Start preparing as soon as a construction project is announced—not when the first barrier goes up. Get the schedule and a named project contact, map how each work phase will affect access and trading, protect cash flow, tell customers exactly how to reach you, and measure the effect so you can change the plan as conditions move. Construction guidance from New South Wales, Queensland, South Australia, Victoria, the Australian Government and Wisconsin supports this approach; access permissions, compensation, insurance, lease rights and assistance programs must be checked in your own jurisdiction.
Start with a project brief you can operate against
A long project is rarely one continuous problem. Road closures, footpath work, utility changes, deliveries and noisy work can move from one side of the site to another. Ask the project authority or main contractor for a phase-by-phase picture and keep the latest version where your managers can find it.

Identify the people and information channels
- Find the project website, public notices, information sessions and formal consultation process.
- Request the name, phone number and email address of the business liaison or project contact. Ask who handles urgent access and safety problems outside normal office hours.
- Ask how schedule changes will be announced, how far in advance businesses will be told, and where drawings, detour maps and utility notices will be posted.
- Attend briefings and explain your specific operating needs before work begins. Early notice gives the project team more time to account for trading constraints, deliveries and accessible routes.
Do not rely on a general promise that “businesses will remain open.” Ask what open means in each phase: whether a customer can walk from the nearest safe route, whether a delivery vehicle can stop legally, whether your entrance remains usable, and whether power, water, telecommunications and internet are expected to be interrupted.
Request a phase calendar
Have the project team mark expected dates for demolition, excavation, lane or footpath closures, utility work, major deliveries, paving, testing and reopening. Dates will change, so record the date of every update and the assumptions behind it. A calendar that identifies the next two weeks in detail and the later phases in broader terms is more useful than a single completion date.

Explain your non-negotiable constraints
Give the contact a short written operating profile. Include your busiest days and hours, accessible entrance requirements, critical suppliers, perishable stock, collection windows, staff arrival routes, customer parking needs, loading equipment and any service that cannot be performed safely beside active work. South Australian small-business guidance also recommends reviewing trading patterns, prior performance, margins, cash position and break-even needs before disruption starts.
Map every way construction can interrupt the business
Walk the site from the perspectives of a customer, an employee, a courier and an emergency responder. Record what changes by phase rather than making one general risk list.
| Potential change | Questions to ask the project team | Preparation to make before work |
|---|---|---|
| Customer visibility | Will hoarding, plant or parked vehicles hide the storefront? Can temporary wayfinding be installed? | Photograph the normal approach, plan compliant temporary signs and update online directions. |
| Pedestrian access | Which footpath or entrance stays open, and will the route be step-free and safely lit? | Test the alternate route with a person using the entrance’s accessibility features; report barriers promptly. |
| Vehicle access and parking | Which streets, parking bays, loading zones or transit stops change in each phase? | Prepare route instructions, revised delivery windows and customer collection alternatives. |
| Deliveries and collections | Where can suppliers stop, turn and unload, and what height or weight limits apply? | Send suppliers a written plan, identify a nearby transfer point if permitted, and schedule time-sensitive deliveries. |
| Noise, dust and vibration | When will the loudest or dustiest activities occur, and what controls are planned? | Protect stock and equipment, adjust customer appointments or opening hours where justified, and agree on an escalation contact. |
| Utilities and internet | Are power, water, gas, drainage, telephone or internet interruptions planned? How much notice will be given? | Check backup communications and payment options, protect temperature-sensitive stock and define a safe shutdown procedure. |
| Staff access and safety | Which routes and entrances can employees use, and how will work zones be separated? | Brief staff, revise arrival instructions, keep evacuation routes current and raise unsafe conditions immediately. |
Turn the map into a risk register
For each disruption, record the likely phase, trigger, person responsible, customer or revenue exposure, workaround, decision date and project contact. Separate facts confirmed by the project team from assumptions you still need to verify. This prevents a temporary detour from becoming an unowned problem.
Build the continuity plan before the barriers arrive
Your plan should keep people safe first, preserve the most valuable trading opportunities second and make changes reversible as the site moves.
Keep a safe, usable route to the premises
- Agree with the project team on the pedestrian route, entrance, lighting and accessible path for each phase.
- Walk the route at opening time, during your busiest period and after dark if you trade then. Check sightlines, crossing points, surface changes, noise and whether construction vehicles make the route feel unsafe.
- Ask for corrections when a route is blocked, confusing or unsafe. Raise unresolved concerns with the nominated project contact or project management team rather than directing customers through a work zone.
- Update your own evacuation and emergency procedures whenever the entrance or surrounding streets change.
Protect deliveries, stock and suppliers
Give every regular supplier the phase-specific approach, stopping point, height restrictions and contact procedure. Confirm whether a driver needs to arrive at a quieter time or use a smaller vehicle. For perishable inventory, reduce order quantities or delivery frequency only after comparing the risk of stock-outs with spoilage. If a temporary transfer point or off-site storage is considered, verify that it is legal, insured, secure and practical for staff.
Plan for utilities and digital interruptions
Ask for notice periods and expected duration for each planned outage. List the functions that depend on electricity, water, refrigeration, phones, internet, card payments or cloud systems. Decide in advance how you will pause safely, accept orders, take payments, contact customers and protect temperature-sensitive goods. Remote work can help with administrative tasks where practical, but it does not replace a safe customer and delivery route.

