask workers to alter traffic controls for your convenience.

Report excessive dust or vibration
Ask at the outset how the project defines and receives complaints about dust, vibration, blocked access and unsafe conditions. When an issue occurs, note the time, work activity, location, weather if relevant, visible effect and any immediate safety risk. Take photos or video from a safe place, then contact the named representative.
Kitchener directs residents to contact city staff about significant dust. Burlington lists a city contact for vibration concerns. Those contacts demonstrate the kind of escalation route to seek; they do not establish the same threshold or phone number for another municipality.
8. Keep a live issue log during construction
A contemporaneous log helps you communicate clearly when conditions change. Use one row per event:
| Date and time | What happened | Action taken | Evidence and response |
|---|---|---|---|
| When the event occurred | Closure, dust, vibration, blocked route, unsafe condition or damage | Contact used and request made | Photo or video filename, response, promised follow-up |
Keep messages factual. Describe where and when an issue occurred, what you observed and what access or safety problem it created. Avoid guessing which contractor or activity caused a defect before the responsible authority reviews it.
9. What to do if you see property or vehicle damage
Act promptly, but do not disturb evidence unnecessarily. If you discover a new crack, settlement, broken gate, damaged landscaping, vehicle impact or other problem:
- Make the area safe. Keep people away from unstable surfaces, live wires, open holes or traffic. Use emergency services for an immediate danger.
- Photograph the condition. Take wide views showing the location and close views showing the detail. Record the date and time.
- Compare it with your pre-work record. Note whether the feature appears in earlier photos, and identify the nearest construction activity without asserting causation.
- Contact the project manager or contractor named in your notice. Ask for the applicable damage-reporting or claim process.
- Preserve documents. Keep estimates, receipts, correspondence, inspection notes and any damaged component that can be stored safely.
- Ask about deadlines and required evidence. Procedures, eligibility, responsibility and time limits are local; obtain them in writing.
Kitchener says residents can file claims for vehicle, home or property damage caused by road construction. Winnipeg says contractors must repair or reimburse for property damage they cause and directs residents to contact the contractor. These statements describe those cities’ approaches; they do not establish claim eligibility or contractor responsibility for every project.
10. After the work moves on
When the crew leaves your block or completes the phase affecting your property, repeat the same photo angles used before construction. Check the driveway, curb, sidewalk, drainage, landscaping, fences, walls and exterior finishes. Look for changes that may be easy to miss after dust settles, such as a gate that no longer closes, a low spot that holds water or a cracked edge at the pavement.

Keep the issue open in your records until you receive a written response or the agreed repair is complete.
11. A printable project checklist
Before construction
- Read the latest notice and save the project map and contact details.
- Confirm driveway closure dates, vehicle-move times and pedestrian routes.
- Ask about parking permits, deliveries, garbage, recycling and essential services.
- Record the project manager, municipal contact and urgent-access number.
- Photograph and video the driveway, visible home conditions and existing damage with dates.
- Arrange any offered pre-condition survey and keep a copy of its results.
- Move fragile objects from shelves and walls; secure unstable furniture.
- Tell household members, visitors, caregivers and delivery drivers how access will work.
During construction
- Keep people, pets, bicycles and vehicles outside the active work zone.
- Follow signs, temporary signals, flaggers and designated pedestrian routes.
- Expect possible noise, vibration, dust, traffic delays and farther-away parking.
- Log blocked access, unsafe conditions, excessive dust or vibration when they occur.
- Contact the named representative instead of moving barriers or entering the site.
After construction or when damage appears
- Compare current conditions with your dated pre-work photos and video.
- Photograph any new issue and make the area safe.
- Contact the project manager or contractor and request the claim procedure.
- Ask which evidence and deadlines apply in your municipality.
- Keep correspondence, estimates, receipts and repair records until the matter is resolved.
12. When the project information is incomplete
If you have received no notice, the dates conflict, or a crew blocks access without explanation, contact the municipality’s public-works or project office and the contractor’s posted representative. State your address, describe the immediate access or safety problem, and ask for the current traffic-control plan and a written response. For an imminent danger, use the appropriate emergency channel first.
Do not infer that silence means unrestricted access, that a neighboring street’s parking rule applies to you, or that a contractor is automatically liable for every crack noticed during construction. The responsible authority’s notice and claim process control the next step.
