Identify the public agency that controls the street and the construction project manager, obtain the schedule and phasing plan, and document how customers, employees, suppliers and emergency responders will reach the restaurant in every phase. Have the project team approve the information you publish, then keep your website, map listings, reservation messages and delivery instructions synchronized as conditions change.
Why construction access must be planned by phase
A road, utility or building project can leave an entrance open during one week and move it, narrow it or close it in the next. A map that is accurate for opening day may be wrong when work shifts to another block, sidewalk or lane. Ask for the sequence of work and the access conditions associated with each stage rather than planning around a single “final” traffic diagram.

The Federal Highway Administration (FHWA) describes transportation management plans (TMPs) as plans developed through project planning and design, refined as information becomes available, and reassessed before and during implementation. Use that same cycle at the restaurant: establish a baseline, review each upcoming phase, communicate confirmed changes and report problems promptly.

Your role is to coordinate and communicate. The road authority and project team control public-road traffic-control devices, lane closures, detours and approved access arrangements. Do not place cones, barricades, signs or other devices in a public right-of-way, alter a driveway or direct traffic on the street unless the responsible authority has specifically authorized it.

Identify who controls each access decision
Begin with a contact sheet before asking for solutions. The person who can answer a construction question may not be the person who can authorize a sign, parking change or temporary driveway.
Build the contact sheet
- Road authority: Identify the city, county, state or other agency that owns or operates the affected street. Ask for the department responsible for permits, traffic operations and right-of-way access.
- Project manager: Record the construction manager or contractor’s representative for day-to-day coordination, including a phone number and an email monitored during work hours.
- Traffic or transportation specialist: Ask whether a traffic engineer, transportation planner or agency traffic-operations contact reviews the project’s temporary traffic arrangements.
- Property and building contacts: If the work is on private land or a shared development, include the landlord, developer or site manager who controls parking, loading areas and private drives.
- Restaurant escalation contact: Name one manager who can receive updates, verify facts and distribute a single approved message to staff and customers.
Ask each contact a simple question: “Which decisions can you make, which require another approval, and who should we call when the field conditions do not match the plan?” Keep the answers with the project address and permit or project reference number.
Request a phase-by-phase access schedule
Request the current construction schedule, phasing plan and update method in writing. The schedule should show when work is expected to affect the street, sidewalks, parking, driveways, utilities and loading areas. Dates can move, so ask how much notice the team expects to provide for changes and where the latest information will be posted.

Questions for every phase
- What are the planned start and finish dates, and what work triggers the change in access?
- Which vehicle lanes, sidewalks, crossings, bicycle facilities, transit stops, parking spaces and loading areas remain usable?
- Is the restaurant driveway open, moved, narrowed or closed? If it moves, what is the approved entrance and how will drivers be guided to it?
- Are there planned full closures, overnight operations or work periods that overlap with the restaurant’s busiest meal services?
- What temporary pedestrian or accessible route is provided, and where does it begin and end?
- How will emergency responders, waste collection, delivery vehicles and utility crews reach the property?
- What approved public information, signs or notifications will explain the change, and who updates them?
- What conditions would cause the schedule to change, and who will notify the restaurant?
Put answers in a phase register so staff can see the current condition without interpreting engineering drawings. Update the register when the project team issues a revision; retain the previous version so you can determine which customer messages must be replaced.
| Phase-register field | What to record |
|---|---|
| Phase name and dates | Work description, planned start, planned finish and date last confirmed |
| Vehicle access | Open lanes, approved entrance, turn restrictions and any closure window |
| Walking and accessibility | Open sidewalk or crossing, temporary route, surface changes and accessible entrance |
| Parking and loading | Available spaces, loading location, delivery time limits and alternative arrangement |
| Customer information | Approved wording, map or directions, notice date and responsible publisher |
| Escalation | Project contact, agency contact and method for reporting an unsafe or blocked condition |
Map every way people reach the restaurant
Do not plan only for a driver approaching from the front. FHWA’s Manual on Uniform Traffic Control Devices (MUTCD), 11th Edition, Part 6 (2023), treats the needs and control of motorists, bicyclists, pedestrians and people with disabilities as essential in temporary traffic control. Its framework addresses continuity of motor-vehicle, bicycle and pedestrian movement, accessible passage, transit operations and access to property and utilities when normal roadway function is suspended.