Set temporary hours and staffing rules
Use your trading profile to identify the hours that produce the strongest margin or customer demand. If access is poor during a particular phase, test a shorter schedule, appointment blocks, click-and-collect, delivery or online ordering instead of closing automatically. Publish the change before it starts, give employees a written roster and route plan, and set a review date so a temporary reduction does not continue after conditions improve.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPrepare a temporary operating location only if it earns its cost
A nearby counter, shared space or mobile service can preserve sales when the premises cannot serve customers normally. Compare the setup cost, rent, permits, insurance, staffing, accessibility, stock movement and customer convenience with the contribution margin it could protect. Keep the option reversible because construction phases can change quickly.
Make it easy for customers to find and choose you
Customers who see a closed-looking street often assume the business is closed. Your communication must answer three questions immediately: Are you open? How do I get there? What is the easiest way to buy or book?
Use one accurate message everywhere
Update your website, business listings, social profiles, email signatures, booking pages and recorded phone greeting. State current hours, the open entrance, the simplest walking or driving approach, parking or transit changes, delivery and ordering options, and where the next construction update will appear. Remove outdated detour instructions as soon as a phase changes.
Write messages around the customer’s action
- Short notice: “We are open. Enter from [the named street or entrance]; the usual footpath is diverted.”
- Planned change: “From [date] to [date], deliveries arrive through [route] and appointments run [hours]. Order online or call [number] if you need help finding us.”
- Access reassurance: “The step-free entrance remains available from [route]. Ask staff if you need assistance.”
Replace the bracketed wording with your verified details before publishing. Do not promise a route that the project team has not confirmed.

Use physical wayfinding carefully
Inspect signs from the direction customers actually approach. A portable A-frame sidewalk sign can make a business visible when construction hides the frontage, but placement, pedestrian clearance, wind safety and permission requirements vary locally. Coordinate its location with the project team and local authority rather than placing it in a narrowed path or work area.

Coordinate with neighboring businesses
Nearby operators may share a detour, loading problem or customer concern. A joint update, map or promotion can make the whole block easier to visit, provided each business verifies its own hours and access details. Agree who will collect questions and pass recurring problems to the project contact.
Protect cash flow, contracts and insurance
Construction can reduce sales while adding delivery, staffing, signage, storage, transport or temporary-site costs. Build a cash view for the expected duration and for each major disruption phase.
Establish a pre-construction baseline
Gather comparable periods from your own records: revenue, transaction or customer counts, gross margin, payroll, rent, utilities, delivery costs, inventory write-offs and other operating expenses. Note seasonality, holidays, promotions and unusual events so a later change is not blamed on construction automatically. Calculate the sales level needed to cover fixed costs and identify how many weeks of cash you can fund if receipts fall or expenses rise.
Model scenarios rather than one forecast
At minimum, model the expected phase, a worse access scenario and a delayed-completion scenario. Include the cost of extra staff time, alternate delivery, temporary storage, repairs, online sales, signage, communications and financing. Set trigger points—for example, a sustained change in customer count or a delivery failure—that require a roster, stock or hours decision.
Check the actual lease and policy
Do not assume that construction automatically creates rent relief, a right to terminate, compensation or insurance coverage. Read the business’s lease, interruption wording, access obligations, notice provisions and any construction or redevelopment clauses. Read the actual insurance policy, exclusions, waiting periods and documentation requirements. Ask a qualified legal, accounting or insurance adviser about your facts and local law before relying on a right or submitting a claim.
Keep evidence as conditions change
Maintain dated records of sales, customer numbers, costs, cancelled orders, delivery failures, access changes, photographs, project notices and every message sent to customers or the project team. New South Wales guidance specifically highlights accurate records when a business later needs to demonstrate effects on profits or customer numbers. Records are useful for management decisions even when no compensation or claim is available.