Cars and motorcycles
Ask the project team to confirm the legal approach from each direction, permitted turns, lane shifts and the entrance a driver should use. A route that appears short on a map may require a turn that is prohibited during a closure. Use only directions confirmed by the road authority or project team; do not improvise a turn through a work area or neighboring property.
Walking and mobility devices
Walk the proposed route yourself at the times customers arrive. Check whether the path is continuous, separated from equipment, clearly marked and usable by people with mobility, vision or hearing disabilities. Confirm the location of curb ramps, crossings and the accessible restaurant entrance. If a sidewalk is closed, ask the project team to identify the approved temporary route and how customers will find it from the nearest transit stop, parking area and intersection.
Bicycles and micromobility
Ask whether a bicycle lane, rack area or crossing changes during each phase. If the usual approach is unavailable, request the agency’s designated alternate facility or route. Do not place a rack, barrier or sign in the public right-of-way without approval.
Transit and ride-hail drop-off
Check for temporary bus-stop moves, blocked curb space and safe passenger loading. Give drivers a precise, approved drop-off point that does not require stopping in a travel lane or work zone. If the agency has not confirmed a location, tell customers to follow the current transit or roadway information rather than publishing a guess.
Protect deliveries, loading and emergency access
Construction can disrupt a restaurant before customers notice a problem. A blocked loading bay, a weight restriction or a narrow turning path can delay food, beverage, linen, waste and maintenance deliveries.

Create a delivery operating plan
- List each regular supplier, delivery frequency, vehicle type and normal arrival window.
- Show the project team the largest vehicle that must reach the property and the path it normally uses.
- Ask where vehicles may wait, turn, unload and leave during every phase. Confirm whether any curb or loading space is legally available.
- Set a backup receiving window for phases that overlap peak service, subject to supplier and agency approval.
- Give suppliers one written instruction with the approved entrance, arrival procedure, contact number and a statement that conditions can change.
- Require drivers to stop and call the restaurant if the approved route is blocked; they should never enter a closed work area or create an unsafe maneuver.
Discuss emergency access separately. Ask the project manager and agency how fire, ambulance and police access is maintained and how the restaurant should report an obstruction. Do not promise emergency responders a route that has not been confirmed.
Compare construction scenarios before choosing an operating response
When the project team offers alternatives—such as different phasing, a shifted lane or a changed driveway—compare them on the same axes. FHWA work-zone guidance identifies strategies including phasing, lane shifts or closures, business-access measures, alternate routes, pedestrian and bicycle facilities, temporary signs, work-zone information and coordination of nearby projects. It does not assign restaurant-specific weights to these factors, so choose priorities with your agency and project contacts.
| Comparison axis | Questions to answer |
|---|---|
| Entrances and travel modes | Which vehicle entrances, walking routes, bicycle facilities and transit connections remain available? |
| Parking and loading | How many customer spaces remain, where can suppliers load, and are turning or waiting areas restricted? |
| Pedestrian and accessible continuity | Is there a continuous, usable route to the correct entrance, including crossings and curb ramps? |
| Duration and timing | How long does the condition last, and does it overlap breakfast, lunch, dinner or event peaks? |
| Control and notification | Which agency or project party controls the change, and how will customers and staff be notified? |
| Reliability | What could trigger a change, how much notice is expected and what is the escalation path? |
Record the facts, not a subjective score that could imply engineering approval. If two options are otherwise similar, discuss the operational consequences with the project manager and ask which arrangement is authorized and funded.
Agree on approved customer information
Customers need a short answer to three questions: “Can I get there, where do I enter and where can I park or be dropped off?” Ask the project team what information can be shared publicly and whether the agency has standard wording, maps or dates.
Use one source of truth
- Write the entrance, parking, walking and accessible-route directions exactly as confirmed by the project or agency contact.
- State the effective dates or phase name, not just “construction is nearby.”
- Explain what remains open before describing what is closed.
- Use a simple landmark or intersection only when it is accurate for the current phase.
- Include a contact method for customers who need an accessible route or have a delivery question.
- Remove or revise old directions when the phase changes.
Publish the same approved wording on the restaurant website, map and directory listings, reservation confirmations, online-order pages, social channels, voicemail and delivery instructions. Give hosts, cashiers, drivers and managers a printed or digital briefing so they do not provide conflicting directions.