Run a disciplined operating cadence during construction
Hold a short weekly review
Compare the current phase with the project calendar, confirm the next two weeks of work, and assign owners for access, suppliers, staff, customer messages, cash and safety. Ask the project contact about any change in traffic control, noisy work, utility interruptions or completion dates. Send one concise update to employees and suppliers after the review.

Walk the customer route repeatedly
Conditions can change between a morning briefing and an afternoon trading period. Check that barriers, signs, crossings and entrances match the approved arrangement. Look for blocked sightlines, mud, dust, standing water, poor lighting and confusing arrows. Report defects with the location, time, photograph and customer impact, and keep the response record.
Match stock and staffing to observed demand
Use the baseline and current records to adjust perishable inventory, replenishment, rosters, appointment capacity, opening hours, promotions and alternative channels. A small change should have a review date and an owner. Avoid making a permanent cut from a single disrupted day, but do act quickly when repeated data shows that a route or phase is changing demand.
Keep safety and evacuation information current
Brief staff whenever entrances, exits, muster points or delivery routes move. Do not allow customers, employees or couriers to cross an active work zone for convenience. Raise unsafe access, inadequate separation or emergency-route problems immediately with the project management team and follow local workplace and building requirements.
Measure whether a response is working
Use consistent definitions before and during the project. A dashboard can be simple, provided the same period and method are used each time.
| Measure | What to record | Decision it informs |
|---|---|---|
| Revenue | Sales by day or week, with promotions and unusual events noted | Whether hours, offers or channels need changing |
| Customer activity | Transactions, enquiries, bookings, cancellations and no-shows | Whether visibility or access is suppressing visits |
| Operating cost | Extra delivery, labour, storage, transport, signage and waste costs | Whether a workaround protects enough margin |
| Inventory | Stock-outs, spoilage, lead times and delivery failures | How much and when to order |
| Access incidents | Date, location, obstruction, route change, report and resolution | What to escalate and what evidence to retain |
| Communication reach | Customer questions, message responses and recurring misunderstandings | Which directions or channels need rewriting |
Compare like with like where possible and annotate the construction phase. If customer counts fall but online orders rise, the right response may be to improve fulfilment rather than increase signage. If sales hold while delivery costs consume margin, review the delivery arrangement instead of assuming the plan is successful.

Choose among competing tactics with a clear test
There is no universal “stay open” tactic. Compare each option against the same six questions:
- Safe reach: Can customers, employees and people with disabilities reach and use the service safely?
- Value protected: Does it preserve the busiest or most profitable trading periods?
- Cash effect: What is the setup and weekly cost, and how long can the business fund it?
- Feasibility: Can staff, suppliers, systems and stock support it?
- Speed of change: Can it be expanded, paused or moved when the construction phase shifts?
- Permission: Is it allowed by local rules, the lease, insurance terms and the project plan?
Use these tests to compare options such as adjusted hours, online ordering, delivery, a temporary counter, shared promotion, alternate loading or a short closure during the most disruptive activity. Record the assumptions, owner, cost, start date and review date for the chosen option.
Close the project deliberately
When work is complete, tell customers and suppliers promptly. Explain the permanent entrance, parking, pedestrian route, new amenities or changed loading arrangements, and remove temporary instructions that could send people the wrong way. Publicize improvements only when they are open and usable.

Apply the guidance to your jurisdiction
The planning principles are transferable, but legal and financial outcomes are local. The detailed guidance informing this approach comes from New South Wales, Queensland, South Australia, Victoria, the Australian Government and Wisconsin. Your project authority, council or local government controls the permissions for signs, footpaths, loading and traffic arrangements. Your lease controls contractual rights, and your insurer controls coverage under the policy wording. A local business-support agency can explain any assistance program and its eligibility; do not assume a program, compensation scheme or rent adjustment exists without confirming it.
NSW Small Business Commissioner Chris Lamont described the purpose of construction guidance as helping businesses and those undertaking construction “work collaboratively to minimise disruption and the short-term impacts on small businesses.” In practice, collaboration works best when the business arrives early with a specific access map, operating constraints, measurable impacts and proposed solutions.