Sample customer notice structure
“During [phase and confirmed dates], approach from [approved direction] and use [approved entrance]. [Parking or drop-off information] remains available. The accessible route begins at [confirmed location]. Conditions may change; check [restaurant update page or contact] before traveling.”
Replace the bracketed items only with facts approved by the project or agency. Keep variable text in your content system as fields, not as a public placeholder.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Coordinate restaurant operations around the work
Once access is confirmed, translate it into shift-level instructions. A manager should know which entrance is open, where staff may park, how deliveries arrive and whom to call if the field condition differs from the notice.
Staff and supplier briefing
- Give each shift the current phase register and a brief map showing the approved approach.
- Tell staff not to move barriers, enter closed areas or direct members of the public into a work zone.
- Ask hosts to offer the same access explanation to reservations, walk-ins and event guests.
- Send suppliers the delivery procedure before each phase starts and confirm that their dispatchers received it.
- Schedule a manager check at opening and before the busiest service to identify unexpected changes.
Peak-period coordination
Tell the project manager which meal periods, events and delivery windows are operationally critical. Ask whether noisy work, lane changes or closures are planned during those periods and whether the agency can provide advance notice. This is a coordination request, not a demand that the project alter an approved traffic plan.

Report with specific facts
- Record the date, time, phase and exact location.
- Describe what is different from the approved arrangement: for example, a closed entrance, missing direction, blocked sidewalk or inaccessible crossing.
- Note who is affected—customers, delivery vehicles, pedestrians, people using mobility devices or emergency access.
- Take a photograph only from a safe location and do not enter the work area.
- Send the report to the project contact and the agency contact identified for that issue.
- Tell staff what temporary, approved message to use while waiting for a response; do not invent a detour.
Ask who reviews reports outside normal hours and how the restaurant will learn that a correction is complete. Keep a log of reports and responses so recurring problems can be discussed at the next coordination meeting.
Understand how much planning the project may require
FHWA says TMP components depend on expected work-zone impacts and agency policy. Its examples distinguish a basic plan for minimal disruption, an intermediate plan for moderate impacts such as a single-lane closure in an urban commercial district, and a significant-project approach that includes temporary traffic control, transportation operations and public information. These examples are a framework, not a classification of your restaurant’s project.
Ask the agency what planning level and public-information process apply locally. A short sidewalk repair may need a different coordination effort from a multi-stage closure affecting several intersections. The restaurant should not label the project or approve traffic-control details; it should provide accurate operating information and report access effects to the responsible professionals.
Recommended Free Tools
Know what the restaurant may and may not change
Usually appropriate for the restaurant to do
- Maintain a current access page and distribute approved directions.
- Adjust reservation reminders, delivery instructions and staff arrival guidance.
- Coordinate receiving times with suppliers within the approved access arrangement.
- Report blocked, confusing, unsafe or inaccessible conditions.
- Ask the agency whether an approved business-access sign or information program is available.
Actions that require authority confirmation
- Installing or moving signs, cones, channelizing devices or barriers in a public right-of-way.
- Directing vehicles around a closure, reserving curb space or changing a driveway.
- Using a neighboring lot, private drive or temporary entrance.
- Placing objects, banners or wayfinding in a sidewalk, street or other public area.
- Changing a sidewalk, crossing or accessible route.
Check local permit, sign, right-of-way and access rules before taking any of these actions. A restaurant’s private property rights do not automatically authorize changes to a public street or sidewalk.
